Bethlehem; shoots, wounds a Palestinian farmer working his land nr. the separation wall s. of Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 4) and Ma‘sara (injuring 2). Jewish settlers vandalize Palestinian homes, cars in Burkin nr. Salfit; the IDF disperses them. In Gaza City, the Hamas-affiliated security forces detain without charge Omar al-Ghul, a senior associate of PA PM Salam Fayyad, prominent journalist, and frequent critic of Hamas; Abbas denounces the “kidnapping.” Also in Gaza City, 3 Fatah supporters are killed, 35 are wounded by an explosion during a funeral for an AMB mbr. killed in an IDF air strike on 12/13; police say a Fatah mbr. accidentally discharged a hand grenade; Abbas accuses Hamas of causing the explosion, calling it an “assault against all our people.” In Khan Yunis, Fatah mbrs. stone a Hamas vehicle promoting a 20th anniversary rally in Gaza City, sparking a fight, gunfire by the police that leaves 17 injured. In Gaza, the IDF sends tanks, a bulldozer into the Gaza airport site, exchanging heavy fire (heavy machine guns, mortars) with Hamas mbrs., causing no reported injuries; occupies a strip of land in the al-Hawouz area northeast of Bayt Lahiya. In the West Bank, the IDF patrols in Mas’ha nr. Salfit, firing percussion grenades and live ammunition in residential areas, causing no reported injuries; conducts arrest raids, house searches in and around Jenin, Nablus; begins bulldozing confiscated land nr. Salfit for the expansion of the Burkin industrial zone; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 5, including a journalist covering the demonstration) and al-Ma‘sara nr. Bethlehem (lightly injuring 3). Hamas, Islamic Jihad mbrs. exchange fire in Khan Yunis’s al-Rihab Mosque, wounding 3 Palestinians, after Hamas allegedly attempts to seize control of the building. The UNRWA announces that because of Israel’s continued closure of the Gaza crossing to all but limited humanitarian aid, it must halt about $93 m. of construction projects in Gaza (including schools, water and sewage treatment facilities, health centers) that employ 121,000 Palestinians for lack of construction materials; also warns that UNRWA food stocks are running low. Hamas says it is willing to allow the PA presidential guard to monitor the crossings, but Israel says it will not deal with the presidential guard if they operate under Hamas command. Hamas demands that Egypt, Israel allow some 6,000 Palestinians stranded on the Rafah border without aid or shelter to enter Gaza; Egyptsays it will allow them through the Israeli-controlled Kerem Shalom crossing as a 1-time solution, but Hamas rejects this as an affront to Palestinian sovereignty; Hamas mbrs. fire mortars at Kerem Shalom in protest, causing light damage but no injuries. In the West Bank, the IDF sends undercover units into Jericho, raiding a billiard club, shooting, wounding, arresting 2 Palestinians; sends undercover units into Burkin nr. Jenin in a civilian vehicle with Palestinian plates to raid a caf´e, arresting 13 Palestinians; conducts other arrest raids, house searches in Nablus, nr. Bethlehem, Hebron. In Gaza, the IDF bulldozes Palestinian land 300 m. inside Gaza n. of Jabaliya r.c., occupying the area. In the West Bank, the IDF fatally shoots a Palestinian nr. Hebron who allegedly attempted to infiltrate an IDF post; conducts arrest raids, house searches nr. Ramallah, in Jenin town and r.c. (firing on residential areas, wounding a Palestinian woman inside her home), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists attending the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 2 internationals. Jewish settlers fr. Rachelim settlement nr. Nablus uproot and cart away 300 Palestinian olive trees fr. nearby Qaryut (the IDF secures the return of 140 trees). Jewish settlers fr. Yitzhar nr. Nablus cut down 20 Palestinian olive, almond trees in nearby Burkin village. Jewish settlers fr. Tekoa nr. Bethlehem set fire to 300 d. of nearby Palestinian agricultural land, including 400 olive trees. Jewish settlers fr. Ramat Yishai in Hebron burn 50 nearby Palestinian olive and almond trees. Kefar Etzion settlement; patrols Burkin southwest of Nablus (setting up a checkpoint, checking Palestinian IDs), Tulkarm; fires tear gas, percussion grenades at 10s of Palestinians as well as Israeli and international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, beats others, injuring 8; fires on stone-throwing Palestinians at the Qalandia checkpoint protesting Israeli excavations at the Haram al-Sharif/Temple Mount, wounding 1. Jewish settlers fr. Negohot settlement nr. Hebron stalk, beat, seriously injure an 11-yr.