U.S. special envoy Ross arrives in Israel fr. Stockholm, along with the new PA, Israeli final status teams. All parties refuse to comment on the success or failure of the Stockholm talks. The State Dept. does not even confirm or deny that Ross was in Sweden, says only that the PA and Israel "are talking to each other in different ways at different levels." Across the West Bank and Gaza, 1,000s of Palestinians commemorating the Nakba and protesting the stalled peace process and Israel continued detention of Palestinian prisoners clash with IDF troops and border police in the worst fighting since 9/96. 2 PA policemen and 1 Palestinian civilian are killed and 100s are injured by rubber bullets, live ammunition, and tear gas; 14 Israeli soldiers and police officers are also injured. Despite clashes, the Israeli cabinet votes (15-6) to transfer 3 Palestinian villages outside Jerusalem (Abu Dis, Azariyya, Sawahara al-Sharqiyya) fr. area B to area A. Later in the day, the Knesset approves (56-48, with 1 abstention) the cabinet decision. Barak, however, says he will not turn over the villages until he receives an explanation fr. the PA for today's clashes in the territories. The Israeli-Syrian talks resumes with a welcoming ceremony at the White House for Israeli PM Barak, Syrian FM Shara` hosted by Pres. Clinton. While Clinton and Barak speak briefly and optimistically of possibility of accord, Shara` gives a prepared address welcoming talks but listing Syria's grievances (see Doc. A5). Afterward, Clinton meets with Barak, Shara` together and then separately. Both men also meet privately with Secy. Jordan announces that the 13 Arabs (11 Jordanians, an Iraqi, an Algerian) recently arrested for plotting attacks against U.S. targets in the Middle East (see 12/13) were detained in the kingdom.  Clinton flies into Gaza airport by helicopter to attend the PNC session on the PLO charter, becoming the 1st sitting president to set foot on Palestinian soil. PNC mbrs., other officials approve the nullification of clauses of the PLO charter by show of hands. PM Netanyahu says he is satisfied but still will not carry out the next stage of the FRD on 12/18. Iran announces it has signed a deal with Anglo-Dutch Royal Dutch/Shell and the British Lasmo to explore Caspian Sea oil reserves. The $19.8-m. deal is just below the threshold set by the U.S. under its Iran-Libya Sanctions Act, which threatens economic reprisals against any company investing more than $20 m. in those countries oil industries.
