Israeli FM Barak says that the IDF will respond to increasing tensions in s. Lebanon by carrying out more operations, "even beyond the security zone"; warns that Israel may be forced "to act in a way that also harms the interests of the Lebanese government." After discussing plans with Jerusalem Mayor Kollek, Housing Min. Sharon confirms government is buying land and planning to build homes for Jews in several E. Jerusalem neighborhoods, including Muslim Quarter, Silwan, Wadi Jawz, and Mt. of Olives. (MM 4/7)

IDF convoy ambushed in Hula, S. Lebanon, inside Israeli "security zone" and less than 2 kilometers from Israeli-Lebanese border. 2 soldiers killed, 5 wounded, including 3 officers; 2 SLA soldiers are also wounded. Additional 2 IDF troops are wounded as reinforcements storm the building from which 3 gunmen fired, killing them. Islamic Jihad in Palestine, Islamic Resistance Movement claim joint responsibility for attack. SLA head Gen. Antoine Lahad was reportedly riding in convoy but was not injured. Maj.-Gen. Yitzhak Mordechai, commander of IDF Northern Command, had also been riding in convoy but left shortly before attack occurred. Occupied Palestine/Israel: Israeli Cabinet hears report from Hebrew U. Prof. Roberto Bacchi on falling birth rate among world's Jewish population, predictions that there will be more Palestinians than Israelis living in Israel and the occupied territories by early next century [LT 5/13; JTA 5/14; BG 5/15]. Deputy Agriculture Minister Avraham Katz-Oz stated over the weekend Israel has been overpumping from its water reserves for the past decade by over 1,000 cubic meters; he stated water quotas would be cut this year by 10% from a high of 2 billion cubic meters [JP 5/11].

Arab World: Pres. Husni Mubarak has talks in Jordan with King Hussein [BG 5/12].

Military Action

Arab World: Israeli army spokesperson states Israeli troops kill two guerrillas in S. Lebanon "security zone" [JTA 5/13].

Political Responses:

Israel/ Occupied Territories: Sharon and Shamir address US and Canadian Jews at Israel Bonds conference, both reject Reagan plan, cite differences with US on Lebanon, raise 5 conditions (1. no PLO guerrillas or political operatives, nor any forces in Lebanon from countries without relations with Israel; 2. PLO forces leave Lebanon first, then Israelis and Syrians simultaneously; 3. security zone in South patrolled by Saad Haddad; 4. within security zone, 3 temporary Israeli anti-terror supervision stations, with 250 IDF each, until Lebanese security police sufficiently strong to take over anti-terror operations; 5. Lebanon and Israel estab- lish peaceful, normal relations including open borders and trade).

Arab Governments: President Mubarak arrives in US, after stopping off in Paris for talks with Foreign Minister Cheysson, where he will meet with Reagan, Shultz, Weinberger, Habib, members of Congress, Jewish leaders, and US officials, plans to ask for increase in US aid from $1.3 billion to $1.7 billion.

US and Other Countries: Senior Reagan aide denies plans to suspend US aid or arms deliveries to Israel; in London Court, 2 Jordanians and 1 Iraqi plead not guilty to attack on Israeli Ambassador Argov last June.
