After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. Bethlehem. Palestinians detonate aroadside bomb under an IDF jeep outside Netzer Hazani settlement in s. Gaza, injuring 2 soldiers. Masked Palestinian gunmen fire on senior PA Interior Min. In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo. The Palestinian leadership, Arafat’s family, Egyptian envoy Omar Sulayman then escort Arafat’s body by helicopter to Ramallah, where 10,000s of grieving Palestinians overrun the Muqata in an attempt to observe his sunset funeral. Israel executes Operation New Leaf–the Day After to step up Israeli security but ensure that “Palestinians’ dignity is preserved” for3days of mourning: declares a state of emergency, seals the occupied territories until 11/16, pulls out of all West Bank population centers, reinforces the troop presence surrounding Ramallah and leading to Jerusalem, facilitates West Bank Palestinians’ access to Ramallah for the funeral, allows PA security officers to carry weapons for the 3-day mourning period in order to maintain crowd control. The only reported violence of the day is in Rafah, where the IDF fires on, shells residential areas. Meanwhile, massive symbolic funerals are held in Gaza, with (as in the West Bank) the full participation of all political groups, including Hamas. At 9:30 P.M. EST (3:30 A.M. on 11/11 local time), Arafat dies in a Paris hospital. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. In Ramallah, the IDF continues demolition work at the PA compound, setting fire to storehouses, bulldozing the Ramallah governate building; says it now seeks the extradition of 50 Palestinians inside Arafat's offices; warns those inside the remaining building to evacuate or risk being harmed when the IDF blows it up, prompting 1,000s of Palestinians to take to the street in protest, despite the curfew. The IDF fires stun grenades, live ammunition at the crowds, killing 2 Palestinians (including a journalist with Voice of Palestine). After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. In response to Israeli appeals to local satellite channels to drop coverage of BBC World and CNN International because of their "pro-Palestinian bias" (1 channel replaced CNN with Fox News coverage on 6/20), CNN chief news exec. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. The IDF sends tanks, APCs into Tulkarm, imposes a curfew. After the PA transfers 6 wanted Palestinians to British-U.S. custody, Israel lifts its 34-day siege of the Ramallah compound, grants Arafat freedom of movement, withdraws to the outskirts of Ramallah. In Bethlehem, an IDF sniper wounds 1 Palestinian inside the Church of the Nativity, evacuates him for treatment. The IDF shells buildings in the PA compound; later, restores electricity to Arafat's offices and allows the PRCS to bring Arafat and around 100 of his men food, bottled water, cell phone batteries. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. IDF soldiers fatally shoot 2 AMB mbrs. reportedly armed with explosives, trying to enter Israel. The IDF raids numerous buildings in Ramallah, in 1 instance wounding, then executing 5 PSF officers, raising the confirmed toll in Ramallah for the past 2 days to 12 Palestinians. The IDF detains 10s of Palestinians in Ramallah, including, DFLP dep. secy. gen. Qays Abu Layla, PSF dir. of operations Yunis Alass, Fatah Central Comm. mbr. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. In his 1st statement on Israel's new campaign, Bush says that the U.S. supports Israel's right to "defend itself," that Arafat "can do a lot more" to prevent attacks on Israelis. The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained.      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. A Hamas suicide bomber detonates a device at a crowded West Jerusalem pizzeria, killing 13 Israelis, 1 American, 1 Brazilian and wounding at least 90. Afterward, angry Israelis in Jerusalem, Jewish settlers in Hebron attack Palestinians in the streets, with little intervention fr. Israeli police, soldiers. Fearing a massive Israeli strike, Palestinians throughout the occupied territories close offices and stores, take refuge in their homes. Meanwhile, Palestinian gunmen fire on a vehicle nr. Jinin, killing 1 Jewish settler, wounding 3. The IDF directs heavy machine gun fire at residential areas of Bayt Lahia, Jericho, Khan Yunis, Nablus, Rafah; bulldoze a Palestinian home in Gaza.
