In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

Islamic Jihad and the PRCs in n. Gaza take joint responsibility for a predawn rocket strike on the IDF’s Zikim base nr. the Gaza border that hits a tent full of sleeping soldiers, critically wounding 1, seriously wounding 2, moderately wounding 7, marking the highest casualty toll in a rocket strike to date; another 60 soldiers are lightly injured or treated for shock. The IDF responds with air strikes, shelling on suspected rocketlaunching sites in n. Gaza, hitting a home in Bayt Hanun, wounding 4 Palestinian children and an adult. Palestinians retaliate by firing 7 mortars fr. Gaza into Israel, causing no damage or injuries. The Israeli DMin. begins drafting an assessment for DM Ehud Barak of the impact of cutting water, electricity, fuel services to Gaza. In the West Bank, the IDF demolishes 21 agricultural structures in Anata nr. Jerusalem for being too close to the separation wall and a settler bypass road; conducts arrest raids, house searches in and around Hebron and Nablus, nr. Jenin and Tulkarm; issues military orders shutting the Ibrahimi Mosque/Tomb of the Patriarchs to Muslims for 5 days during Ramadan so that Jewish settlers may celebrate concurrent Jewish holidays. Jewish settlers fr. Avraham Avino, escorted by IDF troops, occupy the roof of al-Aqtab Mosque (seized by the IDF in 1994 after the Ibrahimi Mosque/Tomb of the Patriarchs shooting), begin construction on it to expand their outpost. In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. Overnight, the IDF stages scores of arrest raids across the West Bank detaining 64 senior Hamas political officials, including 8 PA cabinet mbrs. and 26 PC mbrs., plus 23 senior Izzeddin al-Qassam Brigades mbrs. Haniyeh, Siyam, PA FM Mahmud Zahhar remain free. (100s of Palestinians in Jenin, Ramallah, Tulkarm hold marches, sit-ins to protest the Israeli arrest of PA legislators.) Israel says the arrest campaign has been planned for wks., with the government securing Atty. Gen. Menachem Mazuz’s authorization and arrest warrants far in advance of the Kerem Shalom attack on 6/25. In Gaza, the IDF shells 2 electricity transformers and open areas of n. Gaza, cutting all electricity to n. Gaza and wounding 1 Palestinian civilian; makes air strikes on 2 electrical shops in Khan Yunis, a Hamas training camp outside Khan Yunis, a car carrying 4 Islamic Jihad mbrs. in Gaza City, wounding 3 bystanders in the Gaza City incident; fires at least 30 shells at areas around Khan Yunis, wounding 1 Palestinian farmer; conducts house searches in al-Shuka nr. Rafah; intermittently breaks the sound barrier to harass the Gaza population. In response to Israel’s military escalation, the PRC mbrs. overnight kill a Jewish settler teenager they reported they kidnapped on 6/27; the IDF finds his body buried nr. Ramallah. During the day, the IDF makes an air strikes on targets in s. Gaza and on a car driving in Gaza City in an attempt to assassinate an Islamic Jihad mbr., who escapes lightly wounded; shells n. and s. Gaza, lightly wounding at least 3 Palestinians. AMB, Democratic Front for the Liberation of Palestine, Islamic Jihad, Popular Front for the Liberation of Palestine (PFLP) mbrs. also fire at least 6 rockets fr. Gaza into Israel, causing light damage to a farm. Palestinian militants (thought to be Hamas) blow a hole in the Gaza-Egypt border fence; cordons of PA security forces,Egyptian border guards prevent most Palestinians fr. crossing through, though the militants who set the bomb reportedly escape into Egypt. The IDF raids Yamun nr. Jenin, surrounds the house of wanted Islamic Jihad mbrs. Zahir and Warad Abahra (uncle and nephew), begins to bulldoze the house when they do not surrender, sparking an exchange of gunfire that leaves both men dead; also conducts arrest raids, bulldozes part of a 2d Palestinian home, uproots 10s of olive trees elsewhere in Yamun; razes the remains of a Byzantine church nr. Dayr al-Balah, known for its mosaic floors dating to 586 A.D.; fires on residential areas of Dura nr. Hebron; conducts arrest raids, house searches in Tulkarm, around Hebron; sends undercover units to arrest a wanted Palestinian in Bethlehem; bulldozes Palestinian agricultural land in Shufa nr. Tulkarm to widen the buffer zone around Avni Hefetz and Einav settlements; issues military orders confiscating 15 d. of land nr. Qalqilya for the construction of new settler bypass roads. 1,000s of Israeli disengagement protesters demonstrate in s. Israel for a 2d day. A Palestinian teenager stabs, lightly injures an Israeli in Jerusalem. Hamas fires 7 Qassam rockets, 19 mortars at Gush Katif and Neve Dekalim, injuring a foreign worker, damaging a house. Jewish settlers fr. Karnei Shomron throw stones at Palestinian cars on the Nablus–Qalqilya road, damaging 1 bus. PA security forces make a predawn raid on a Hamas educational center in Jabaliya r.c., seize computers and documents, while armed AMB mbrs. working with them torch 2 of the offices and 2 cars. In response to the 2 Palestinian deaths on 2/9, Hamas, Islamic Jihad, the PRCs fire 35 mortars and 18 rockets at Gush Katif, Morag, Neve Dekalim settlements, causing minor damage to 1 house and no injuries, threatening the Israeli-Palestinian truce. The IDF fires on a Palestinian car that attempts to bypass a roadblock, causing the car to crash, killing the Palestinian driver; issues military orders confiscating 150 d. of Bayt Hanina land, 50 d. of Shu‘fat land for construction of the separation wall around Jerusalem. Palestinian gunmen aligned with a senior Fatah official break into a PA prison in central Gaza, fatally shoot 3 Palestinians in retaliation for the slaying of the official’s brother. Late this evening, in response to assassinations in recent days, the AMB, Hamas, the PRCs stage a joint attack on the Qarni crossing, killing 4 Israeli civilian workers at the crossing and 2 Israeli Palestinian truck drivers waiting to cross, wounding 10 people (4 of them Israelis, others not identified)—in the attack, 3 armed men, 1 fr. each group, detonate a truck bomb on the Palestinian side of the crossing, blowing open a gate to the Israeli side, then open fire with automatic weapons and toss grenades, while other mbrs. at a distance reportedly fire mortars and automatic weapons at the crossing; the 3 Palestinians initiating the attack are shot dead by the IDF. In response, IDF helicopter gunships fire rockets at Dayr al-Balah, the suspected home of the bombers, destroying a medical center run by a charity with links to Hamas and Islamic Jihad, wounding 1 Palestinian; IDF tanks also fire on targets in s. Gaza. During the day, the IDF makes a major raid into Bureij r.c., conducts arrest raids and house searches, bulldozes 41 d. of land, fires on residential areas (killing a 10-yr.-old Palestinian boy), fires on stone-throwing youths who confront the troops (wounding 2), sparking clashes with Palestinian militants (killing a wanted PRC mbr.). The IDF also fatally shoots a 2d Palestinian driving his pregnant neighbor to the Bayt Lahiya hospital when the car inadvertently enters an area where IDF arrest raids are under way, also injuring the woman’s husband; fires on residential areas of Tarqumiyya, Yatta; conducts arrest raids, house searches in Hebron (arresting local Islamic Jihad leader Khalil Mahsin), Ithna, Qalqilya, Taqu‘a, Tarqumiyya, Tulkarm, Yatta; issues military orders confiscating 363 d. of agricultural land in 5 villages northwest of Jerusalem, begins bulldozing 400 d. in Ithna w. of Hebron for construction of the separation wall.
