Retaliating for the firing of Qassam-2s on 3/5, the IDF launches air, land, sea strikes on PA targets across the West Bank and Gaza, striking and partially demolishing Arafat's residence in Gaza City and a UNRWA school for the blind, among other sites. The IDF also shells the PA compound in Ramallah while Arafat is meeting with EU special envoy Miguel Moratinos; they are not injured. Sharon vows to continue the strikes "without letup" until the Palestinians stop attacking Israeli soldiers, civilians. During the day, at least 13 Palestinians are killed, including senior Hamas mbr. `Abd al-Nassar Ghazal in a possible assassination in Gaza, 4 PA naval police killed by IDF shelling in Gaza, 1 Palestinian shot dead nr. Nablus, 1 killed in a questionable explosion nr. Qalqilya, 4 who die of injuries received earlier. 2 IDF soldiers are killed in clashes in Khan Yunis and Rafah. F-16s bomb a Gaza police headquarters where PSF officers had been scheduled to meet, leading the PA to believe the attack was a failed assassination attempt against PSF chief Brig. Gen. `Abd al-Raziq Majayda. The IDF also makes arrest raids and demolishes at least 2 Palestinian houses in Gaza; fires on a Palestinian school in Silat al-Dahir, injuring 4 students; bulldozes Palestinian land in al-Khadir; maintains closure on Balata, Jenin. Over 20 Jewish settlers fr. Yitzhar fire on a neighboring Palestinian village; attack IDF soldiers who intervene, beating them, puncturing tires on their jeeps. Jewish settlers also cut down 300 Palestinian-owned olive trees nr. Hebron; IDF troops reportedly fire warning shots at Palestinians who attempt to intervene. The IDF cuts electricity to Gaza City, Ramallah; sends tanks and F-16s to shell the control tower at Gaza airport, the PA headquarters in Gaza City and Ramallah (Arafat is unharmed), the PA naval police offices in Bayt Lahia, and PSF and Fatah offices nr. Gaza City, Ramallah, and Jinin; blows up the main radio, TV transmitters in Ramallah; bulldozes the Palestinian Media Center offices in Ramallah; occupies the home of Fatah tanzim leader Marwan Barghouti (who is not there at the time); makes incursions into PA-controlled areas of Bayt Hanun, Bayt Lahia, Beitunia, Jinin, Nablus, Ramallah, Sudaniyya, Tulkarm, al-Zahra; bulldozes Palestinian land in Rafah. A total of 4 Palestinians are killed during the day; shells strike the Friends Boys School, damaging 3 classrooms. In Gaza City, 2 Israeli missiles land nr. a mosque while Hamas spiritual leader Shaykh Yasin, Hamas spokesman Mahmud Zahar are inside. Israel declares that the Zinni cease-fire talks are over, though Zinni had already planned to leave on 12/14 for Jordan and Egypt, then return to Washington. As U.S. envoy Zinni meets with PA officials, an Islamic Jihad suicide bomber detonates a device on a bus in Hadera, Israel, killing 3 Israelis, wounding 7. The bomber reportedly boarded the bus in the Israeli Arab town of Umm al-Fahm. A Palestinian gunman also kills 1 IDF soldier in a drive-by shooting at a West Bank checkpoint. The IDF opens fire on a Palestinian car at a Jordan Valley checkpoint, killing 2 Palestinians that "acted suspiciously" by making a U-turn to avoid the congested crossing. The IDF also opens fire on a French delegation (135 politicians, journalists, intellectuals) touring homes demolished by the IDF in Khan Yunis; seals Hebron; sets up more roadblocks, especially on the road to Bethlehem; tightens the closure on Tulkarm, bulldozing areas along the Green Line; raids a Palestinian factory nr. Qarni crossing, confiscating electrical equipment; directs heavy machine gun fire on residential areas of Jinin; shells residential areas of Khan Yunis. