Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations. Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. The State Dept. says that it is prepared to help the Palestinians hold elections if asked; says that Israel still must carry out Gaza disengagement. France sends Arafat’s body off to Egypt with full military honors. Throughout the day, Palestinians across the territories rally, demonstrate in honor of Arafat. The IDF raids Shaykh Ajlin, exchanging fire with armed Palestinians (leaving 1 Palestinian dead), shelling residential areas (killing 2 Palestinian civilians, wounding 7), bulldozing 120 d.; fatally shoots an Egyptian who apparently infiltrated into Gaza fr. Egypt; fatally shoots 3 Palestinians (at least 2 of them armed) s. of Netzarim; fires on stone-throwing Palestinians in Bayt Omar nr. Hebron, killing 1 Palestinian, wounding 10; fires on stone-throwing Palestinians protesting the separation wall nr. PA security chief Muhammad Dahlan as agents for the CIA. Israeli border police disperse 100s of Palestinians conducting nationalist marches in East Jerusalem in memory of Arafat. In Haifa, Israeli police disperse some 100 Israeli Palestinians holding a candlelight vigil for Arafat, detain a woman carrying a Palestinian flag. The IDF declares the Ramallah–al-Bireh region a closed military zone, erects additional checkpoints on all roads leading to Ramallah; tightens Palestinian movement in the Qalqilya, Tulkarm regions; fires on a group of Palestinians vandalizing the separation wall outside Ramallah, killing a 14- yr.-old Palestinian boy; conducts arrest raids targeting the AMB in Nablus, firing on residential areas; bulldozes 8 Palestinian homes and dynamites 1 in Rafah, 4 nr. Hebron; conducts arrest raids in Nablus, Rantis. Across the occupied territories, 1,000s of Palestinians rally in support of Arafat; the IDF fires on demonstrators in Kefar Darom, wounding 7. In response to the 2 suicide attacks on 3/9, the IDF destroys Arafat's Gaza City headquarters, firing 30 missiles at the compound fr. the air, sea. IDF sends 50 tanks, APCs into Qalqilya; continues operations in Dahaysha (demolishing at least 4 Palestinian houses); directs shells, heavy machine gun fire at residential areas of Beitunia, Hebron, Jabaliya, Jalazone, Khan Yunis, Tal al-Sultan; blows up the house of senior AMB mbr. Yahya Dahamsa in Artas, demolishes 2 other homes in Dayr al-Balah; bulldozes agricultural land in Bayt Hanun; masses troops around refugee camps nr. Ramallah. In Ashdod, a Palestinian opens fire, wounding 1 Israeli before being captured. Another Palestinian gunman fatally shoots an IDF soldier outside Netzarim settlement, is shot dead by a settlement guard. At least 6 Palestinians are killed during the day: The brother of a senior Fatah leader is killed when IDF helicopters fire a missile at his car in what is thought to be a botched assassination attempt. The IDF fires on a car nr. Sur al-Bahir, killing 2 Palestinians allegedly en route to stage a bombing in Jerusalem; fatally shoots an 11-yr.-old Palestinian boy at an IDF checkpoint nr. IDF soldiers fatally shoot 1 Palestinian at a roadblock nr. Ramallah. (Soldiers say the man was "moving suspiciously," they fired at his legs but "somehow struck" him in the heart.) IDF sends troops into PA-controlled al-Qarara; flies low-level F-16 sorties over Jinin, breaking the sound barrier; bulldozes 3 Palestinian homes in Gaza City, nr. Netzarim settlement; tightens the closures on Ramallah, Tulkarm (digging more trenches across roads leading to the city). The PSF arrests 2 Palestinians in the shooting death of a Greek monk on 6/12. Inside Israel, a pipe bomb hidden in a trash can explodes in a bus station in Hadera, causing no injuries. A Palestinian sniper kills a Jewish settler nr. Nablus. In response, Jewish settlers enter a nearby Palestinian village, damage buildings, set fire to an olive grove. Settlers also raze an olive grove nr. After further talks with his security cabinet, Sharon decides not to abandon the Tenet plan but says Arafat has "done nothing" to stop violence, warns that plans for a major military strike are ready but will be held in abeyance for now. Arafat accuses Israel of focusing on isolated incidents while ignoring PA successes in controlling violence; notes that the IDF has not stopped using tanks, machine guns against Palestinians or prevented Jewish settlers fr. harassing, attacking Palestinians. At the weekly trilateral security comm. mtg., Israel presents a timetable for the IDF to completely lift its blockades in the West Bank, Gaza and to redeploy to 9/28/00 positions, but says it will not implement it until all violence ceases. Several District Coordination Offices (DCOs) have reopened in the West Bank as required in stage 2 of the cease-fire, which ends today. Israel has also reopened 5 mi. of sea off to Gaza fishermen; allowed 1,000s of Palestinian workers to return to an industrial park on the Gaza border; left 2 of 9 Palestinian homes in Rafah that the IDF occupied as security outposts. Israeli-Palestinian clashes continue. Another ailing Palestinian dies en route to a Nablus hospital when her family's car is turned back fr. an IDF checkpoint, forced to take a longer route to the hospital. A group of IDF soldiers in the Israeli-controlled section of Hebron assault a 14-yr.-old Palestinian whom they thought was making fun of him, beating him for 30 mins., leaving him unconscious. The IDF shells residential areas in Khan Yunis and Rafah, nr. Netzarim settlement, along Gaza's Salah al-Din road (destroying a Palestinian gas station); bulldozes 55 dunams of Palestinian agricultural land in Bayt Lahia to build a new settler bypass road linking the settlements of Dugit, Aley Sinai. At the World Economic Forum in Davos, Arafat gives a speech condemning Israel's military action against Palestinians. In Israel, Barak, angry over Arafat's words, vows there will be no further talks with the PA before elections. Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. The IDF confiscates and levels 70 dunams of Palestinian land to build a road linking Morag, Gush Katif settlements. However, Israel acknowledges that PA police are making more of an effort to halt stone throwers; Arafat unequivocally denounces the Islamic Jihad bombing; and Barak phones Arafat to express condolences over today's Palestinian fatalities.
