The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained.      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. In Gaza, a Palestinian gunman infiltrates Netzarim, fatally shooting 2 Jewish settlers before being shot dead by the IDF; no group takes responsibility. (NYT, WP, WT 3/30)

Overnight, international leaders press Israel, the PA to show restraint, deescalate tensions in light of the 6/1 suicide bombing. Powell phones Arafat to warn him to declare a cease-fire and immediately arrest Hamas and Islamic Jihad mbrs., or the U.S. would sever all relations with the PLO and would not intervene with Israel to prevent a massive retaliation. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. During a heated session, Fischer, UN special coordinator Terje Larsen work with Arafat to draft a statement condemning the bombing and ordering an immediate and unconditional cease-fire, which Arafat reads publicly this morning. Meanwhile, Sharon holds a 7 hr. mtg. with his security cabinet to discuss how to respond to the 6/1 bombing. According to an anonymous U.S. admin. official, they draw up plans to "carry out a massive, full-force invasion" of PA-controlled territory lasting up to a wk. After Arafat reads his cease-fire call, the security cabinet places its strike plan in reserve but declares that the IDF will resume instigating actions against Palestinians (see 5/22). Meanwhile, 2 Israelis injured in the 6/1 bombing die, bringing the Israeli toll to 18. Nr. the site of the bombing, 100s of Israeli Jews surround a mosque, chanting "Death to Arabs!" stoning the mosque, breaking windows, trapping some 20 worshipers inside, attacking journalists, setting fire to 2 cars outside. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. The IDF tightens internal closures on PA areas, reports only a handful of incidents of sniping at Jewish settlements. Hamas says it will not abide by Arafat's cease-fire. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. Israeli-Palestinian clashes continue for the 13th straight day, leaving 3 Palestinians dead, 185 injured. The most severe exchanges are outside Nablus, where a mosque is torched, allegedly by Jewish settlers, and Palestinians throw stones a funeral procession for a Jewish settler. IDF troops and helicopters escorting the funeral procession respond with gunfire, call in extra attack helicopters, tanks. The riot degenerates into a gunfight btwn. the PA police and IDF and armed Jewish settlers. The IDF also deploys attack helicopters against Palestinian gunmen nr. Bethlehem. In Hebron, 1 IDF soldier is shot, seriously wounded. Israeli border police prevent an ambulance fr. taking 4 seriously wounded Palestinians into Jordan for treatment. On the 3d day of rioting, an effort to secure a cease-fire fails, and Palestinian-Israeli clashes spread to almost all Palestinian towns, most IDF checkpoints in the West Bank and Gaza, with the Israeli forces reportedly taking harsher actions than on 9/28 or 9/29. While only 8 IDF troops are lightly injured during the day, another 12 Palestinians are killed, more than 500 wounded. The worst fighting takes place outside Nablus, where 8 Palestinians, including 2 PA police officers are killed; and in Gaza, where 200 Palestinians are injured, and 12-yr.-old Muhammad al-Dura and an ambulance driver who tries to rescue him are shot dead. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland."
