In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. Israeli forces also pumped cement in 2 water wells in al-Ras and Kafr Abbush and seized a stone-cutting machine in Beit Fajjar. 8 Palestinians were arrested during late-night raids in Biddu, Beit Duqqu, Bethlehem, Bayt Rima, and Deir Nidham. In East Jerusalem, Israeli settlers assaulted Palestinian merchants at the Old City’s al-Khawajat market. 6 Palestinians were arrested during late-night raids in al-Tur. In Israel, 1 elderly Israeli woman was beaten to death in Holon; the Palestinian suspect was later found hanged in Tel Aviv. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. The family lives in Jabel Mukaber in East Jerusalem. (HA 9/21; MEMO 9/22)

Türkiye president Recep Tayyip Erdoğan and Israeli prime minister Yair Lapid held a meeting on the sidelines of the UNGA. It was the 1st time since 2008 that an Israeli prime minister has met with the leader of Türkiye. (AX, HA 9/20; AJ, ALM, MEE, REU 9/21)

In the West Bank, the IDF demolishes 5 Palestinian homes in al-Jiftlik nr. Jericho, 2 homes and an 8-unit apartment building nr. Jerusalem; conducts arrest raids, house searches nr. Jenin, Nablus, Qalqilya (firing on stone-throwing Palestinian youths), Tulkarm. Jewish settlers under the protection of the IDF enter Joseph’s Tomb (transferred to PA control under he Oslo accords) nr. Nablus. A Palestinian militant dies of injuries received in an exchange with the IDF nr. Khan Yunis in 2006. Days after al-Arabiyya TV received threats fr. a caller denounced the station’s portrayal of Haniyeh in a recent broadcast, unidentified assailants detonate a device outside the station’s Gaza City office, causing no injuries; Hamas, the AMB denounce the attack. In Gaza, the IDF continues operations in Abasan, directing tank fire at residential areas, killing 1 Palestinian woman inside her home, wounding a man, bulldozing 120 d. of agricultural land; makes an air strike on a car driving in Bayt Lahiya, killing 3 Hamas mbrs. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Raja’i al-Labban, wounding a 2d Fatah mbr.; makes a late-night air strike on Rafah destroying a Palestinian home (after warning residents to leave), severely damaging 5 others, cutting power to some areas; conducts arrest raids in Wadi al-Silqa. Late in the evening, Palestinians fire 3 rockets fr. Gaza into Sederot, lightly injuring 3 Israelis. Overnight and throughout the day, Hamas mbrs. angered over the assassination of a local leader on 10/12 engage in fierce clashes with Fatah mbrs. in Bayt Lahiya, leaving a 14-yr.-old Palestinian dead, around 50 Palestinians injured. In Gaza, the IDF closes the Nahal Oz pipeline; shells areas nr. Gaza City, killing at least 1 Palestinian militant, 1 Palestinian farmer working in her field; shells areas nr. Bayt Hanun (killing 1 Palestinian child outside his home, wounding 5 Palestinians), in al-Shuka; makes air strikes destroying 3 houses nr. Bayt Lahiya (killing 1 Palestinian bystander), in Bayt Hanun, Khan Yunis (also destroying 2 adjacent homes). In Jerusalem, a Palestinian gunman fires on Israeli police, wounding 2 before being shot dead. In the West Bank, the IDF sends undercover units into Jenin r.c. in cars with Palestinian license plates, surrounds a home, opens fire (wounding a Palestinian bystander in an apartment building nearby), occupying several surrounding houses as sniper positions, evacuates and checks IDs of residents, arrests 1 Palestinian, fires on stone-throwing Palestinians who confront the troops, wounding 8 Palestinians (including 2 journalists covering the incident for al-Jazeera, Reuters); patrols in al-Bireh; begins construction of a new segment of the separation wall in Bayt Jala that will cut Palestinians off fr. 5,000 d. of agricultural land and cut off the access of Battir and Husan Nahalin villages to Bethlehem. The body of a Jewish settler fr. Yakir missing since early in the morning is found in a burnt-out vehicle nr. a West Bank Palestinian village; the AMB takes responsibility for kidnapping, killing him. In Israel, Israeli police free dual Israeli-Canadian citizen Falah after a Haifa District Court orders the police and/or Shin Bet to file formal charges against him or let him go (see 7/26). Israel’s security cabinet approves call-ups for up to 3 divisions of reservists (15,000–30,000 reserves) for the war on Lebanon. The IDF makes some 180 air and artillery strikes on targets across Lebanon, including hitting radio and TV relays in Amshit n. of Beirut, 3 trucks in the Biqa‘ Valley carrying emergency food supplies to Beirut. Ground clashes continue in Bint Jubayl, 2 residential apartment buildings nr. an Amal headquarters in Tyre; a Lebanese army base in n. Lebanon; roads, buildings in s. Lebanon and the Biqa‘ Valley, including al-Khiyam, Kafr, Nabatiyya, Sidon, Tuffah, Riyaq, Zahleh. The IDF broadcasts radio warnings to s. Lebanon residents that their villages would be “totally destroyed” if rockets are fired fr. them. Hizballah fires some 110 rockets into n. Israel DM Mofaz says the comprehensive closure on the West Bank, Gaza that has been in place since the 3/22 Yasin assassination will be in place until early 5/04. The IDF closes the only entrance to Qalqilya, sets up several new checkpoints on the Qalqilya–Nablus road; raids Tulkarm r.c., fatally shoots wanted Izzeddin al-Qassam Brigades mbr. Khalid Kharwish in an apparent assassination, wounds 10 others, raids a hospital emergency room to arrest a critically wounded Palestinian militant; fatally shoots 3 unarmed Palestinian laborers who were apparently attempting to sneak across the Gaza border fence into Israel to find work; conducts arrest raids in Bethlehem; raids, shuts down the Arab Women’s Care Society in East Jerusalem, arresting several employees, confiscating records, seizing its bank accounts on the grounds that the group, licensed by the Israeli Interior Min. as a charitable society in 1994, is run by Hamas; blows up a Palestinian home in Tulkarm r.c.; bulldozes an area of land nr. Hebron, erects a new observation tower; fires on residential areas of Khan Yunis; conducts arrest raids, house searches in al-Bireh, Hebron, al-Khadir, Nablus. The IDF also begins work on a 2-km stretch of the separation wall btwn. Dahiyat al-Barid checkpoint n. of Jerusalem and the Qalandia checkpoint s. of Ramallah that will isolate, prevent the expansion of Dahiyat al-Barid and al-Ram.
