U.S. planes strike antimissile batteries in n., s. no-fly zones for 3d straight day. In Basra, 1 or more U.S. missiles goes astray, killing 11 Iraqi civilians, wounding 59. The U.S. recently expanded its strikes to include security infrastructure as well as missile batteries, radar stations; says that containing Saddam Hussein through low-visibility, sustained, reactive bombing is the only military action politically acceptable to Arab states. Occupied Palestine/Israel: Israeli military court orders journalist Hamdi Farraj, 11 other Dheisheh refugee camp residents held since 2/1/85 without trial released on grounds general prosecutor failed to prove charges against them [FJ 1/10].

Arab World: Christian Science Monitor reports King Hussein and Pres. Asad agree to restore diplomatic relations between their countries at ambassadorial level [CSM 1/2]. Egypt and U.S. sign agreement on $140 million in U.S. aid to Egypt, the second installment of $500 million grant approved by Congress last year [JP 1/2]. SLA releases 20 Shi'ite prisoners from Khiam detention center in S. Lebanon as New Year's gesture. (Red Cross has not been allowed to visithe Khiam center) [JP 1/3].

Casualties:

US and Other Countries: State Department announces progress after third day of talks between Shultz and Shamir, emphasizes proposals for increased US responsibility for security, including training and equipping elite Lebanese force to patrol border, expansion in size and responsibility of MNF, and creation of a joint Lebanese- Israeli-US military commission to oversee security zone in South Lebanon; US officials say incentives to Israel such as high aid levels and release of F-16s are likely to accompany agreement to troop withdrawal accord; in statement read to conference on Soviet Jewry, Reagan says plight of Soviet Jews who are denied right to emigrate will remain in forefront of US foreign policy and human rights concerns.
