In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo. The Palestinian leadership, Arafat’s family, Egyptian envoy Omar Sulayman then escort Arafat’s body by helicopter to Ramallah, where 10,000s of grieving Palestinians overrun the Muqata in an attempt to observe his sunset funeral. Israel executes Operation New Leaf–the Day After to step up Israeli security but ensure that “Palestinians’ dignity is preserved” for3days of mourning: declares a state of emergency, seals the occupied territories until 11/16, pulls out of all West Bank population centers, reinforces the troop presence surrounding Ramallah and leading to Jerusalem, facilitates West Bank Palestinians’ access to Ramallah for the funeral, allows PA security officers to carry weapons for the 3-day mourning period in order to maintain crowd control. The only reported violence of the day is in Rafah, where the IDF fires on, shells residential areas. Meanwhile, massive symbolic funerals are held in Gaza, with (as in the West Bank) the full participation of all political groups, including Hamas. A Hamas suicide bomber detonates a device on a bus in Jerusalem during morning rush hr., killing 18 Israeli Jews, 1 Israeli Arab, injuring 50. Late in the evening, as the IDF sends tanks troops into Jenin town and r.c. in response, imposing a curfew and firing on Palestinians who resist, the Israel cabinet convenes to discuss what further action to take. Afterward, Israel announces the launching of Operation Determined Path, under which "Israel will respond to acts of terror by capturing PA territory. . . . Additional acts of terror will lead to the taking of additional areas," which would be held indefinitely. During the day, the IDF assassinates Islamic Jihad student leader Yusif Bisharat in Hebron; raids the Nablus home of PLO Exec. Comm. mbr. and DFLP mbr. The IDF continues to surround all major Palestinian population centers in the West Bank, barring travel btwn. towns and villages except through heavily guarded checkpoints. In Gaza, 1 Palestinian is killed by IDF tank fire. The IDF demolishes at least 3 Palestinian homes in Rafah; directs shells, heavy machine gun fire at residential areas of Khan Yunis. Palestinians reportedly fire mortars at IDF targets in Gaza, causing no damage. Palestinians across Gaza take part in rallies commemorating the anniversary of the Nakba. The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained.      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. In Gaza, a Palestinian gunman infiltrates Netzarim, fatally shooting 2 Jewish settlers before being shot dead by the IDF; no group takes responsibility. (NYT, WP, WT 3/30)

At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. In Netanya, Israel, a Hamas suicide bomber kills 5 Israelis, injures 110. A car bomb explodes in Or Yehuda, outside Tel Aviv, lightly injuring 4 Israelis. The PFLP claims responsibility (see 4/2). In the West Bank and Gaza, Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. The PSF claims to fire antitank weapons at 7 IDF tanks, 2 bulldozers, foiling their attempt to reenter Rafah to demolish more homes (see 4/14). A roadside bomb explodes outside Ariel settlement, causing no damage. At a funeral for a PSF officer in Gaza, a 12-yr.-old Palestinian boy is shot dead, 14 Palestinians are wounded when settlers, IDF soldiers at a nearby settlement open fire thinking the PA's 21-gun salute is gunfire aimed at them. Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. The IDF confiscates and levels 70 dunams of Palestinian land to build a road linking Morag, Gush Katif settlements. However, Israel acknowledges that PA police are making more of an effort to halt stone throwers; Arafat unequivocally denounces the Islamic Jihad bombing; and Barak phones Arafat to express condolences over today's Palestinian fatalities. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition.
