In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured. There were also reports that stone-throwers had attacked 1 bus, that large stones had been placed on railway tracks, forcing a train to stop, and that 1 Israeli journalist was assaulted and his car set on fire. Israeli authorities charged 1 Israeli police officer with assaulting 1 Palestinian woman by ripping off her hijab, pulling her hair, and hitting her in East Jerusalem. (HA 1/11)

The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Interior minister Ayelet Shaked has instructed her ministry to hold up Palestinian applications for family unifications. (HA, WAFA 1/11)

In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. The Palestinian prisoner leadership said that 1,380 Palestinian prisoners in Israeli jails would go on hunger strike on 9/17 to protest the collective punitive measures introduced by Israel after 6 Palestinians escaped Gilboa prison on 9/6 (see 9/8). (HA, WAFA, WAFA 9/13; AJ, JP, PCHR 9/14)

After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

IDF troops open fire on 3 Palestinian minors crossing Gaza’s border fence near al-Maghazi refugee camp; 1 Palestinian is critically injured. In the West Bank, Israeli settlers throw rocks at a Palestinian home in southern Hebron, injuring 2 Palestinians. Later, IDF troops shut down a number of streets in central Hebron, clearing the way for Israeli settlers to perform religious rites in the area. Some settlers throw stones at Palestinian property in the area, causing damage. IDF troops also arrest 1 Palestinian during raids near Ramallah; and patrol in and around Tulkarm and Hebron. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Al-Sisi reportedly urges Abbas to accept a “graded reconciliation” agreement, a version of which was reported earlier today. (AKH, HA, TOI, TOI, TOI, WAFA, YA 11/3)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The IDF conducts house searches and raids in and around Hebron, arresting 1 Palestinian; conducts patrols in 2 villages nr. Hebron and 1 each nr. Jenin and Jericho. (MNA 3/27; PCHR 4/2)

The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)
