A Popular Front for the Liberation of Palestine (PFLP) suicide bomber dressed as an IDF soldier detonates a device in a Netanya market, killing 2 Israelis, wounding 50. The PFLP says the attack is to protest the PA's continued detention of the group's leader, Ahmad Saadat, under U.S.-British supervision in connection with the 10/01 PFLP assassination of Tourism M Rehavam Ze'evi. The IDF sends tanks, APCs into Ramallah after shots are fired at a Jewish settler driving nearby; troops withdraw to the outskirts of the city a short time later. The IDF also makes incursions into several villages nr. Hebron, Tulkarm; partially demolishes 2 factories, bulldozes a strip of agricultural land, 7 greenhouses nr. Qarni crossing in Gaza; lifts a week-long 24 hr. curfew on the al-Mawasi area of Gaza. The European Union (EU) says that Belgium, Greece, Ireland, Italy, Portugal, Spain have agreed to take the 13 Palestinians deported to Cyprus on 5/10 as part of the Israeli-PA deal to end the Church of the Nativity stand-off. (AFP, CNA 5/19 in WNC 5/20; NYT 5/20)

Around 90 Peruvian converts to Judaism are airlifted to Israel to take up residence in Alon Shvut, Karmei Tzur settlements. The Ashkenazi chief rabbinate sent a delegation of rabbis on a 2 wk. mission to impoverished rural areas Peru in early 5/02 to convert anyone "who said they were willing to immigrate to Israeli immediately." The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. The IDF also maintains closures on most West Bank, Gaza areas; surrounds, seals Bayt Umar; conducts arrest raids in Dayr Istya; begins building a bridge to link the Gaza settlements of Gush Katif, Kissufim, confiscating 150 dunams of Palestinian land; hands eviction orders to 250 tradesmen at a market area nr. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." PM Rabin, speaking to AIPAC annual conference in Washington, asserts "Jerusalem will remain united under Israel's sovereignty." Rabin meets Secy. of State Christopher, proposes to speed up transfer of administrative powers to Palestinians in o.t. Christopher reportedly urges Rabin to consider PLO proposals for Palestinian police presence in Hebron. Israeli human-rights group B'Tselem issues report charging that IDF, police, and courts have failed to enforce law on crimes committed by settlers against Palestinians. Report notes that 62 Palestinians were killed by settlers between 1988 and 1993 but only 1 settler convicted of murder and in only 7 cases were settlers' lives threatened.
