The Palestine Chronology

In the West Bank, Israeli forces arrested 21 Palestinians during raids in and around Ramallah, Hebron, Bethlehem, Jericho, Qalqilya, Tubas, Jenin, and Nablus. Israeli forces injured 2 Palestinians with rubber-coated bullets during a raid in Bayt Sira. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, the rocket exchange continued from 2/23; there were no reports of casualties but reports of damage in Gaza, including to the power grid in Khan Yunis. A truce between Islamic Jihad in Palestine and Israel was implemented at the end of the day. Israeli forces also opened fire on Palestinian agricultural lands east of Khan Yunis and Dayr al-Balah; no injuries were reported. Israeli prime minister Benjamin Netanyahu ordered 12 West Bank settlement outposts, deemed illegal by Israel, to be connected to Israel’s electrical grid. The Israel Lands Authority also issued tenders for the construction of 1,077 housing units in the East Jerusalem settlement Givat Hamatos. (HA, HA 2/24)

The PA prime minister Mohammed Shtayyeh called on all Palestinians working in Israeli settlements to stop working there. According to the Palestinian Central Bureau of Statistics, around 23,000 Palestinians work in settlements in the West Bank and East Jerusalem. (WAFA 2/24)

In Gaza, Fatah-Hamas fighting escalates for the 4th day, leaving at least 24 armed Palestinians, 4 civilians dead and more than 100 wounded (the highest 1- day total in 18 mos. of factional fighting), as gunmen on both sides continue to ignore appeals by their political leaders to halt the violence. (Egyptian mediators try to broker another cease-fire, but the Hamas delegation cannot reach the talks because of Fatah roadblocks.) By evening, Hamas is reported to be in control of most of n. Gaza. During the day, Hamas gunmen and ESF mbrs. surround secondary Fatah and PA security posts across Gaza. In light of increasingly coordinated Hamas attacks, Abbas accuses Hamas of attempting to stage a coup, for the 1st time orders his security forces to defend their positions. Of note: Hamas stages major assaults on Fatah’s security headquarters in Khan Yunis and Gaza City, where some 200 Hamas mbrs. firing mortars and RPGs seize the post from 500 Fatah fighters. After dark, 100s of Hamas gunman raid a major hilltop NSF post in Jabaliya r.c., using small arms and grenades, taking the post after an intense gunfight that leaves 21 dead and 60 wounded (included in the figures above). PA presidential guardsmen fire RPGs at Haniyeh’s home in what Hamas condemns as an assassination attempt (no one is injured); in retaliation, Hamas mbrs. fire mortars toward Abbas’s Gaza residence, causing no damage or injuries (Abbas is in Ramallah). Hamas mbrs. also attack the home of PSF cmdr. Hassan Muhsin (not home at the time), killing his wife, son, daughter, and niece; ransack the vacant home of PC mbr. Nabil Shaath; occupy a PA-funded TV station in Gaza City. Human Rights Watch issues a statement accusing both factions of war crimes for executing captives and killing bystanders. In the West Bank, Fatah and Hamas kidnap rival mbrs. (including the AMB kidnapping of Hamas-affiliated Dep. Transportation M Fadi Shabanah); PA presidential guardsmen attack, close a Hamas TV station in Ramallah. Palestinians in Ramallah stage a demonstration against the interfactional fighting. On the Israeli-Palestinian front, Palestinians fire several rockets fr. Gaza into Israel, lightly injuring 1 Israeli. The IDF fires on stonethrowing youths nr. Nablus, wounding an 11-yr.-old Palestinian bystander. More than 1,000 Jewish settlers, escorted by the IDF, reoccupy the evacuated Homesh settlement site nr. Nablus, closing the local stretch of the Nablus–Jenin road to Palestinian traffic. Inside Israel, the Israel Lands Authority demolishes a home in the Israeli Palestinian neighborhood of al-Jawarish in Ramla built without a permit. The IDF demolishes 5 Palestinian homes in Ramallah, 3 in Jenin, a 3-story building in Bayt Hanina; conducts arrest raids, house searches in Qalqilya and nr. Hebron, Tulkarm. An IDF undercover unit driving a car with Palestinian plates enters Aida r.c., arrests 2 Palestinians. A Palestinian bystander wounded in the 2/4 IDF assassination of 3 AMB mbrs. in Gaza City dies. The Israel Lands Authority (ILA) bulldozes 2,500 d. of bedouin crops (classified as state lands) nr. Beersheba to dissuade the bedouin fr. staying in the area. In previous years, the ILA sprayed the land with pesticides but the Israeli High Court ruled against that practice in 2004. The ILA has offered to rent the land back to the bedouin for the duration of the growing season at a nominal fee, but the bedouin have refused, saying a lease would give legal backing to Israel’s claim that the land does not belong to the bedouin. The IDF shoots, wounds a 15-yr.-old Palestinian attempting to sneak into Israel fr. Dayr al-Balah to find work; conducts arrest raids, house searches nr. Hebron, Ramallah and in Azun nr. Qalqilya, Nablus, Qabatya, Yamun nr. Jenin; fires rubber-coated steel bullets at Palestinian stone-throwers who confront the troops, injuring 5, precipitating gunfire fr. Palestinian militants that leaves 1 IDF soldier wounded. A Palestinian detained by an IDF undercover unit on 12/19 is released at the entrance to Jenin. Palestinians fire 5 rockets fr. Gaza towards Sederot and an IDF base, causing no injuries; IDF artillery shells uninhabited areas of n. Gaza in response. Jewish settlers fr. Ma’on bulldoze 15 d. of Palestinian land abutting the settlement. Some 20 armed AMB mbrs. demanding jobs in the security services, financial aid fr. the PA for 300 local AMB mbrs. occupy Bethlehem’s municipal building overlooking Manger Square; the stand-off ends peacefully when the PA agrees to consider their demands, allows them to walk out. Some 2,000 Palestinians rally outside the PC headquarters in Gaza City to express frustration over the PA’s failure to control the security situation inside Gaza. The IDF conducts arrest raids in Tulkarm and nr. Jenin, Jerusalem, Ramallah. Palestinians fire a mortar at Neve Dekalim, fire on an IDF vehicle patrolling the Gush Katif security fence, causing no damage or injuries. An IDF official says that in the last few days, the PA security forces have taken positive steps to stop rocket and mortar launches from Gaza; confirms they have destroyed 2 smugglers’ tunnels linking Rafah and Egypt. In response to a petition filed with the Israeli High Court in 3/04, the Israel Lands Administration (ILA) admits to aerially spraying bedouin agricultural land in the Negev with chemical agents (some of them not approved by the Agriculture Min. for aerial use), with the aim of effectively and cost-efficiently decreasing Arab “encroachment” on “huge swaths of land belonging to the state,” saying that further spraying operations are needed. From 2002 through 2004, the ILA sprayed and destroyed 1,000s of dunams of bedouin agricultural land. (Adalah press release 2/05)
