More than 30,410 Palestinians have been killed by Israeli forces in Gaza, including at least 13,230 children and 8,860 women, and around 71,700 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 411 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 105 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,432 injured in Gaza since the ground invasion began on 10/27/2023. Israel’s military claims that its initial review of the Flour Massacre on 2/29 finds that most of the deaths were due to a stampede. During a speech in Selma, Alabama, Vice President Harris says “[w]hat we are seeing every day in Gaza is a tragedy,” calling for an immediate 6-week ceasefire. The Israeli Broadcasting Corporation changes the title and some of the text of the Israeli song for the Eurovision Song Contest after the European Broadcasting Union rejected the song “October Rain” for being too political. The New York Times reports that a forthcoming UNRWA report will charge Israel with “a range of ill-treatment” experienced by Palestinians taken from Gaza to detention centers in Israel. The report is based on interviews with 100 of the 1,002 Palestinians that have been released back to Gaza after being detained in Israel. (NYT 3/3)

In the West Bank, Israeli forces killed 3 Palestinians in Jenin, including a child and 2 others in a drone strike, raising the number killed during the more than 60-hour raid to 12, with at least 34 injured and more than 100 arrested. Israeli forces also demolished 3 homes during the raid. Elsewhere, Israeli forces shot and injured 10 Palestinians during raids in Beita, Silat al-Harithiya, Hebron, Deir Abu Mash’al, and Medea. 18 Palestinians, including a 12-year-old, were arrested during late-night raids in and around Bethlehem, Hebron, Nablus, and Ramallah. In Gaza, Paltel said telecommunications were cut off for the fifth time since 10/7. Israeli forces bombed Khan Yunis, Rafah, Nuseirat refugee camp, Jabalia refugee camp, and Gaza City, killing at least 179 people and injuring 303 others. Israeli forces also raided the Kamal Adwan Hospital in Beit Lahiya, obstructing patients’ care leading to the death of 2. An Israeli soldier was killed in combat. In Lebanon, Israeli forces attacked Awidah, Azziyah, and Khiam. Israel dropped leaflets in Gaza offering $400,000 for information that would lead to the capture or killing of Hamas leader in Gaza Yahya Sinwar. The leaflets also offered $300,000 for information on Sinwar’s brother Mohammed Sinwar, $200,000 for Rafa’a Salameh, and $100,000 for Mohammed Deif. (HA 12/14)

U.S. national security advisor Jake Sullivan met with Israeli prime minister Benjamin Netanyahu and members of the Israeli war cabinet. U.S. and Israeli officials told Axios that Sullivan said to Netanyahu that the current intensity of Israel’s attacks on Gaza needs to dissipate within weeks. Netanyahu told Sullivan that Israel will continue its war “until absolute victory.” Sullivan also reiterated that a “revamped and revitalized” PA should govern both the West Bank and Gaza. Elsewhere, Israeli forces shot and injured 1 Palestinian girl at the Qalandia crossing, claiming she was carrying a knife. Israeli forces also seized 1 vehicle and vandalized 2 others during a raid in Shaab al-Butum in the Masafer Yatta area. 56 Palestinians were arrested during late-night raids in and around Hebron, Jericho, Jenin, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed 306 Palestinians, including mass casualties in strikes on residential buildings and UNRWA schools in Rafah and Khan Yunis. Israel also killed WAFA journalist Mohammad Abu Hasira and 42 members of his family in an airstrike in Gaza City. 450 people were injured in the Israeli airstrikes. The Red Cross said 5 trucks carrying aid to health facilities in Gaza City came under fire, damaging 2 of the trucks and lightly injuring a driver. The Red Cross did not say who attacked the convoy. The WHO said 160 health care workers have been killed while on duty in Gaza and that in some hospitals operations are performed without anesthesia due to lack of supplies. The Israeli military released a video showing thousands of Palestinians fleeing south from the northern part of Gaza. The UN said that 15,000 people fled from the north to the south today, 5,000 on 11/6, and 2,000 on 11/5. The Israeli human rights organizations ACRI, HaMoked, and Ir Amim petitioned the Israeli High Court of Justice to lift restrictions on Kafr ‘Aqab in East Jerusalem, which has been under a strict closure since 10/7, including being completely shut off from 5 p.m. to the next morning. Only private vehicles can leave and enter the neighborhood in the period that the checkpoint is open. (HA 11/7)

United Arab List leader MK Mansour Abbas told Radio al-Nas that he denounced the Hamas operation on 10/7, saying innocent civilians were killed and that Islam is against taking women, children, and elderly as captives. U.S. vice president Kamala Harris urged Israel to hold Israeli settlers accountable for the many attacks they commit against Palestinians in the West Bank during a conversation with Israeli president Isaac Herzog. Herzog wrote a letter to 700 U.S. university presidents demanding that they deal with students that allegedly support the actions of Hamas. (AJ, HA 11/7)

