In the West Bank, an Israeli settler was filmed shooting a Palestinian man point-blank in the stomach, critically injuring him during a settler raid in al-Twana. Israeli settlers also shot and injured 3 Palestinians with live ammunition in Nablus, Elsewhere, Israeli settlers vandalized 2 agricultural structures and uprooted fruit trees in Masafer Yatta, damaged vehicles near Nahalin, and homes in Silat ad-Dhahr. Israeli forces shot and killed 15 Palestinians, including 3 minors, during raids in Tulkarm, Beit Furik, Beit Ula, al-Ram, Atuf, Biddu, Bayt Liqya, and Hebron. Israeli forces also violently dispersed Palestinian protesters in Halhul, Dheisheh refugee camp, Qalandia, Huwwara, Budrus, al-Khader, Bethlehem, al-Twana, Jenin, Hebron, and Qalqilya, injuring 53 with live ammunition and baton rounds. An Israeli soldier was killed in friendly fire in Nablus. 36 Palestinians were arrested during late-night raids in Hebron, Fawwar refugee camp, Qalqilya, Dheisheh refugee camp, Beit Umar, and Halhul. In East Jerusalem, Israeli forces killed 2 Palestinians children in Isawiya. Israel also refused Palestinians under the age of 35 entry to the Haram al-Sharif compound. In Gaza, 70 Palestinians following Israeli evacuation orders were killed and more than 200 wounded in an airstrike on a road. Around 300 others were also killed and more than 1,100 were injured in Israeli airstrikes throughout Gaza. Israeli forces also made incursions into Gaza, retrieving the bodies of several Israelis. Rockets were fired at Israel from Gaza; no deaths were reported. In Lebanon, Israeli forces killed Reuters journalist Issam Abdullah and injured 6 others in a missile strike. Al Jazeera said Israel targeted the group of journalists intentionally. The Gaza Ministry of Health said that as of 2 p.m. at least 1,799 Palestinians had been killed and 7,388 had been injured in Israeli airstrikes on Gaza since 10/7. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Hamas said 13 of the captives from Israel, including foreign nationals, have been killed in Israeli airstrikes in the past 24 hours. Israel said it hit 750 targets overnight and destroyed 12 high-rise buildings within a minute. 51 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 11 children. More than 700 have been injured. Israeli officials said 1,300 Israelis and foreign nationals have been killed and 3,436 injured since 10/7. The UN reported that 423,378 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Israeli military told around 1.1 million Palestinians in the northern part of Gaza, including Gaza City, that they should flee south within the next 24 hours. UN spokesperson Stephane Dujarric said that would have “devastating humanitarian consequences” and strongly appealed to Israel to rescind the order. Many countries also called on Israel to reverse its order. The WHO called relocating severely ill people a “death sentence.” UNRWA offered its staff and their families shelter at an UNRWA compound in southern Gaza but said it did not have plans to evacuate Palestinians sheltering in UNRWA schools throughout Gaza as it does not have any capacity in the south and has no means of transporting the many thousands of people. Hamas’ refugee affairs authority called on Palestinians to remain in their homes, calling the Israeli evacuation order “disgusting phycological war.” Egypt moved thousands of troops to its Gaza border to prevent Palestinians fleeing Israeli attacks from breaching the border fence. Adalah, the Public Committee Against Torture in Israel, Physicians for Human Rights Israel, ACRI, and HaMoked sent letters to National Security Minister Itamar Ben-Gvir, Attorney General Gali Baharav Miara, and Israel Prison Service head Katy Perry demanding that water and electricity be restored in the security wings of Israeli prisons that hold Palestinians. The Commission for the Prisoners and Ex-Prisoners Affairs said on 10/12 that Israel had started collectively punishing prisoners in the Naqab prison on 10/11. (Adalah, WAFA 10/14)

