In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. More than 17,700 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,300 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. The Palestinian Civil Defense said it only had 1 vehicle left operating in northern Gaza. Around 100 trucks carrying aid entered Gaza. (AJ, AJ, AJ, HA, REU, UNOCHA, UNOCHA, WAFA 12/9)

Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Videos of Israeli soldiers vandalizing Palestinian property and raising Israeli flags in Gaza also circulated. (HA, UNOCHA 12/9; AJ, HA, UNOCHA 12/10; HA 12/11)

Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. Israeli defense minister Yoav Gallant visited Israeli soldiers in northern Gaza. (HA 12/9; AJ, HA 12/10)

A UN official said Israel was testing the screening process for the delivery of aid to Gaza through the Karim Abu Salem (Kerem Shalom) crossing. (HA, REU 12/9)

The PA issued corrections to an interview given by Prime Minister Mohammed Shtayyeh to Bloomberg News on 12/7, saying Shtayyeh had not said that the PA and the U.S. were discussing “a plan to manage Gaza.” (WAFA 12/9)

German chancellor Olaf Scholz spoke with Prime Minister Netanyahu, calling for more aid to be delivered to Gaza and expressing concern over settler violence. (HA 12/9)

Yemen’s Houthi-led government said it would prevent Israeli ships and ships traveling to Israeli ports from operating near Yemeni maritime borders but would respect other international seafaring. (AJ, AJ, HA, HA, NYT 12/9; HA 12/10)

IDF troops shoot and injure 4 Palestinians during clashes sparked by an overnight arrest raid in Dahaysha refugee camp near Bethlehem. One of the injured Palestinians, a paramedic, succumbs to his wounds later in the day. Elsewhere in the West Bank, IDF troops violently disperse Palestinians gathering at Birzeit University to protest the recent killing in the West Bank and the recent violence in Israeli prisons; 8 protesters are injured. Israeli forces deliver stop-work orders to 5 Palestinian water wells under construction near Salfit. Along Gaza’s border, IDF troops shoot and injure a Palestinian approaching the border fence near al-Bureij refugee camp. They also violently disperse Palestinians gathering near Khan Yunis in the evening to set tires on fire, throw stones, and otherwise continue the Great March of Return; 3 Palestinians are injured. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The Egyptians reportedly caution restraint ahead of the planned protests on 3/29 and 3/30, which will mark the 1-year anniversary of the first Great March of Return demonstration. They also present new terms for a possible cease-fire with Israel. (AP, TOI 3/27; HA, YA 3/28)  

The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

Although the Israeli government denies that it has agreed to any cease-fire late on 8/9, as confirmed by Palestinian and Egyptian sources, a tentative calm returns to Gaza after two days of extensive IAF attacks. One Israeli official says, “quiet will be met with quiet.” (HA, MNA, TOI, YA 8/10)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. Some set fire to tires and roll them toward the fence; others fly incendiary kites and balloons into Israel, sparking at least 6 small fires. IDF troops violently disperse the demonstrations near Rafah, al-Bureij refugee camp, Khan Yunis, Jabaliya refugee camp, and Gaza City; 3 Palestinians are killed, including 1 paramedic, and 300 are injured (5 critically). The killings bring the Great March of Return death toll to 144. In the evening, Israeli forces stationed along the border fence shell a Palestinian home near al-Bureij refugee camp, causing moderate damage. In the West Bank, IDF troops violently disperse Friday protests in Kafr Qaddum near Qalqilya; 2 Palestinians are injured. Israeli soldiers shoot and critically injure a Palestinian youth during further clashes in Tuqu‘ village near Bethlehem. They also patrol near Hebron and Tulkarm. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near al-Bureij refugee camp, Jabaliya refugee camp, Rafah, Gaza City, and Khan Yunis; 1 Palestinian is killed and at least 100 are injured. The Palestinian killed today was a paramedic named Razan al-Najjar. She was reportedly shot as she was treating wounded protesters. Her death brings the death toll stemming from the Great March of Return to 115. In East Jerusalem, approximately 250,000 Palestinians pray at Haram al-Sharif, marking the third Friday of Ramadan. In the West Bank, IDF troops issue arrest summons to 2 Palestinians during a raid in Hebron, and patrol near Tulkarm and Hebron. (EI, NYT, WAFA, YA 6/1; MNA 6/2; PCHR 6/7)

At the UNSC, the U.S. vetoes a Kuwait-backed draft resolution condemning Israel’s use of force against Palestinian civilians at recent protests along Gaza’s border fence. “The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” says U.S. ambassador to the UN Nikki Haley, explaining the veto. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

The IDF reports carrying out more than 120 air strikes (half of them after nightfall, targeting Gaza City), uncovering 1 boobytrapped home and 2 booby-trapped tunnels. Targets include the PA Interior Min. offices in n. Gaza, more than 35 tunnels on the Rafah border, homes of Hamas leaders, at least 22 mortar and rocket launching sites, at least 26 groups of armed men, at least 10 “Hamas outposts,” 2 suspected weapons depots and manufacturing facilities, 2 mosques, 2 hotels. Air strike target areas include Bayt Lahiya, Gaza City (city center and Shaykh Ridwan, al-Sudaniyya, Tal al-Hawa, al-Zaytun), Jabaliya town, al-Maghazi r.c., Nussayrat, Rafah, al-Shabura r.c., al-Shuka, Tal al-Za‘atar, the Twam area (northern outskirts of Gaza City), Yibna r.c. IDF gunboats shell Nussayrat, Rafah, a fishing port w. of Rafah. Heavy tank and artillery fire are reported in Bayt Hanun, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Shuja‘iyya, al-Zaytun), Jabaliya town, al-Mughraqa, Twam.

Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. In the West Bank, unidentified armed Palestinians fire on an IDF patrol nr. Kiryat Arba settlement, wounding 3. In response, the IDF raids, searches Palestinian homes nr. Kiryat Arba, making no arrests. The IDF also conducts late-night arrest raids, house searches nr. Hebron. (HA 1/13; PCHR 1/15)

International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr.
