In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 and causing damage. Israeli settlers also vandalized citrus and almond trees and other property near Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian man after he shot and killed an Israeli soldier near the Kedumim settlement, west of Jit. Hamas claimed responsibility for the killing of the soldier, citing Israel’s massive attack on Jenin on 7/3 and 7/4. Israeli forces also razed a road and seized a tent and a vehicle near Duma. Elsewhere, Israeli forces opened fire at a Palestinian vehicle traveling near Haris, causing damage. Israeli forces also demolished 2 residential structures in Wadi Abu Hindi, displacing 13 Palestinians. 7 Palestinians were arrested during late-night raids in Ramallah, Kafr Ni’ma, Silat ad-Dhahr, Tura, Yatta, and Qalqilya. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Silwan and al-Eizariya. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. The Jenin Brigades issued a statement saying “[i]t is heart-breaking that we are being fatally stabbed in the back by our own people, the PA security services, which committed an act on Tuesday that no fighter or defender of this land would accept,” referring to a PA arrest of 2 Palestinians who were wanted by Israel. The UAE said it would donate $15 million to UNRWA and Algeria said it would donate $30 million to the PA to help rebuilt Jenin refugee camp after the 2-day long Israeli invasion of the camp on 7/4 and 7/5, which caused wide-spread damage to Palestinian property. (ALM, AP, HA, WAFA 7/6; HA, NA 7/8)

New Hampshire governor Chris Sununu signed an anti-BDS executive order barring the state from investing in companies that boycott Israel. The executive order was signed at a ceremony attended by Israeli ambassador to the UN Gilad Erdan. (MDW, MEE 7/7)

In the West Bank, Israeli settlers set fire to 6 Palestinian-owned vehicles and threw stones at an ambulance in Majdal Bani Fadil. Israeli settlers also threw stones and blocked traffic near Ramallah, al-Bireh, Huwwara, Jit, Dayr Balut, Tubas, Burin, and Jericho. Elsewhere, Israeli settlers vandalized 3 commercial structures in Ein al-Beida and Bardala. An Israeli settlement security guard shot and killed 1 Palestinian man who allegedly attempted to enter the Kedumim settlement armed with a gun. Israeli forces shot and injured 1 Palestinian during a raid in al-Eizariya. Israeli forces also shot and injured 1 Palestinian minor during a raid in Aida refugee camp. In East Jerusalem, Israeli forces shot and severely injured a 13-year-old Palestinian boy who allegedly shot and injured 2 Israeli settlers near Silwan. In Tel Aviv, some 60,000 Israelis protested against the Israeli government for the fourth Saturday in a row. In what the Israeli security cabinet called a response to the 1/27 attack on Israeli settlers in East Jerusalem, the cabinet decided to fast track legislation that will shorten the process for Israeli civilians to obtain gun licenses, revoke the social security benefits of the relatives of accused Palestinian assailants and see the relatives deported, demolish the homes of accused Palestinian assailants, and “strengthen” settlements in the West Bank. In the West Bank, Israeli forces shot and killed 1 Palestinian minor who was carrying a toy weapon in Shu‘fat refugee camp during a punitive demolition raid in the camp. The family home of Udai Tamimi, who is accused of killing an Israeli soldier in October 2022, was demolished by the Israeli forces. Israeli forces also shot and killed 1 Palestinian man who allegedly attempted to stab an Israeli soldier outside of the Kedumim settlement. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Israeli forces also demolished 2 structures in Maeen and 6 homes in Ein ad-Duyuk at-Tahta. 11 Palestinians were arrested during late-night raids in Bethlehem, Jericho, Beit Umar, and Silwad. In East Jerusalem, Israeli forces violently dispersed Palestinians in Silwan, injuring 1 Palestinian minor who succumbed to his injuries on 1/27. 8 Palestinians were arrested in Silwan and Sur Bahir. In the West Bank, Israeli forces delivered demolition notices for 6 agricultural structures and 1 residential structure and delivered stop-work orders for 2 houses and a water well in Wadi Rahal. Israeli forces also raided Khirbet Humsa, seizing tools and tents used for agricultural purposes. 10 Palestinians were arrested, including 8 during late-night raids in and around Tuqu’, Hebron, Beit Umar, and Bir al-Basha, and 2 were arrested at a checkpoint near Jenin. Israel’s civil administration advanced, for the 1st time during the U.S. Biden administration, settlement units to be built in the West Bank. 2,860 housing units were approved in Har Brakha, Revava, Elon Moreh, Hermesh, Karnei Shomron, Beit El, Givat Ze’ev, Kefar Etzion, Alon Shvut, Teneh, Sansana, Vered Yericho, Ma’aleh Mikhmash, Efrat, Tal Manashe, Talmon, Shima’a, and Kedumim. The approval also included the retroactive approval of units in Elon Moreh, Alei Zahav, Peduel, and Eli, and the “legalization” of the Mitzpe Danny outpost and an outpost in Haroeh Haivri. PA prime minister Mohammed Shtayyeh met with EU officials, including the high representative for foreign affairs Josep Borrell in Brussels. Prime Minister Shtayyeh called on the EU to take concrete steps to end Israeli settlement expansion. Shtayyeh also called on the EU to recognize the State of Palestine. The Israeli Knesset voted down a bill that would recognize the 1956 Kafr Qasim massacre. Only 12 members voted for the bill while 93 voted against. The bill was sponsored by Aida Touma-Sliman, Ofer Cassif, and Ayman Odeh of the Joint Arab List. (HA 10/26; HA 10/27; HA 10/28)

U.S. deputy of state for management and resources Brian McKeon told the Senate Foreign Relations Committee that it is his understanding that the U.S. needs Israel’s permission to reopen the U.S. consulate to Palestinians in Jerusalem. (HA, JP, MEMO 10/28)

Florida’s boycott of the Ben & Jerry’s ice cream company’s parent company Unilever went into effect after a 90-day period given to the company to reverse Ben & Jerry’s decision to stop selling ice cream in West Bank settlements and to end its franchise agreement in Israel. Florida will now stop new investments in Unilever, but its $39 million already invested in the company will not be affected. (TOI 11/26; JP 11/27; MEMO 11/29)

In the West Bank, the Israeli military said that 1 Palestinian tried to ram a group of soldiers at a checkpoint near Ya‘bad and that a gun fell from the car as it passed the soldiers; no injuries were reported. 1 Israeli settler struck an Israeli soldier near the Kedumim settlement. Israeli settlers also threw stones at Palestinian vehicles on the Nablus-Ramallah and Qalqilya-Nablus roads, damaging some; no injuries were reported. Israeli forces clashed with Palestinians at a checkpoint in Hebron, leading to tear-gas related injuries. 8 Palestinians were arrested, including 6 during late-night raids in and around Qaryut, al-Twana, Luban al-Sharqiyya, Ramallah, and Balata refugee camp; 2 were arrested at checkpoints near Tubas and Nablus. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas met with the head of the Palestinian Central Election Commission Hanna Nasser to discuss dates for general Palestinian elections. President Abbas said a date would be set no later than 1/20. (WAFA 1/9)

Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 29th Saturday in a row in Jerusalem. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (AJ, WAFA 1/10)

The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara. Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid.
