Overnight, the IDF kills 2 Islamic Jihad mbrs. (Nidal Khalluf, Samir al-Shalabi) in an exchange of gunfire in Burkin nr. Jenin; fatally shoots AMB local cmdr. Samir Saadi in an exchange of gunfire during arrest sweeps nr. Jenin; conducts arrest raids, house searches nr. Bethlehem, in Tulkarm. In light of Saadi’s killing, the AMB Jenin faction says it will no longer observe the unilateral truce. Palestinians later fire 2 mortars at an IDF post on the Gaza border, causing no damage or injuries. During the day and into the late evening, the IDF raids Balata r.c., fatally shoots 2 wanted AMB mbrs. (Ala’ al-Tirawi, Jamal al-Jirmi), wounds 1 in what may be an assassination; seals Madama and Asira nr. Nablus; launches arrest raids, house searches in Bayt Furik, Dahaysha r.c. and nr. Ramallah, Tulkarm. Some 50 Jewish settlers fr. Bayt Hadassah in Hebron, escorted by IDF troops, throw stones, bottles at Palestinian homes in Hebron, seriously injuring 1 Palestinian. Israeli PM Barak meets with Arafat at Erez crossing to discuss Wye implementation, allay Palestinian fears that Israel will prioritize talks with Syria over negotiations with the PA. Barak asks Arafat to delay implementation of Wye FRDs until a final status agmt. is close to completion, but says he would implement Wye as signed if the PA objects. Arafat says he prefers Wye to be implemented in full as soon as possible, but agrees to Barak's request to have a PA-Israeli comm. examine ideas for a delay over the next 2 wks. before giving a final answer. Israel, the PA agree to begin work on a joint industrial park, modelled on Gaza's Qarni industrial zone, to be located along the Israel-West Bank border in Jinin. (WT 7/28)

Hadassah, the Women's Zionist Organization of America, awards Hillary Clinton, who is considering a run for New York's Senate seat, its highest honor for humanitarian service. Hamas says it is not opposed to taking part in national unity talks with the PA, but says it will not take part in final status talks, since doing so would imply Hamas accepts the Oslo process. (al-Dustur 7/27 in WNC 7/28)

In Washington, Egyptian FM Amr Musa meets with U.S. special envoy Ross, says Egypt will soon launch a diplomatic campaign to lobby the EU, U.S. for initiatives to salvage the peace process. (WP 4/15)

In Hebron, Jewish settlers, complaining that IDF protective measures at Beyt Hadassah settlement make them feel as if they are living in a ghetto, turn on IDF soldiers, pelting them with stones, eggs, tomatoes and soaking them with water hoses. 1 settler tries to stab a soldier but is overpowered.
