Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. The IDF reoccupies Bethlehem following Christmas celebrations, reimposes a 24-hr. curfew on residents; assassinates local AMB head Jamal Yahya in Tulkarm; assassinates Hamas mbr. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Israeli atty. gen. Elyakim Rubinstein says he will not take legal action against those calling for the "voluntary transfer" of Arabs fr. Israel, saying "voluntary transfer" is "immoral" not illegal. In response to Israeli appeals to local satellite channels to drop coverage of BBC World and CNN International because of their "pro-Palestinian bias" (1 channel replaced CNN with Fox News coverage on 6/20), CNN chief news exec. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. The IDF openly assassinates wanted AMB Nablus cmdr. Mahmud Titi, firing rockets at him in Balata r.c., also killing 2 AMB mbrs, 1 Palestinian bystander, seriously damaging a nearby home. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. In Bethlehem, the IDF fires on 3 Palestinians who attempt to leave the Church of the Nativity, killing 1 Palestinian, severely wounding 2 others; the dead, wounded are evacuated later in the day. In Washington, the quartet (represented by Annan, Ivanov, Powell, Solana) announce plans to convene a FM-level "regional peace conference" in summer 2002 to secure a cease-fire and revive peace talks, rebuild the Palestinian security apparatus, boost humanitarian aid to and economic conditions of the Palestinians. Early this morning, the Israeli inner cabinet orders the IDF to seal Bethlehem, Jenin, Nablus, Qalqilya, Tulkarm. The IDF also fatally shoots wanted AMB mbr. Khamis Abdallah in an apparent assassination in Nablus; fires a tank shell at 3 teenagers trying to sneak across the Gaza border into Israel to work, killing 1 Palestinian, wounding 2. This evening, an AMB gunman opens fire with an M-16 on a bat mitzvah celebration in Hadera, Israel, killing 6 Israelis, wounding at least 25 before being beaten unconscious by the celebrants and then fatally shot by an Israeli policeman. In retaliation, the IDF sends 20 tanks, APCs, paratroopers into Ramallah to tighten the encirclement of Arafat's headquarters to within 100 yds., placing Arafat under de facto house arrest; sends F-16s to shell PA Interior Min., administrative, and security offices in Tulkarm, killing 2 PSF officers, injuring 61 officers and civilians, damaging 20 homes and 50 stores; reinforces troops nr. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. Sharon says he does not expect Arafat to take serious steps to arrest those responsible for recent suicide attacks, says Israel will "do what we have to do to protect our citizens." Meanwhile, Hamas also takes responsibility for a drive-by shooting in Gaza, which leaves 1 Jewish settler dead. In the Jordan Valley, 7 settlers are wounded in a 2d drive-by shooting. Palestinians in Bayt Jala fire on Gilo, injuring 2 settlers. Armed Jewish settlers accost Palestinians in Hizma. An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack. The IDF fatally shoots 4 Palestinians nr. a Jinin checkpoint, 1 Palestinian in Tulkarm; fires a tank shell at a Palestinian in Qabatiyya, killing him. The IDF also directs shells/heavy machine gun fire at residential areas of Aida, Jinin, Khan Yunis, Salim; conducts arrest raids in Abu Dis, Azariyya, Burqa. In Gaza, some 1,000 Hamas supporters rally in support of continued attacks on Israeli targets. The IDF assassinates Popular Front for the Liberation of Palestine (PFLP) leader Abu Ali Mustafa (Mustafa Zibri), the most prominent Palestinian leader targeted to date, firing missiles at his office in al-Bireh. (22 U.S. citizens also live in the building where Mustafa worked; 3 are lightly injured in the attack.) In response, 1,000s of Palestinians take to the streets in Bethlehem, Gaza City, Jinin, Nablus, Tulkarm to protest. The U.S. criticizes Israel for "inflaming an already volatile situation and making it much harder to restore calm"; says Israel must also take economic, security steps to alleviate pressure on the Palestinians. Also in response to the Mustafa killing, Palestinian gunmen fire on Gilo settlement; the IDF then sends tanks into neighboring Bayt Jala (area A). The IDF also sends tanks, bulldozers into Rafah in response to Palestinian gunfire; destroys 3 Palestinian houses, sparking a fierce gun battle. Palestinians ambush a settler vehicle nr. Israeli-Palestinian clashes continue. The largest demonstrations are in Ramallah, where 2,000 Palestinian artists, intellectuals stage a nonviolent protest, and students attempt to open the road to Birzeit University, where spring registration begins today. In the ensuing clash soldiers fatally shoot 1 Palestinian who was standing next to Fatah tanzim leader Marwan Barghouti, raising speculation that Barghouti was the target. The IDF directs shells, heavy machine gun fire at residential areas of Jinin, Rafah (severely damaging a mosque); bulldozes 4 dunams of Palestinian land nr. Rafah. A Palestinian assailant throws a hand grenade at an IDF post in Gaza, causing no injuries. Israel tightens the siege on Ramallah but eases blockades on Bethlehem, Hebron, Qalqilya, Tulkarm. Later in the day, after shooting nr. Qalqilya, the blockade on Qalqilya is reimposed.
