The IDF makes 2 air strikes on rocket-launching sites in Gaza City, wounding a 2-yr.-old girl. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. Overnight, the IDF makes several air strikes on Gaza, killing 5 Hamas mbrs. before withdrawing ground troops fr. Gaza in the morning, stating that it is suspending Operation Hot Winter during U.S. Secy. of State Condoleezza Rice’s upcoming 3/4–5 visit. The toll for the 5-day operation is at least 110 Palestinians (half of them civilians, including at least 24 children; Hamas says it lost 37 mbrs.; Islamic Jihad and the PRCs say they lost 15) and 3 Israelis dead (1 civilian inside Israel, 2 IDF soldiers in Gaza), and nearly 400 Palestinians injured (most of them civilians). In addition, 21 Palestinian homes were destroyed (leaving 147 Gazans homeless) and 88 heavily damaged (affecting 616 Gazans), 90 dunams (d.; 4 d. = 1 acre) of agricultural land was bulldozed, and 80 Palestinians were detained for questioning (at least 5 were remanded to Israel). Palestinians fired more than 200 rockets (allegedly including 21 Grads). The IDF, however, makes more air strikes during the day, killing another 3 Palestinians (at least 2 of them civilians, including a child), destroying the Palestinian Council (PC) headquarters in Gaza City. Palestinians fire 18 rockets (allegedly including 1 Grad) into Israel, causing damage but no injuries; 1 rocket lands inside Gaza, hitting a home, wounding 2 Palestinians. In the West Bank, 1,000s of Palestinians demonstrate against Operation Hot Winter; a Jewish settler fr. Talmon B settlement nr. Ramallah fires on demonstrators in nearby al-Mazra‘a, killing a Palestinian teenager; IDF soldiers fire on another protest nr. Hebron, wounding 2 Palestinians. The IDF conducts arrest raids, house searches nr. Bethlehem. Jewish settlers in Hebron beat a 13-yr.-old Palestinian boy. The Fatah-aligned PA Government Employees Union (GEU; comprising some 80,000 members, about half of public workers, including 25,000 healthcare workers and 37,000 teachers) ends a strike that began on 9/2 to protest the Hamas-led PA’s failure to pay salaries (see Quarterly Update in JPS 142); the workers are to receive 1-mo.’s salary immediately, with the remaining back salaries paid in installments over the next 6 mos. U.S. Secy. of State Condoleezza Rice begins a 3-day tour of Israel, Ramallah, Egypt, Jordan to explore with Olmert, Abbas, Pres. Husni Mubarak of Egypt, King Abdallah of Jordan the possibilities of reviving road map implementation and Israeli-Palestinian negotiations. Israeli Forces conduct air and artillery strikes on a UN Observer Group Lebanon post near al-Khiyam, hitting the area 21 times (at least 11 of them air strikes), killing 4 unarmed UN Truce Supervision Organization mbrs., continuing the aerial assault while rescue efforts are underway; continues air strikes in s. Beirut and across s. Lebanon, especially in Nabatiyya (where at least 6 Lebanese civilians are killed when 2 homes are hit by missiles), Tyre. Ground battles involving Israeli tank and Hizballah antitank fire, fierce house-to-house combat supported by Israeli artillery and helicopter fire continue in Bint Jubayl and Maroun al-Ras and are reported in Yaron to the west; by nightfall, Israel claims to have secured control of Bint Jubayl, killed senior Hizballah cmdr. Abu Jaafir and 20–30 Hizballah mbrs., though there is no independent confirmation; at least 3 Israeli soldiers are wounded. Hizballah fires more than 90 rockets into n. The IDF continues massing tanks, armored vehicles on the n. Gaza border; Sharon instructs security officials to take “all measures, without restrictions, in order to stop the wave of terrorism,” though his advisers suggest that any push into Gaza likely would not happen until after Condoleezza Rice’s visit on 7/22. An IDF sniper (reportedly firing fr. a nearby Jewish settlement) assassinates senior Hamas cmdr. Sa‘id Siyam (not Shaykh Sa‘id Siyam, the Hamas spokesman) outside his home in Khan Yunis. The IDF also lifts the curfews on Tulkarm and surrounding areas imposed on 7/13; fires missiles at a Palestinian vehicle in Bayt Lahiya, injuring 1 Hamas mbr., injured 2 bystanders in an apparent assassination attempt; fires on stone-throwing youths in Tulkarm, wounding 1; shells residential areas of Khan Yunis; conducts arrest raids, house searches nr.