The U.S. House of Representatives voted 234-188 to censor Palestinian American representative Rashida Tlaib (D-MI) for defending the pro-Palestinian phrase “from the river to the sea.” 22 Democrats joined Republicans in voting to censor Tlaib. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. Germany said it had decided to release $75.8 million in aid to Palestinians that it suspended nearly month ago when it said it would review its support of Palestine. In the West Bank, a Palestinian child succumbed to injuries sustained from Israeli forces in Zawata on 10/30. Israeli settlers opened fire at Palestinian farmers in Beit Umar, causing damage to a vehicle and forcing the Palestinians to flee. Israeli forces shot and killed 2 Palestinians during raids in Tubas and Beit Umar, including a child and a 70-year-old man. Israeli forces also shot and injured 8 Palestinians during raids in Qabatiya, Tubas, and Dheisheh refugee camp. Elsewhere, Israeli forces demolished the family home of senior Hamas member Saleh al-Arouri in Aroura; Israeli forces placed a flag in the rubble of the house saying Hamas equals ISIS. Israeli forces also uprooted 12 olive trees and razed farmland in Farkha. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Nablus, Jenin, Tulkarm, and Ramallah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed more than 200 Palestinians. Israel said it had attacked 300 targets in Gaza and assassinated Hamas commanders Nasim Abu Ajina and Ibrahim Biari in airstrikes. The airstrike that Israel claimed killed Biari killed at least 50 people injured 150 in Jabaliya refugee camp and leveled 30 residential buildings; Hamas denied that Israel had killed Biari. Amnesty International said Israel had used white phosphorus smoke artillery shells in South Lebanon between 10/10 and 10/16 “indiscriminately, and therefore unlawfully.” Amnesty said Israel injured 9 civilians with white phosphorus in Dhayra on 10/16. Hamas military spokesperson Abu Obaida said Hamas will release a number of captives who hold non-Israeli passports in the coming days, saying “we do not want to hold them in the Gaza Strip.” Abu Obeida also said the Israeli soldier Israel claimed to have freed on 10/30 was not held by Hamas. The Israeli military issued an temporary order of 2 year minimum sentences for Palestinians in the West Bank who are convicted of having an association with Hamas, Islamic Jihad, the Lions’ Den, and ISIS and 1 year for incitement, attempting to enter a restricted location, and obtaining information about the restricted location in the context of terror organizations. The Wall Street Journal reported that Egyptian prime minister Mustafa Madbouly said Egypt is ready to sacrifice the lives of millions to ensure Palestinians do not flee or are forcefully displaced to Egypt. (HA 10/31)

Bolivia announced that it has severed ties with Israel due to “the aggressive and disproportionate Israeli military offensive taking place in the Gaza Strip.” Israel condemned Bolivia for supporting “terrorism.” Bolivian Israeli ties were restored in 2020 by the right-wing interim President Jaenine Anez after they were first cut by President Evo Morales in 2009. Columbia and Chile recalled their ambassadors from Israel for consultations. Saudi Arabia, Egypt, the UAE, and Jordan condemned Israel’s massive airstrike on the Jabaliya refugee camp. Qatar called the attack “a new massacre against the defenseless Palestinian people.” Scottish first minister Humza Yousaf said “I am sorry to those innocent men, women and children in Jabalia Refugee Camp that the world could not protect you. This blatant disregard for human life must be condemned unequivocally,” calling for a ceasefire. The Arab League reiterated its call for an immediate ceasefire. U.S. president Joe Biden spoke to King Abudullah II of Jordan, discussing humanitarian aid to Gaza. Secretary of State Antony Blinken and Israeli president Isaac Herzog discussed aid and the need to protect civilians in Gaza and the West Bank. U.S. National Security Council spokesperson John Kirby said the U.S. has told Israel that the need for fuel in Gaza was urgent. Responding to a question about Prime Minister Netanyahu comparing Palestinians to the biblical people Amalek, Kirby said, “I am not qualified to speak much on biblical history, but we have been crystal clear on our concern about genocidal behavior about any leader. That is not what we are seeing Israel desire to do,” further claiming that Israel is trying to prevent civilian casualties. U.S. ambassador to the UN Linda-Thomas Greenfield said the U.S. “is deeply concerned by the significant uptick in violence against Palestinian civilians in the West Bank.” The U.S. deployed a F-15E fighter jet squadron and special forces to Jordan. 25 U.S. heavy transport planes also landed in Jordan. The Pentagon said the U.S. has soldiers in Israel helping with identifying captives held by Hamas. The U.S. criticized Lebanon for not filling its presidency, leaving it vacant for 365 days. At the U.S. Senate, a member of Code Pink was removed while castigating Secretary Blinken for U.S. complicity in the Israeli attacks on Gaza, while several others held their hands, covered in red dye, raised. Blinking told the Senate that the U.S. and other countries had discussed the future of Gaza, including having the PA govern there. The U.S. Senate confirmed, in a 53-43 vote, former Treasury secretary Jack Lew as the next U.S. ambassador to Israel. A poll commissioned by the Arab American Institute found that Arab American support for U.S. president Joe Biden has decreased 42% since 2020. 40% of the people polled said they would vote for Donald Trump, 17.4% for Robert F. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,229 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. Israeli police commissioner Kobi Shabtai said, “[w]hoever wants to become an Israeli citizen, welcome. Anyone who wants to identify with Gaza is welcome. King Abdullah II said Jordan and Egypt would not take in Palestinian refugees from Gaza, calling it a red line. Abdullah II also met with German chancellor Olaf Scholz in Berlin. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In the West Bank, Israeli settlers set up a new settlement outpost on Palestinian-owned land east of Nablus. 5 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, and Jenin. In East Jerusalem, Israeli forces evicted Muslim worshippers from al-Aqsa Mosque following midnight prayers. The eviction led to confrontations between Israeli forces and Palestinians, at least 1 Palestinian was arrested and others suffered from tear gas inhalation.
