Before dawn, IDF tanks, troops take over Bayt Jala, Beitunia (surrounding the offices of PSF West Bank head Jibril Rajub). The IDF shells buildings in the PA compound; later, restores electricity to Arafat's offices and allows the PRCS to bring Arafat and around 100 of his men food, bottled water, cell phone batteries. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. IDF soldiers fatally shoot 2 AMB mbrs. reportedly armed with explosives, trying to enter Israel. The IDF raids numerous buildings in Ramallah, in 1 instance wounding, then executing 5 PSF officers, raising the confirmed toll in Ramallah for the past 2 days to 12 Palestinians. The IDF detains 10s of Palestinians in Ramallah, including, DFLP dep. secy. gen. Qays Abu Layla, PSF dir. of operations Yunis Alass, Fatah Central Comm. mbr. Sakhir Habash, and around 12 paramedics and nurses, confiscating 3 ambulances; searches a Ramallah hospital for weapons, wounded fighters; orders all Palestinian men in al-Bireh, Ramallah age 15-45 to surrender; takes over al-Watan TV, airs pornographic material (reports confirmed by U.S. Consulate). In Tulkarm, the IDF assassinates senior Islamic Jihad mbr. Ahad Ajaj, his cousin. In East Jerusalem, Israeli authorities search the home of Mufti Ikrima Sabri, detain him for questioning; arrest senior Fatah mbr. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. In his 1st statement on Israel's new campaign, Bush says that the U.S. supports Israel's right to "defend itself," that Arafat "can do a lot more" to prevent attacks on Israelis. 2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted. After dark, the settlers set fire to 5 Palestinian-owned stores, 7 cars, Waqf offices in the PA-controlled section of Hebron. Jewish settlers place caravans on confiscated Palestinian land on Mount Jarzim in Nablus. Bashar al-Asad is sworn in as pres. of Syria at a special session of parliament. In Qalqilya, clashes btwn. West Bank, Gazan Palestinians continue for the 2d day. In total, 7 people have been injured, 40 arrested, and 7 buildings housing Gazan laborers have been burned. The PA rushes 400 policemen into Qalqilya fr. Nablus and surrounding towns to quell the riots, protect the city's 200 Gazan laborers. (WP 7/18)

Palestinians stone 4 Israeli busses that mistakenly enter Qalandiyya refugee camp en route to a nearby Jewish settlement to pick up settlers holding a demonstration against the Camp David talks. 3 drivers abandon their busses and flee in the 4th bus, suffering light injuries. Palestinians in Gaza City strike to protest price hikes on basic goods, such as flour and gas; they accuse PA monopolies of banning imports fr. Israel, then increasing prices. PA says it will investigate. (MENL 11/25)

Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." Voting along party lines, the House finds (228-206) grounds for Pres. Clinton's impeachment on 2 counts of perjury, obstruction of justice in the Monica Lewinsky case, moving the proceedings to the Senate. Ramadan begins. U.S., Britain end their operation against Iraq after carrying out 650 sorties over 4 nights against 97 targets, only ¹/₃ of which were severely damaged or destroyed.
