In the West Bank, Palestinians protest outside the UNRWA headquarters in Ramallah against the countries that have suspended funding to the agency. Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Elsewhere, Israeli forces shoot and kill a woman trying to collect water for the Nasser Hospital. Off the coast of Gaza, Israeli forces kill 2 Palestinian fishermen northwest of Rafah. In Lebanon, Israeli forces bomb Khiam, killing 1 civilian and wounding 2 others. Israeli forces also bomb Marwahin and Bani Haiyyan. In Iraq, U.S. forces kill at least 3 people, including a senior member of Kataib Hezbollah, in an airstrike on Baghdad. More than 27,708 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,147 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 379 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 96 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,304 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 169 trucks carrying aid enter Gaza. The Gaza Ministry of Health says 11,000 sick and wounded Palestinians need evacuation for treatment. The Gaza Media Office says Israeli has burned 3,000 housing units in Gaza during its ground invasion. The UN says Israel has prevented 51 out of 61 planned aid missions to northern Gaza. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. In the West Bank, Israeli forces raided Tulkarm refugee camp, killing 6 Palestinians and injuring 3 in a drone strike, uprooted streets, and put 2 hospitals under siege. Israeli forces also shot and killed 2 Palestinians, including a child, during raids in ‘Azzun and Burin. Elsewhere, Israeli forces shot and injured a Palestinian in Beitunia. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli airstrikes killed 5 people in Beit Yahoun, including the son of Hezbollah MP Mohammed Raad. At least 7,000 people were missing in rubble, including 1,700 children. 217 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 53 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 111 Palestinians were buried in a mass grave in Khan Yunis. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. About 250 people fled northern Gaza to the south. Around 18,000 gallons of fuel and 80 trucks carrying aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded people were evacuated to Egypt. UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths called the humanitarian crisis in Gaza the “worst ever,” adding “I do not say that lightly. I started off in my twenties dealing with the Khmer Rouge and the Killing Fields.” (HA 11/22)

Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. The Israeli cabinet approved deal in the early hours of the day after a 6-hour meeting. 3 ministers from the Otzma Yehudit party voted against it while 35 ministers voted in favor. Hamas deputy political leader Khalil al-Hayya and Hamas representative in Lebanon Osama Hamdan met with Hezbollah secretary-general Hassan Nasrallah in Lebanon, discussing the ceasefire. It was reported that Hezbollah would enter the ceasefire if Israel did not attack Lebanon during the 4-day period. (HA 11/22)

The PA cabinet held an emergency session on the situation in Gaza and the PA’s financial situation given the Israeli decision to withhold more funds from the PA tax revenue and the PA’s refusal to accept the reduced sums. The cabinet decided to allow each ministry to find ways to reduce their expenses and indicated that civil servants will not be paid their salaries or will receive reduced salaries due to the financial crisis. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. Prime Minister Netanyahu said he had instructed the Mossad to attack Hamas leaders outside of the occupied territories. (AJ, NYT 11/22; HA 11/23)

U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden told President Abdel Fattah el-Sisi that the U.S. opposes forced deportation of Palestinians in Gaza to Egypt and the redrawing of the Gaza borders. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Secretary of State Antony Blinken spoke with the foreign ministers of Saudi Arabia, the UAE, and Qatar. Politico reported that the Biden administration was worried that an unintended consequence of the ceasefire would be journalists being able to “illuminate the devastation” in Gaza since they would have more access. (AJ 11/22)

Palestinians who met Pope Francis at the Vatican said he described the situation in Gaza as genocide. A Vatican spokesperson later said that he was not aware that the pope used the word. Pope Francis also met with Israeli relatives of people held captive in Gaza by Hamas. (AJ, HA, WAFA 11/22)

