Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. Hamas vows retaliation, says it has appointed Rantisi’s replacement but will not identify him for security reasons. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. An AMB suicide bomber detonates a device at an IDF checkpoint outside Jenin, wounding 1 IDF soldier. The IDF continues operations in PA-controlled areas nr. Hebron and Nablus, fatally shooting 1 Palestinian. The IDF fatally shoots another 2 Palestinians in separate incidents in Gaza; a 5th Palestinian dies of injuries received on 3/21.      Late this evening, the IDF sends tanks and bulldozers, escorted by helicopters, into Jinin to surround PA offices, demolish the local PSF headquarters and a PSF checkpoint; soldiers also occupy the local governor's office. The PSF, which evacuated the sites hrs. earlier, does not engage the IDF troops; the incursion sparks only isolated exchanges of gunfire, which leave 3 Palestinians wounded. Israel says the move--marking the IDF's 1st sustained foray into a major PA-controlled city--is to punish the PA for not halting a number of recent suicide bombers who have come fr. Immediately after the bombing, the IDF senior command, Israeli cabinet convene separately to discuss response scenarios.