Tens of thousands of protesters demonstrated in Baghdad and Tehran against the Israeli attacks in Gaza. Jordanians marched toward the border with the West Bank in protest against the Israeli attacks. After meeting Lebanese caretaker prime minister Najib Mikati and Hezbollah secretary-general Hassan Nasrallah in Beirut, Iranian foreign minister Hossein Amir-Abdollahian warned Israel that if it does not stop its attacks on Gaza the war could spread to other parts of the Middle East. U.S. secretary of defense Lloyd Austin III arrived in Israel to meet with Israeli leaders. Secretary of State Antony Blinken arrived in Jordan for meetings with Jordanian king Abdullah II and PA president Mahmoud Abbas. Abbas told Blinken that Hamas does not represent the Palestinian people and called for the opening of humanitarian corridors and for aid to enter Gaza. Blinken offered condolences for the Palestinian victims of the Israel-Hamas war. Abbas also spoke with Canadian prime minister Justin Trudeau. 55 members of Congress wrote a letter to U.S. president Joe Biden, urging him to pressure Israel to protect civilians in Gaza. Russia introduced a draft UN Security Council resolution calling for a humanitarian ceasefire. President Vladimir Putin compared the siege of Gaza to the Nazi siege of Leningrad during World War II. (HA 10/13)

Reuters reported that Saudi Arabia had frozen normalization talks with Israel and the U.S. due to the attacks on Gaza. (HA, HA 10/13; AJ 10/14)

The New York Times and NBC News reported that they had obtained documents that allegedly show how Hamas instructed militants to target schools and seize captives during its 10/7 operation. Israeli schools were closed on 10/7 as it was a Saturday. The documents were allegedly found on the bodies of militants killed by Israel and were labeled “top secret” in Arabic. Other media outlets questioned whether the documents were fabricated. (HA 10/13; HA 10/14)

The Huffington Post reported that the U.S. State Department was telling its diplomats not to use the terms “de-escalation/ceasefire,” “end to violence/bloodshed,” and “restoring calm,” when referring to Israel and Gaza. (AJ 10/13)

New South Wales police force said it has sought legal advice on if it can use special stop-and-search powers for the first time since 2005 to demand the identities of pro-Palestinian protesters attending an unauthorized demonstration in Sydney, Australia on 10/15. (REU 10/13)

Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. Israel agrees to a request by Quartet special envoy Tony Blair to resume fuel shipments to Gaza but allows industrial fuel for Gaza power plant to flow for only 4 hrs. before cutting off the supply once again. Meanwhile, the United Nations Relief and Works Agency (UNRWA) warns that it will be forced to halt food distribution to 750,000 refugees on 11/14 for lack of stocks unless Israel unseals Gaza’s borders. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nr. the border fence, forcing them to flee. In the West Bank, the IDF sends troops into al-Araqa nr. Jenin overnight, setting up checkpoints and conducting ID checks; fires on Palestinians in Hebron holding a rally to commemorate the 4th anniversary of PLO head Yasir Arafat’s death, wounding 4 Palestinians; sends undercover units into Jenin r.c. in a car with Palestinian license plates to arrest a wanted Palestinian; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, nr. The Israeli cabinet discusses a proposal by Justice M Daniel Friedmann and Vice PM Haim Ramon to use heavy artillery to retaliate against Palestinian rocket fire fr. Gaza, recommending that the IDF notify civilians to evacuate villages that have become “launching pads for . . . terror groups” and then “raze the villages with artillery”; no decision is taken. Senior Fatah mbr. Imad Assaf is seriously injured in a mysterious explosion in Dahaysha; the PA accuses Israel of attempting to assassination him. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing no damage. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). The IDF also fires tear gas, concussion grenades to disperse a peaceful protest by Palestinians, international peace activists in Ramallah; conducts arrest raids in Osrin, firing on Palestinian homes; bulldozes Palestinian agricultural land along secondary roads in the Bethlehem, Jenin areas; imposes closures on 10 villages around Ramallah. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians." Across the West Bank and Gaza, Palestinians marking the 52d anniversary of the Nakba hold demonstrations to protest the continued detention of Palestinian prisoners in Israeli jails and to demand that the PA push the refugee issue in negotiations with Israel. In several locations, the IDF clashes with protesters, opening fire with live ammunition and rubber bullets, killing 1 Palestinian and wounding at least 30. 2 IDF soldiers are also injured.
