In the West Bank, Israeli settlers with military escort raided al-Lubban ash-Sharqiya, leading to clashes between Israeli soldiers and Palestinians; 1 Palestinian was injured by a tear gas canister to his shoulder. Israeli forces raided a secondary school in Tuqu‘, physically assaulting 2 staff members and causing tear-gas related injuries among students and staff. 4 Palestinians were arrested during raids in Kharas, Tubas, Dheisheh refugee camp, and Anabta. In East Jerusalem, Israeli settlers opened fire in Sheikh Jarrah; no injuries were reported. 1 Palestinian minor was arrested in Sheikh Jarrah. An Israeli court denied the Israeli government’s request to demolish 41 Palestinian homes in the Israeli town Qalansawe. The Palestinian Israeli homeowners complained that Israel is using the installation of power lines as an excuse to demolish their homes when they can dig the power lines underground, as is done elsewhere. PA president Mahmoud Abbas extended the Covid-19 related state of emergency by 30 days. The state of emergency has been in effect since March 2020 when the 1st case of the Covid-19 virus was detected in Palestine. (WAFA 12/29)

In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Elsewhere, Israeli forces raided al-Lubban Ash-Sharqiya, assaulting the mayor of the village and several students. 13 Palestinians were arrested during house raids in Birzeit, Dura, al-Bireh, Kafl Haris, Abu Dis, Qatanna, Beit Umar, and Dahariya. In East Jerusalem, Israeli authorities handed eviction orders to 2 families living on a plot of land in Sheikh Jarrah that Israel wants to construct a school on. The families were given until 1/25/2022 to leave their property, displacing 12 people. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. Israeli forces also opened fire at Palestinian bird hunters east of Khuza‘a; no injuries were reported. 1 Palestinian prisoner in the Israeli Nafha prison allegedly stabbed 1 Israeli prison guard, lightly wounding the guard. Representatives for Palestinian prisoners held by Israel on administrative detention said the prisoners have decided to boycott sessions in Israeli military courts and in the supreme court from 1/1/2022 because of Israel’s arbitrary use of administrative detention on Palestinians. (HA 12/20)

PA prime minister Mohammed Shtayyeh said during the weekly cabinet meeting that the PA has sent a letter to the UN urging it to intervene against Israeli settler violence. (WAFA 12/20)

Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. The UN OCHA agency had mentioned its partnership with Health Work Committees in its plan for 2022, a Palestinian organization deemed illegal by Israel. (HA 12/20)

Israeli NSO Group’s Pegasus spyware was found on a Tunisian national’s phone. The man is part of a UN-mandated investigation into crimes committed in relation to the Saudi-led war in Yemen. (HA 12/20)

In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Israeli sources said that Israel retroactively edited an intelligence file about al-Jalaa high rise in Gaza, that Israel bombed in May, before handing the file to the U.S. The edited file was given to the U.S. after it demanded a justification for the bombing of the building that housed media offices for the AP and Al Jazeera. Israel’s defense minister Benny Gantz said, during a meeting, that settler violence against Palestinians is “a grave phenomenon” and must be “uproot[ed].” Defense Minister Gantz was speaking after being presented with data of recent settler attacks on Palestinians during the olive harvest season. Israel’s prime minister Naftali Bennett spoke with Turkish president Recep Tayyip Erdoğan after Turkey released 2 Israelis it had detained for 1 week for taking pictures of the presidential palace. The call between the 2 was the 1st between President Erdoğan and an Israeli prime minister since 2013. Erdoğan also spoke with Israel’s president Isaac Herzog. (AJ, TOI 11/18)

The Middle East Quartet released a statement after an in-person meeting in Oslo, calling for alleviating the PA fiscal crisis, easing access of people and goods coming in and out of Gaza, and curbing Israeli settlements in the occupied Palestinian territories. The Quartet envoys also urged respect for civil society groups, hinting criticism at Israel’s decision to designate 6 Palestinian rights groups as terrorist organizations. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

In Syria, Israeli forces fired 2 missiles from Israeli-occupied Golan Heights at Damascus, hitting 1 empty building. 1 of the missiles was intercepted by Syrian air defense. (AJ, AP, HA 11/17)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli forces shot and killed 1 Palestinian man during a late-night raid in Tubas; Islamic Jihad said the man was a member of the organization, and PCHR said the man was throwing stones at Israeli forces but posed no imminent threat to them when they shot him from a distance of 33 yards; 2 Palestinians were arrested during the raid. Israeli forces also demolished 1 grocery store, 1 vegetable store, and 1 gas station near Qalandia and demolished 1 residential structure and 5 agricultural structures in Tarqumiyah, displacing 4. Elsewhere, Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya, injuring 1 with a tear gas canister to his arm and some 70 with tear gas. 11 Palestinians were arrested, including 8 during late-night raids in Ya‘bad, Bayt Dajan, and Zababdeh; 3 were arrested while driving near Beita. In East Jerusalem, 1 Palestinian family demolished their own home in Ras al-Amud In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Maghazi; no injuries were reported. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. Director Bar had also in recent days held meetings with head of Egyptian intelligence Abbas Kamel and Jordanian officials. (HA, JP, MEMO 11/16)

An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The Spanish woman was also sentenced by the military court to 13 months in prison and a fine of $16,000 after entering a plea deal. (HA 11/16; AP, TOI 11/17)

The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. The hackers were able to use the websites to gain access to computers of website visitors. (GDN, VICE 11/16; HA, MEMO 11/17)

U.S. ambassador to the UN Linda Thomas-Greenfield met with Israel’s defense minister Benny Gantz in Israel. According to the readout from the meeting, Ambassador Thomas-Greenfield urged Gantz to curb settlement activity. (HA 11/16; MEMO 11/17)

Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. Israel said it will allow 1,000 Palestinian merchants and 350 senior businesspeople from Gaza to enter Israel from 8/15 for the 1st time since 3/2020, when the COVID-19 outbreak took hold in Israel. Israeli forces also handed an evacuation order to Palestinians near Tuqu’ for their livestock, forcing them to remove their livestock and dismantle their agricultural structures within 14 days. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. The Meretz party wrote a letter to Israeli defense minister Benny Gantz, calling the decision to expand Israeli settlements “a dangerous move.” The U.S. later criticized Israel’s decision to expand Israeli settlements, on 8/13, saying that settlement activity is an obstacle to a 2-state solution. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Kochavi said the military will back soldiers who make mistakes in their judgements in relation to lethal shootings, but not if the soldiers act reckless. (HA 8/12)

Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. Human Rights Watch (HRW) said its investigation into the events of the Israeli assault on Gaza in May, dubbed Operation Guardians of the Wall, had showed that Hamas’s rockets fired at Israel “violated the laws of war and amount to war crimes.” HRW also said that Hamas’s rockets had killed 12 civilians in Israel and a misfired rocket had killed 7 Palestinians in Gaza.
