Arab World: In Beirut, group called "Arab Revolutionary Cells-'Umar al-Mukhtar Forces" claims responsibility for Beirut kidnapping of Frank Reed and Joseph Ciccippio (NYT 9/16).

Other Countries: In Washington, Israeli P.M.
