The IDF fatally shoots a Palestinian at a checkpoint in s. Gaza after he opens fire on a car carrying Jewish settlers, wounding 3; fatally shoots a mentally handicapped Palestinian who strays too close to Aley Sinai settlement; conducts arrest raids in Ramallah. Late in the evening, 2 Palestinian gunmen (1 Hamas, 1 Islamic Jihad) infiltrate an IDF barracks at Netzarim settlement, fatally shooting 3 IDF soldiers, wounding 2 before the Hamas mbr. is shot dead, the Islamic Jihad mbr. escapes. 2 Palestinians die of injuries received in the 10/20 IDF attack on Nussayrat r.c., bringing that toll to at least 10. Palestinians also fire a Qassam rocket at the Negev, causing no damage or injuries. Nablus, wounding 1 Palestinian; demolishes 1 Palestinian home in Jenin; fires on a Birzeit University dormitory; shells residential areas of Bayt Hanun, Khan Yunis; conducts arrest raids in Jenin, Rantis; lifts curfews on Nablus, Tulkarm, Ramallah for several hrs. Late in the evening, the IDF raids Dayr al-Balah, bulldozes 2.5 dunams of agricultural land. Palestinians detonate a roadside bomb nr. an IDF APC in Nablus, another device nr. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. PA police arrests 2 Palestinians for 10/26 settler murder in Hebron. Israelis have not found killers of Palestinian slain in reprisal attack nr.