-old Palestinian boy. In Bayt Lahiya, 3 Palestinians are injured in a family feud with factional overtones. In the West Bank, the IDF sends undercover units into Tamun nr. Jenin, occupies several Palestinian homes as observation posts, firing on stone-throwing Palestinians who confront the troops (killing 1 Palestinian, wounding 19), arresting 4 Palestinians; conducts arrest raids, house searches in Yatta (occupying 3 Palestinian homes as military posts). Jewish settlers attack Palestinian homes in Burkin nr. Nablus. In Gaza City, PA security officers aligned with Fatah enforce a general strike, burn tires to protest the Hamas-led government’s continued failure to pay salaries. After senior AMB mbr. Muhammad Shihadeh is found shot dead in al-Bureij r.c., a 2d Fatah mbr. is kidnapped in Jabaliya r.c.; Hamas denies responsibility for both. (NYT 10/23; PCHR 11/2)

The IDF conducts arrest raids, house searches in Askara nr. Bethlehem, Burkin nr. Jenin. Jewish settlers fr. Neve Dekalim seize 18 d. of Palestinian lands in al-Mawasi in s. Gaza. Jewish settlers fr. Avraham Avino chase Palestinians, throw stones at Palestinian homes in Hebron. PA police reportedly fire on the car of Jenin AMB head Muhammad Abu Araj, hitting him in the leg; AMB mbrs. return fire, without causing injuries. The IDF jails the 1st IDF reservist, Arkadi Moter (who is also a Jewish settler) for refusing to serve in protest of Gaza disengagement. Separately, the IDF places a Jewish settler, Niria Ofen, in administrative detention until 9/30/05 for suspected militant activity related to disengagement. Armed AMB mbrs. shut down the central Gaza PA Central Election Comm. (CEC) offices apparently in effort to overturn what they call “fraudulent election returns” in Bureij, Rafah that favor Hamas. The IDF fatally shoots 2 Hamas mbrs. planting a roadside bomb nr. the security fence of a Jewish settlement in n. Gaza; fires on residential areas of Rafah; conducts predawn arrest raids in ‘Azun, Burkin nr. Jenin, Dahaysha r.c., Dura, Hebron, Jenin r.c., Tulkarm. The Jenin AMB takes responsibility for the fatal shooting of an IDF soldier sitting inside his tent at an IDF base outside nearby Mevo Dotan settlement. Palestinians fire 4 mortars at Morag, causing no damage or injuries. A Palestinian wounded in the IDF’s 10/11 attempted assassination of Khalil dies of his injuries. AMB mbrs. in Jenin temporarily take over the local Palestinian Council (PC) and PA tax offices, demanding pay raises, pensions for the children Palestinians killed during the intifada; after several hrs., they agree to leave, but the offices remain locked. A team of Egyptian doctors visits Arafat, who has been suffering severe flulike symptoms since 10/12, in his Ramallah compound, sparking rumors that he is serious ill. The doctors conclude that he is suffering from an intestinal virus and gallstones. Arafat suffered a similar bout of gallstones in 2003. (WT 10/19)

The IDF openly assassinates wanted AMB Nablus cmdr. Mahmud Titi, firing rockets at him in Balata r.c., also killing 2 AMB mbrs, 1 Palestinian bystander, seriously damaging a nearby home. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. The IDF also bars a Palestinian woman needing kidney dialysis, a Palestinian man suffering a heart attack fr. crossing checkpoints to reach hospitals, allowing them to die; conducts house-to-house searches, directs heavy gunfire at residential areas in Salfit, detaining 100s of Palestinian men aged 15 to 50, arresting 13 PSF mbrs.; conducts arrest raids in Burkin (firing several shells at the home of a Hamas mbr.), Hebron, Husan, Nahalin, Tulkarm. In Gaza, the IDF shuts the main north and south road, claiming the action is in response to Palestinian mortar fire at Gaza settlements. The IDF also begins issuing magnetic cards to al-Mawasi residents; only residents with cards will be allow to cross through the al-Mawasi checkpoint. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him.