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) Sharon declares that "Arafat has 7 days to impose absolute quiet in the territories. If not, we will go to war against him. As far as I'm concerned, the era of Arafat is over." The IDF reoccupies areas A in Jinin, Nablus, and Ramallah, sending in tanks and troops, shelling buildings, killing 3 Palestinians. In Bethlehem, 3 Palestinians, including Fatah tanzim leader Atif Ubayyat, 1 of Israel's most wanted, are killed when an explosion destroys their car. The deaths, which Palestinians claim were an assassination, spark a serious gun battle around the city; Palestinians in Bayt Jala also fire a mortar at Gilo for the 1st time in 2 mos., causing no damage. The U.S. identifies 19 hijackers (fr. Egypt, Lebanon, Saudi Arabia, the UAE), including 7 trained pilots, who participated in the 9/11 attacks; 16 held valid U.S. visas, 12 had lived in Florida (some for yrs.), 2 were the sons of a high-ranking Saudi diplomat once posted to Washington, at least 3 had studied at the same college in Germany. Asst. Secy. of State for Near East Affairs William Burns official meets with 15 Arab envoys, including the PLO rep., and tell them they must either declare their nations "mbrs. of an international coalition against terrorism or risk being isolated." Later, Arab envoys meet at the home of Saudi Arabian amb. Prince Bandar Bin Sultan to discuss U.S. plans. Egyptian amb. Nabil Fahmy warns the admin. to focus on finding and punishing those responsible for the 9/11 attacks and not to broaden the effort to include other geopolitical goals. Sharon rejects direct appeals by Bush, Powell to hold peace talks with the PA, which would facilitate U.S. efforts to form a coalition to strike at Bin Laden. Instead, he cancels tentative plans to hold an Arafat-Peres mtg. on 9/16, saying it would be "inappropriate" in light of the 9/11 U.S. attacks; tells Bush that Israel opposes the U.S. bringing the PA, Syria into its antiterrorism coalition. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel. In Hebron, a Fatah sniper, retaliating for the Jawabiri assassination on 6/24, shoots and wounds a 7-yr.-old Jewish settler, sparking a firefight in which 12 Palestinians, 4 IDF soldiers are wounded. In response, the IDF seals, places a curfew on the Palestinian section of Hebron, bulldozes Palestinian land s. of Hebron; Jewish settlers place more caravans at a new illegal outpost site nearby. Jewish settlers also place caravans on Palestinian land nr. Qalqilya, attack Palestinian cars in Wadi al-Juz, cut off water to Palestinian villages nr. Halmish settlement. Palestinians fire on a settler bus nr. Jerusalem. A gunfight erupts nr. Neve Dekalim settlement, wounding an 11-yr.-old Palestinian. The IDF tightens closures on Qalandia, Tulkarm; confiscates 20 dunams of Palestinian land nr. Fmr. U.S. senator George Mitchell, head of the Mitchell Comm., recommends that in order to move the cease-fire forward, Israel should immediately implement a full settlement freeze, the U.S. should invite Arafat to the White House. Meanwhile, in Israel, DM Ben-Eliezer says Israel plans to remove 15 illegal settler outposts that have been set up since the al-Aqsa intifada began, noting that they are a danger to security and cannot be defended adequately. An IDF intelligence officer is fatally shot by his Palestinian informant, who in turn is shot dead by the officer's bodyguard. The Brigade of Shalhavet and Gilad takes responsibility for killing 1 Palestinian, wounding 3 in a 2d drive-by shooting. Jewish settlers also attack Palestinians in Sha'r and Tammun, severely injuring 3. The IDF directs shells and heavy machine gun fire at residential areas of Nablus; confiscates 100s of dunams of land nr. Khan Yunis to create a buffer zone around Gush Katif bloc, set up a new IDF post; confiscates 10s of dunams nr. al-Mintar crossing; conducts an arrest raid into Nablus. The PA-Israeli cease-fire implementation begins. The IDF moves tanks out of most PA-controlled areas; moves troops out of Netzarim Junction; reopens major Gaza roads to Palestinian traffic; reopens the Gaza+nEgypt border crossing. The IDF does not redeploy forces fr. Nablus, Rafah, and Ramallah, where most of the day's clashes occur; Sharon says Israel will not lift closures in areas where the cease-fire has not been implemented or has been violated.
