After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. In Gaza, a 2d Palestinian suicide bomber on a bicycle detonates a device as he passes an IDF jeep outside Kefar Darom, lightly injuring 3 IDF soldiers. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. A Hamas suicide bomber fr. Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. A Palestinian suicide bomber fr. Bethlehem detonates a device on a bus in Jerusa-lem, killing 11 Israelis, wounding 48 (8 of them seriously). Hamas, Islamic Jihad both take responsibility, but family, friends of the bomber say he supported Islamic Jihad. Sharon convenes his security cabinet; does not invite fmr. PM and current FM Benjamin Netanyahu, who is challenging him for the PM candidacy in the upcoming Likud primaries on 11/28. Fearing that Sharon will stage a major retaliatory attack, the PSF evacuates its offices in Bethlehem. After the mtg., Sharon spokesman Raanan Gissin states that in light of U.S. military intentions against Iraq, “We are not going to allow any kind of escalation.” The IDF shells a PA military intelligence post nr. Israel releases its annual poverty report, showing that the poverty rate has stayed steady at 17.7% for the past 5 yrs. Unofficial estimates show that of the nearly 320,000 poor families, an estimated 90,000 families are Arab. Nearly 50% of Arab families are below the poverty line, compared to 1 in 7 Jewish families; 50,000 of the 75,000 children in poverty are Arab. (MM 11/5)

Outside Hadera, 2 Islamic Jihad suicide bombers detonate a car bomb next to a bus, killing 14 Israelis, wounding 40. The IDF fatally shoots 2 Palestinians nr. Kefar Darom; bulldozes a Palestinian home in Qabatya, some agricultural land nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. Another Palestinian dies of injuries received on 12/10/01. Palestinians reportedly fire a mortar in Gaza, causing no damage or injuries. At Havat Gilad, Jewish settlers again try to rebuild sites demolished by the IDF. Jewish settlers fr. Shvut Rachel attack Palestinians harvesting olives nr. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack.
