The IDF makes 2 air strikes on rocket-launching sites in Gaza City, wounding a 2-yr.-old girl. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. IDF troops on the Gaza border fire a tank shell at a Gaza municipality truck nr. Juhur al-Dik, injuring 4 municipal workers; send tanks, bulldozers into Gaza nr. Bureij r.c. to level land. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF temporarily occupies several buildings in Nablus, exchanging fire with Palestinian gunmen, leaving 2 armed Palestinians dead; patrols in and around Jenin town and r.c.; conducts arrest raids, house searches in Hebron, Kafr Dan and Qabatya nr. Jenin, Tulkarm; issues military orders confiscating 10 d. of Palestinian land e. of Tulkarm for military training purposes. In tandem with a visit by U.S. Secy. of State Condoleezza Rice, 2,000 right-wing Jewish settlers and activists march to and reoccupy the Homesh settlement site in the n. West Bank, evacuated during disengagement in 2005, with plans to stay at the site for 2 days and eventually to rebuild the settlement; the main YESHA settlers group does not endorse the action; the IDF mobilizes 4 brigades to monitor marchers and take action should they or local Palestinians become violent, saying they will forcibly remove the settlers if they do not leave on 3/27 as planned. In Gaza, the IDF partially reopens Rafah crossing as a gesture marking U.S. Secy. of State Condoleezza Rice’s visit today; makes an air strike on a car driving nr. Khan Yunis, assassinating Islamic Jihad mbr. Yasir al-Banna, Abu Rish Brigades mbr. Omar al-Zaqzuq. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm and in and around Hebron, Jenin town and r.c. In Qalqilya, 4 unidentified gunmen assassinate local Hamas official Muhammad Odeh; no group takes responsibility. Unidentified gunmen fire on a car carrying PC mbrs. in Gaza City, wounding 1 Palestinian. In Israel, an Israeli border policeman fatally shoots a Palestinian laborer fr. Hebron being detained in IDF custody in Jaffa for working without a permit, claims his gun went off accidentally; the worker was also reportedly severely beaten by 9 policemen; the guard who shot him is placed under house arrest pending an investigation. Overnight, the IDF raids Kefar Rai, arrests 15 Palestinians in connection with the 12/5 Netanya bombing, including the bomber’s father, 3 brothers; also conducts arrest raids in villages around Hebron and Tulkarm, in Bethlehem. PA security forces detain 13 Islamic Jihad mbrs. in Balata r.c and Nablus, exchanging fire with AMB and Islamic Jihad gunmen opposed to the arrests, causing no reported injuries; also arrest 4 Islamic Jihad mbrs. in the n. West Bank. During the day, the IDF suspends Palestinian VIP passage through checkpoints; further tightens restrictions on Palestinian movement in the West Bank; conducts an air strike on Gaza City, targeting and destroying a 1950s statue of the unknown soldier; confiscates 85 d. of Palestinian land outside Bethlehem for construction of a permanent checkpoint to separate the western rural areas of Bethlehem fr. the rest of the governorate; conducts arrest raids, house searches in Balata r.c., Hebron; raids, closes 2 Islamic charities in Jenin. Israel suspends further implementation of the 11/15 Rafah arrangements brokered by U.S. Secy. of State Condoleezza Rice, aimed at easing Palestinian movement in and out of Gaza, between Gaza and the West Bank, and within the West Bank; tells the U.S. that it will not resume discussion of the issue until PA Pres. The IDF continues massing tanks, armored vehicles on the n. Gaza border; Sharon instructs security officials to take “all measures, without restrictions, in order to stop the wave of terrorism,” though his advisers suggest that any push into Gaza likely would not happen until after Condoleezza Rice’s visit on 7/22. An IDF sniper (reportedly firing fr. a nearby Jewish settlement) assassinates senior Hamas cmdr. Sa‘id Siyam (not Shaykh Sa‘id Siyam, the Hamas spokesman) outside his home in Khan Yunis. The IDF also lifts the curfews on Tulkarm and surrounding areas imposed on 7/13; fires missiles at a Palestinian vehicle in Bayt Lahiya, injuring 1 Hamas mbr., injured 2 bystanders in an apparent assassination attempt; fires on stone-throwing youths in Tulkarm, wounding 1; shells residential areas of Khan Yunis; conducts arrest raids, house searches nr.
