In the West Bank, Israeli settlers block a road between Ramallah and Nablus with burning tires. Israeli forces dressed as Palestinians raid Balata refugee camp, injuring 3 Palestinians, including a 4-year-old who is bitten by a dog and the 2 others with live ammunition. Israeli forces also shoot and injure a Palestinian man during a raid in Sarra. Elsewhere, Israeli forces raid Shu’fat refugee camp, injuring a Palestinian with a baton round. Israeli forces also raid Ramin, demolishing a monument erected to commemorate Palestinians killed by Israeli forces. Meanwhile, Israeli forces arrest 14 Palestinians during late-night raids in and around Qalqilya, Nablus, Tulkarm, Ramallah, and Jenin. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Gaza City, Dayr al-Balah, and Nuseirat refugee camp, killing at least 127 people, including at least 30 in strikes on homes in Dayr al-Balah. More than 27,365 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,630 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,408 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 207 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. The government also says it plans to hire 65,000 construction workers from India, Sri Lanka, and Uzbekistan to replace the 72,000 Palestinians employed at construction sites before 10/7/2023. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. We are actively working to disengage UNRWA from Gaza.” National Security Minister Itamar Ben-Gvir tells the Wall Street Journal that the Biden administration “is busy giving humanitarian aid and fuel” to Gaza instead “of giving us his full backing.” Ben-Gvir also says he encourages Palestinians in Gaza to “emigrate to places around the world.” The High Court of Justice rejects a petition to recuse Prime Minister Benjamin Netanyahu from office. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. State Department deputy spokesperson Vedant Patel says bill would prevent the U.S. from funding UNRWA and the U.S. would instead divert funds to “other partners.” (AJ, HA, HA, NYT, NYT 2/5)

UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. In the West Bank, Israeli settlers attacked a Palestinian family in their home in the Masafer Yatta area, causing bruises. Israeli settlers also opened fire at Palestinians harvesting olives in Kafr Ni’ma; no injuries were reported. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. Meanwhile, Israeli forces violently dispersed Palestinian protesters near Far’un, injuring 1 with live ammunition. Israeli forces also shot and injured 3 Palestinians near the separation wall west of Attil. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with live ammunition. Israeli forces also demolished 2 agricultural structures in Mughayyir al-Abeed in the Masafer Yatta area. Additionally, Israeli forces fired tear gas near a hospital in Dura, causing tear-gas related injuries. A rocket, either launched from Gaza or an Iron Dome interceptor, hit Baqa ash-Sharqiya, killing 1 Palestinian and injuring 6 others. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli forces also violently dispersed Palestinians in Isawiya and Ras al-Amud. Elsewhere, Israeli forces arrested 13 Palestinians on suspicion of incitement and supporting Hamas. In Gaza, Israeli naval forces fired shells at a port west of Gaza City and Khan Yunis, damaging the port and fishing boats. Israeli airstrikes also killed hundreds of Palestinians and caused damage, especially to the Rimal, al-Karama, and al-Furqan neighbourhoods and Jabaliya. Gaza economy minister Juad Abu Smallah was reportedly assassinated by Israel. It was reported that white phosphorus bombs were dropped on al-Karama. UNRWA said its headquarters in Gaza was hit by Israeli bombs. Hundreds of rockets were fired at Israel from Gaza. Near Gaza, Israel said it had killed 4 militants at a beach north of Gaza and 2 in Kibbutz Re’im. Militants were also reported to have attacked Mefalsim, causing casualties. In Lebanon, militants fired anti-tank missiles at an Israeli vehicle and Israeli forces attacked militants with a helicopter and artillery. Rockets were also fired toward Israel. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. Israeli media reported that as of 9 p.m. more than 1,000 Israelis and foreign nationals had been killed and 2,806 injured since 10/7. The UN said 263,934 Palestinians have been displaced, with 175,486 people sheltering at UN facilities. All but 1 mobile communications tower was destroyed in Israeli strikes. More than 610,000 people in Gaza were disconnected from the water supply due to Israeli actions. The Gaza Power Plant was reported to run out of fuel by noon on 10/11, with electricity currently limited to 3-4 hours per day. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. Defense Minister Yoav Gallant said the Israeli military would release “all constraints” on its attacks on Gaza and is “transitioning to a full-scale offensive.” The Israeli military said it had dropped hundreds of tons of bombs on Gaza and is emphasizing “damage, not precision.” (AJ 10/9; AJ, AJ, HA, HA, REU, REU 10/10)

PA president Mahmoud Abbas spoke with Norwegian prime minister Jonas Gahr Støre about the Israeli attack on Gaza. PA envoy to the UN Riyad Mansour wrote a letter to the UN Security Council calling Israeli actions, including intentional starvation of Gaza, “genocidal.” (REU, WAFA 10/10)

The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. Berlin police banned pro-Palestinian demonstrations planned for 10/11, saying expressions of solidarity with Palestine pose a threat to public order. Australian police said a planned pro-Palestinian protest scheduled for 10/15 will be an unauthorized activity. (HA 10/10; REU 10/11)

UK home secretary Suella Braverman sent a letter to English and Welsh police, saying that waiving Palestinian flags may in some instances be illegal in cases where it is “intended to glorify acts of terrorism.” (AJ 10/10)

EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Borell further said that the “overwhelming majority” of EU states are against cutting aid to Palestinians, as suggested by some EU officials. (AJ, HA, REU 10/10)

The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. Turk also said Israeli airstrikes had struck residential and UN buildings as well as UN schools. (AJ, REU 10/10)

The UN Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel said that there was clear evidence that war crimes had been committed in Israel and Gaza. (AJ, UN, WAFA 10/10)

Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. Biden condemned Hamas in a speech, calling their operation “unconscionable.” Secretary of State Antony Blinken spoke to President Mahmoud Abbas, calling on him to condemn the Hamas operation. In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The Israeli cabinet approved the establishment of a committee in preparation for the creation of a law enforcement force under the direct control of National Security Minister Itamar Ben-Gvir. The establishment of the force was Ben-Gvir’s condition for accepting Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation on 3/27. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. The French foreign ministry said that it is assisting Palestinian human rights lawyer Salah Hamouri with legal support and has urged Israel to release Hamouri and allow him to reside in East Jerusalem, where he is from. Al Jazeera announced that it had filed a lawsuit with the ICC against Israel over the killing of its journalist Shireen Abu Akleh. Al Jazeera said it had found new evidence that refutes Israel’s claim that Abu Akleh was killed by mistake in an exchange of fire between Israeli forces and Palestinian militants. The U.S. state department spokesperson Ned Price said that the U.S. opposed Al Jazeera’s lawsuit at the ICC. Itamar Ben-Gvir, presumed to be the next Israeli national security minister, subsequently said that Al Jazeera should be expelled from Israel. In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse.
