In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; 3 Palestinians are injured. The IDF also conducts house searches and raids in Tulkarm and 1 village nr. Hebron, issuing an arrest summons to 1 Palestinian; patrols during the day in 3 villages nr. Ramallah, 2 nr. Hebron, and 1 nr. Jericho. Hunger-striking Palestinian prisoner Allan is placed in a medically induced coma after his condition deteriorates. Later, Islamic Jihad’s military wing, Sarayat al-Quds Brigades, says that if Allan dies, they will not continue upholding the cease-fire with Israel. (HA, JP, MNA, NYT, YA 8/14)

The Arab Bank reaches a settlement in a case brought by hundreds of U.S. citizens accusing the bank of facilitating Hamas attacks in Israel. The terms of the settlement are not disclosed. A U.S. court ruled in 9/2014 that the Jordan-based Arab Bank was liable for knowingly supporting Hamas in its attacks. (TOI 8/14; JP 8/15)

The IDF assassinates Hamas leader Rantisi, firing 2 missiles at his car as he drives through Gaza City, also killing his bodyguards Akram Nassar and Ahmad Ghurra, wounding 4 bystanders. 10,000s of Palestinians throughout the West Bank, Gaza take to the streets to protest. Hamas vows retaliation, says it has appointed Rantisi’s replacement but will not identify him for security reasons. (Senior spokesman Mahmud Zahar, senior political leader Ismail Haniyeh are considered the likely successors.) The IDF strike comes hrs. after a Palestinian suicide bomber detonates a device inside the Erez Industrial Zone in Gaza, killing an Israeli border policeman, injuring 3; the AMB, Hamas claim joint responsibility. IDF undercover units raid Hebron and capture, beat, arrest an Arab Bank employee. The IDF also seals all West Bank and Gaza crossings except the Rafah checkpoint; tightens restrictions on Palestinian movement throughout the territories; fatally shoots a mentally handicapped Palestinian who strays too close to a Jewish settlement nr. Gaza City; denies passage to a Palestinian who suffers a heart attack at a Nablus checkpoint, allowing him to die; shells residential areas of Khan Yunis, cutting some electricity, seriously injuring a 9-yr.-old girl inside her home and 6 others elsewhere; fires on, shells residential areas of Dayr al-Balah, Tulkarm (seriously injuring a 5-yr.-old girl); fires on residential areas nr. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. A roadside bomb explodes nr. a Jewish settler bus in the West Bank, causing no injuries. A Palestinian dies of injuries received on 2/23. (HA, JTA 2/27; PCHR 3/6; LAW 3/13)

The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. The IDF raids the offices and laboratories of Hebron, Palestinian Polytechnic Universities in Hebron (see 1/8); welds shut doors, gates; declared the schools closed on the grounds that they assisted in the “recruitment, training, and instruction of hundreds of militant activists,” including allegedly teaching students how to make bombs. The IDF also raids a West Bank branch of the Arab Bank outside Jerusalem, demanding the money fr. 4 accounts allegedly used by “terrorists”; reports differ as to whether the bank turned over the $7,000 in those accounts; fatally shoots a Palestinian bystander during an arrest raid in Qabatiyya; fatally shoots a 16-yr.-old Palestinian violating a predawn curfew in Tulkarm; opens fire on stone-throwing Palestinian youths on their way to school in Tulkarm, killing a 2d 16-yr.-old Palestinian; bulldozes 4 Palestinian homes in Rafah, 3 in Bayt Hanun, 2 in Qabatiyya, 1 in Bayt Fajjar; searches, vandalizes another 9 homes in Rafah; fires on residential areas of Khan Yunis. Arab World: King Hussein of Jordan announces willingness to attend a Middle East peace conference as part of a Palestinian-Jordanian delegation if asked by the PLO [LAT 10/21]. PLO announces that the PNC will meet 12-14 November in Algiers [WP 10/20]

Other Countries: The Committee to Protect Journalists and Article 19, a British group combating censorship, release report denouncing Israel's treatment of Palestinian press [WT 10/20].

Arab World: Estimated 250 Islamic Resistance Front militiamen battle Israeli and SLA troops in S. Lebanon for more than 7 hours; reports indicate between 16 and 31 are killed [CSM 6/1; PI 6/2].

Occupied Palestine/Israel: Jerusalem Domestic Service announces Israel and Jordan signed memorandum on joint responsibility for new Arab bank in Nablus. Agreement is reached after intervention by U.S. Sec. of State Shultz in secret talks in London (FBIS 10/2). Israeli Trade Minister Ariel Sharon is fined by Israeli High Court of Justice for illegally appointing two trade attaches to New York and Bonn (JP 10/3).

Other Countries: Washington Post reports Reagan administration launched secret and deliberate campaign of deception aimed at convincing Qadhdhafi he was about to be attacked by U.S. bombers and ousted in coup. Plan was proposed 8/14 in memo by National Security Adviser Admiral John Poindexter. Pres. Reagan and government spokesman later deny planting false reports; Shultz justifies using press to scare Qadhdhafi (NYT 10/3).

Arab World: Palestinian sources report mortar battle at Rashidiyyah camp (population 20,000) between Amal and Palestinians (MEI 10/12).

Occupied Palestine/Israel: Dmonstrations are held throughout West Bank to commemorate anniversary of massacres at Sabra and Shatila (FJ 9/19). Strikes and demonstrations continue through 9/20; shops and businesses stay closed, students and workers remain at home (Fl 9/26). Israel announces it has licensed first Arab bank in West Bank since 1967. Bank, with headquarters in Amman and first branch in Nablus, will be allowed to deal in Israeli, Jordanian, and foreign currencies (FJ 9/19).

Arab World: Thousands of Lebanese in Tyre, Lebanon, led by Amal officials march in support of UNIFIL after 9/16 attack on French UNIFIL forces (for which Hizballah is held responsible). In south Lebanon general strike is held to show resident' support for continued UNIFIL presence. (Speaker of Lebanese Chamber of Deputies Husayn al-Husayni recently returned from Paris where he asked Pres. Mitterand not to recall French contingent) (NYT 9/18).

Other Countries: In Paris, five killed, 60 injured in bomb explosion, bringing to ten number killed in five bombings in last two weeks (WP, NYT 9/18). Peru grants PLO embassy status in Lima (Fl 9/26).

Syrian-mediated cease-fire goes into effect between Palestine National Salvation Front and Lebanese Shi'a in southern Lebanon [WP 6/23]. Paramilitary police will collect heavy and medium weapons and supervise withdrawal of gunmen from trouble spots [BG 6/23).
