The Palestine Chronology

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. The IDF fires a missile at 2 Palestinian boys (ages 12 and 15) playing with pipes and sticks in a street Jabaliya r.c., killing them; says video footage fr. drones in the area appeared to show militants preparing to launch a rocket. Also in n. Gaza, the IDF fires on residential areas of Bayt Hanun, seriously wounding a 12-yr.-old child in her home; demolishes 1 Palestinian home north of Bayt Hanun. A 13-yr.-old Palestinian dies of injuries received in an IDF attack on Jabaliya on 9/30; a 16-yr.-old Palestinian dies of injuries received in Jabaliya on 10/1; a 22-yr.-old Palestinian dies of injuries received in Bayt Hanun on 10/3. The IDF also fires on 2 Palestinians who approach the Israeli border fence nr. the Sufa crossing into Israel in s. Gaza, killing 1 Palestinian while the other escapes; fires on residential areas, demolishes 1 Palestinian home in Rafah; shells residential areas, bulldozes 86 d. nr. Khan Yunis. Palestinians fire 2 Qassam rockets at Sederot, 2 antitank missiles at IDF troops in Rafah, causing no damage or injuries. In the West Bank, the IDF moves troops into Balata r.c. and Tulkarm, fires on residential areas, then fires on stonethrowing youths who confront the troops; halts a Palestinian school bus at a Hebron checkpoint, detains 3 students; conducts arrest raids, house searches in ‘Arub r.c., Jenin r.c., and in villages around Nablus, Tulkarm; bulldozes 60 d. southwest of Hebron for construction of the separation wall. The UNRWA delivers food, water to half of the 600 Palestinian families (ca. 3,300 individuals) who have been trapped in their homes east of Jabaliya r.c., unable to leave and without electricity or water since Days of Penitence began on 9/29. In Egypt, a huge truck bomb explodes at the Hilton hotel in Taba, 2 smaller bombs explode at hotels further south along the Red Sea in Nuwayba and Ras al-Shaytan in what appear to be al-Qa‘ida attacks targeting Israelis vacationing for the Sukkoth holidays; 34 people are killed (including at least 13 Israelis, 9 Egyptians, 2 Italians, 1 Russian), some 150 are wounded. The IDF seals the West Bank and Gaza and tightens restrictions on Palestinian movements (including reimposing all Gaza checkpoints removed after the Palestinian ceasefire declaration on 6/29), expecting retaliation for its 9/6 attempt to assassinate Shaykh Yasin. In Khan Yunis, the IDF fires 4 missiles at the home of Hamas mbr. ‘Abd al-Salam Abu Musa, claiming it is a Hamas arsenal; Abu Musa escapes moments before the attack, which injures 15 bystanders, damages 9 surrounding homes. The IDF alsoarrests PA official Akram Tubasi on charges of smuggling weapons fr. Egypt to Gaza; demolishes a Palestinian home in Tulkarm; conducts arrest raids in Jaba’, Khan Yunis, Qalqilya, Ramallah; fires on residential areas of Rafah. Overnight, international leaders press Israel, the PA to show restraint, deescalate tensions in light of the 6/1 suicide bombing. Powell phones Arafat to warn him to declare a cease-fire and immediately arrest Hamas and Islamic Jihad mbrs., or the U.S. would sever all relations with the PLO and would not intervene with Israel to prevent a massive retaliation. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. During a heated session, Fischer, UN special coordinator Terje Larsen work with Arafat to draft a statement condemning the bombing and ordering an immediate and unconditional cease-fire, which Arafat reads publicly this morning. Meanwhile, Sharon holds a 7 hr. mtg. with his security cabinet to discuss how to respond to the 6/1 bombing. According to an anonymous U.S. admin. official, they draw up plans to "carry out a massive, full-force invasion" of PA-controlled territory lasting up to a wk. After Arafat reads his cease-fire call, the security cabinet places its strike plan in reserve but declares that the IDF will resume instigating actions against Palestinians (see 5/22). The U.S. ambs. to Egypt, Israel, Jordan send an urgent cable to Powell, appealing to him to come to the region to firmly urge against violence, in favor negotiations. Powell says the time is not right. (NYT 7/5)

Meanwhile, 2 Israelis injured in the 6/1 bombing die, bringing the Israeli toll to 18. Nr. the site of the bombing, 100s of Israeli Jews surround a mosque, chanting "Death to Arabs!" stoning the mosque, breaking windows, trapping some 20 worshipers inside, attacking journalists, setting fire to 2 cars outside. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. The IDF tightens internal closures on PA areas, reports only a handful of incidents of sniping at Jewish settlements. Hamas says it will not abide by Arafat's cease-fire. Israeli-Palestinian clashes continue at a high level, leaving 2 Palestinians dead. In Jinin, senior Islamic Jihad mbr. Iyad Hardan, wanted by Israel, is assassinated when a bomb planted in a public phone he frequently uses explodes. In response to Palestinian mortar fire nr. Nahal Oz crossing and nr. Netiv Haasara kibbutz inside the Green Line that causes no damage, the IDF fires rockets at PSF posts and a power station in Gaza, wounding at least 5 Palestinians, destroying 4 buildings, damaging 10 homes, causing blackouts. The IDF also bulldozes 100 dunams of Palestinian land in Shaykh Ajlin; begins work on a new settler bypass road linking Beit El settlement with Jerusalem; raids Burqa village, arrests 2 Palestinians. Sharon announces plans to build another 708 housing units in the Jewish settlements of Ma'ale Adumim, Alfe Menashe; the State Dept. criticizes the move as "provocative." Reportedly to ease tensions over the Erez shooting on 4/4, Israel reopens the Rafah border with Egypt, says it will allow 3,000 Palestinian workers into Israel. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition.
