A young Israeli woman is found dead in a forest on the outskirts of West Jerusalem. The circumstances around her death are initially unclear (Israel’s Shin Bet will, on 2/9, report that she was raped and killed by a West Bank Palestinian who was “nationalistically motivated”). In the West Bank, IDF troops detain 2 members of the International Solidarity Movement who were escorting Palestinian students to school through an Israeli security zone in Hebron. They also confiscate a vehicle and arrest 1 Palestinian during a raid near Hebron; and patrol near Nablus, Jenin, Hebron, and Tulkarm. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel near Jabaliya refugee camp. They also open fire on Palestinian shepherds working near Gaza City and al-Bureij refugee camp, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya; 1 fisherman is injured. Hundreds of Palestinians in Gaza claim that the PA has not delivered their salaries on time this month. A PA official in Ramallah says that the payments are being delayed due to a “technical fault” and that the delay has nothing to do with PA president Mahmoud Abbas’s efforts to increase pressure on Hamas in Gaza. The World Bank approves a $30 million grant to support the PA’s efforts to improve government transparence and to strengthen the electricity, water, and health sectors of the Palestinian economy. (MNA, WAFA 2/8)

Hamas spokesman in Amman Ibrahim Ghawshah announces the group will escalate attacks in the West Bank to make conditions there similar to Gaza, to force Israel to withdraw. (MM 3/18)

Occupied Palestine/Israel: Israel lifts curfew on part of Gaza Strip, refuses to allow Gazans to reporto work inside green line. Palestinians report that Israeli authorities have ordered them to stop exporting citrus from Gaza. Tel Aviv mayor Shlomo Lahat says that the city will no longer employ Palestinians for street cleaning, garbage collecting, sanitation work: "I don't want to discriminate and make them take only this kind of job, which has been the case up until now" [NYT 5/19]. Israel bans Druze leader from Galilee from entering O.T. for 1 year [FBIS 5/18].

Arab World: Jordan's king Hussein calls Israel's election proposal an attempt to "waste time" [LAT 5/19]. PLO calls on UN to take "practical measures to protect the residents of the West Bank and Gaza" [FBIS 5/19].

Occupied Palestine/Israel: In E. Jerusalem 20-year-old Palestinian from Duhayshah dies from wounds received 2 weeks earlier. In Jamma'in troops open fire, kill Palestinian [FBIS 5/18]. IDF troops shoot, kill Palestinian youth from Nusayrat camp [FBIS 5/19]. At least 3 Palestinians are shot, injured in Tulkarm camp [FBIS 5/18].

Arab World: Soldiers of the Israeli-backed South Lebanese Army (SLA) wound 2 Irish UNIFIL troops in the Israeli-imposed "security zone" [FBIS 5/19].

Occupied Palestine/Israel: Families of 4 commandos killed by IDF (4/12/84), appeal to Supreme Court for release of full text of Zorea Commission report. IDF erects watchtower over Qalandiya refugee camp. Tens of thousands join Peace Now protest in Tel Aviv against continued Israeli occupation of Lebanon; state broadcasting authority bans TV coverage of protest. 5 new West Bank settlements approved [although roadwork for them began 4 mos. ago on expropriated Palestinian olive groves.] Higher Zoning Com. lifts construction ban on Shi'ab Kasseb area of al-Bireh. Delivered to Israel by Jordanian authorities, Samir Hilouh sentenced to 6 yrs. for membership in illegal organization.

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.

Israel/ Occupied Territories: Israeli officials say Government is prepared to allow UNIFIL a 2 month extension, to operate around Palestinian refugee camps above 25 mile security zone, do not want UNIFIL within security zone; MK Yitzhak Rabin says war in Lebanon was illegal use of IDF for far-reaching political goals; Defense Ministry informs Umm al-Fahm residents that 15,000 dunums of their land is declared a military zone and cultivation must cease; troops raid Najah University, remove Palestinian posters and flags; military authorities close Kadri Tukan high school after border police injured by stones following celebration of 18th anniversary of Fateh in Nablus; all Nablus and neighboring Balata camp under undeclared curfew; Israeli traffic stoned in Ramallah and Bethlehem, with total of 5 settlers injured during week; Ministry of Labor and Social Affairs spokesman Avraham Hoffmann says $150,000 promotion campaign will encourage Israelis to settle in West Bank, and provide clearing house for information on available housing, World Zionist Organization goal is 100,000 settlers by 1985, current number is 25,000.

Palestinians/ Lebanese: Arafat meets with Jordanian Prime Minister Mudar Badran, holds press conference in Amman in which he praises the Reagan plan for calling for a settlement freeze, and criticizes plan for denying Palestinian right to independent state; Abu lyad says meeting of Fateh Central Committee in Kuwait on 6 January rejected the Reagan plan; Lebanese-Israeli-US talks held in Khalde deadlocked over agenda as US compromise proposals are unacceptable, but new proposals submitted.