In the West Bank, Israeli settlers leveled Palestinian-owned land near Kisan. Israeli forces detained and severely beat 3 Palestinians at a flying checkpoint near Bayt Fajjar; all 3 were later taken to a hospital in Bayt Jala. Israeli forces also violently dispersed Palestinian protesters in Kafr Malik during an anti-settlement demonstration, injuring 1 Palestinian with a tear-gas canister; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hit with a rubber-coated bullet to his face. Israeli forces also seized construction materials in al-Walaja. 8 Palestinians were arrested, including 1 paramedic during the protest in Kafr Malik, 1 during a raid in Hebron, and 6 at checkpoints near Nablus, Qalandia, and Bethlehem. The U.S. department of justice said that the Israeli spy Jonathan Pollard finished his parole and is now free to move to Israel. It had been uncertain if Pollard would have his parole extended since U.S. national security officials have objected to allowing Pollard’s parole to expire. Pollard was arrested in 1985 for spying on the U.S. on behalf of Israel and was handed a life sentence. He was released in 2015 but with limitations on his movement and he was banned from making public statements as part of his parole. Pollard was given Israeli citizenship in 1995 and Israeli prime ministers have long sought to have him released to Israel, where he is perceived as a hero. In the West Bank, 14 Palestinians were arrested, including 11 during late-night raids in and around Hebron, Ramallah, Bethlehem, and Jericho; 3 were arrested at flying checkpoints near Qalqilya. During a raid in Ramallah, 1 Palestinian paramedic was injured by gunfire as Palestinians clashed with Israeli forces; others suffered tear-gas related injuries. In the West Bank, 1 Palestinian was killed by Israeli forces after hitting 2 Israeli settlers near the Gush Etzion settlement; it is unclear if the hit was deliberate. The Palestinian’s wife and child were in the car during the incident. Elsewhere, 2 Palestinians were injured by Israeli forces violently dispersing the anti-settlement protests in Kafr Qaddum. 1 Palestinian paramedic was injured by Israeli forces using a rubber-coated bullet during a protest in Abu Dis. In East Jerusalem, Israeli member of the Knesset Ofer Cassif (Hadash) was attacked by Israeli police during a protest in Shaykh Jarrah. Israeli police tried to confiscate a Palestinian flag he was waving and when he and his aide resisted, the police assaulted the 2 and detained Cassif’s aide. After barring Congresswomen Ilhan Omar (D-MN) and Rashida Tlaib (D-MI) from visiting Israel and the West Bank, Israel’s Interior Ministry allowed a request by Congresswoman Tlaib to visit her family in the West Bank under a number of conditions, including limiting her freedom of speech. Israeli forces deliver stop-work orders to 5 Palestinian water wells under construction near Salfit. Along Gaza’s border, IDF troops shoot and injure a Palestinian approaching the border fence near al-Bureij refugee camp. They also violently disperse Palestinians gathering near Khan Yunis in the evening to set tires on fire, throw stones, and otherwise continue the Great March of Return; 3 Palestinians are injured. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. Israeli forces surround and prepare to dismantle 2 makeshift residential structures that Israeli settlers established at the site of the former illegal settlement outpost Amona on 12/14/18. When approximately 300 settler-activists barricade themselves inside the structures and throw stones at the demolition crews, IDF troops use riot dispersal tactics to take control of the area and proceed with the evacuation and dismantlement (4 settlers and 23 Israeli troops are injured and 7 settlers are arrested in the ensuing clashes). Hours later, the Israeli press reports that Prime Minister Benjamin Netanyahu is claiming that he ordered the indefinite postponement of the evacuation this morning, but that his order was not carried out. Netanyahu later calls on IDF Chief of Staff Gadi Eisenkot to hold a disciplinary hearing for the officer reportedly responsible for failing to relay his order quickly enough, Colonel Avi Bluth. Hours after Israeli prime minister Benjamin Netanyahu departs Brasilia, where he attended Brazilian president Jair Bolsonaro’s inauguration yesterday, Bolsonaro confirms that he intends to uphold his campaign promise to move the Brazilian embassy in Israel to Jerusalem. “The decision is taken,” Bolsonaro says. “It’s only a matter of when it will be implemented.” (JP, REU 1/3; TOI 1/4)

Although the Israeli government denies that it has agreed to any cease-fire late on 8/9, as confirmed by Palestinian and Egyptian sources, a tentative calm returns to Gaza after two days of extensive IAF attacks. One Israeli official says, “quiet will be met with quiet.” (HA, MNA, TOI, YA 8/10)

Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. At the UNSC, the U.S. vetoes a Kuwait-backed draft resolution condemning Israel’s use of force against Palestinian civilians at recent protests along Gaza’s border fence. “The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” says U.S. ambassador to the UN Nikki Haley, explaining the veto. In the West Bank, IDF troops fire on Palestinian youths who allegedly threw a Molotov cocktail at their observation tower nr. Beit El settlement n. of Ramallah, killing 1 teenager with 3 gunshots to the chest and arresting 4 others; fire sound bombs and tear gas to disperse Palestinians and medical workers who approach the area, injuring a paramedic and an UNRWA worker. The IDF also conducts late-night raids, house searches nr. Ramallah, Nablus, Qalqilya, in and around Hebron, arresting 6 Palestinians (including 1 teenager). Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

The IDF reports carrying out more than 120 air strikes (half of them after nightfall, targeting Gaza City), uncovering 1 boobytrapped home and 2 booby-trapped tunnels. Targets include the PA Interior Min. offices in n. Gaza, more than 35 tunnels on the Rafah border, homes of Hamas leaders, at least 22 mortar and rocket launching sites, at least 26 groups of armed men, at least 10 “Hamas outposts,” 2 suspected weapons depots and manufacturing facilities, 2 mosques, 2 hotels. Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. The IDF intensifies Operation Hot Winter overnight, sending large numbers of ground troops into the Jabaliya area, Bayt Hanun, Gaza City, marking Israel’s largest ground incursion into n. Gaza since 2005. As Palestinians across the Strip hunker down in their homes, IDF troops accompanied by tanks, helicopters, warplanes conduct house-tohouse searches for weapons in the Jabaliya area, clashing with local gunmen, occupying homes as staging areas, directing tank fire at residential and commercial buildings, rounding up 10s of Palestinians for questioning, bulldozing electricity and telephone cables. The IDF also continues intensive air strikes across Gaza, destroying a mosque frequented by Hamas security forces and the Gaza City home of an Izzeddin al-Qassam Brigades cmdr. (he survives, but 6 family mbrs. are killed), as well as alleged weapons stores and several police stations. At least 62 Palestinians (29 civilians, including at least 15 children, 7 women; 25 militants; 8 Hamas-affiliated police officers) are killed and at least 175 wounded (including 44 children, 6 women, 1 paramedic) during the day, marking the Palestinians’ highest 1-day toll since the outbreak of the al-Aqsa intifada in 2000; 2 IDF soldiers are also killed and 7 injured in the heavy fighting, some of them by roadside bombs planted by the Palestinian factions in anticipation of an incursion.
