Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Jericho; a crew of journalists from Palestine TV are detained, cuffed, and blindfolded during the raid in Jericho. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli settlers also fence off a tract of Palestinian-owned land in Silwan. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Maghazi, Beit Lahiya, and al-Bureij refugee camp, killing at least 107 people. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, killing 5 people and injuring at least 10.18 patients are evacuated from the Nasser Hospital in Khan Yunis. More than 29,092 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,028 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,511 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 233 Israeli soldiers have been killed and 1,373 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 9 trucks carrying aid enter Gaza. Israelis block the Nitzana crossing between Israel and Egypt, preventing aid entering Gaza via crossing. The UN Office of the High Commissioner for Human Rights (OHCHR) says it has received information that Palestinian women and girls have been “arbitrarily executed in Gaza, often together with family members, including their children.” The office also expresses alarm over the arbitrary detention of hundreds of women and girls in the West Bank and East Jerusalem, including reports of sexual assault of detainees, including rape. U.S. State Department spokesperson Matthew Miller says the U.S. “strongly encourage[s] Israel to thoroughly and transparently investigate credible allegations and ensure accountability for abuses and violations” in response to the OHCHR’s statement. The ICJ begins hearings in the case of Israel’s occupation of Palestinian territories. 52 countries will present oral and written arguments before the court between 2/19 and 2/26. The case was triggered on 12/30/2022 when a majority of members of the UN General Assembly voted to seek an opinion on the legal consequences of the Israeli occupation of Palestine. PA foreign minister Riyad al-Maliki, PA ambassador to the UN Riyad Mansour, and academics and legal experts address the ICJ judges on the first day of the hearings. Al-Maliki urges the judges to order an end to the Israeli occupation. Israeli prime minister Benjamin Netanyahu says Israel does not recognize the legitimacy of the ICJ proceedings. Prime Minister Netanyahu says he will submit legislation to the Knesset to reject “international efforts to force on us a Palestinian state.” Finance Minister Bezalel Smotrich tells his Religious Zionism party that he has called on Netanyahu to end the Oslo Accords if “unilateral steps [are] taken against the state of Israel,” including ending all transfers of funds to the PA. EU high commissioner for foreign policy Josep Borrell says 26 of 27 EU members call for an immediate pause in fighting in Gaza. The only country not to support the statement is Hungary. (AJ, HA, REU 2/19)

Brazilian president Luiz Inacio Lula da Silva recalls the Brazilian ambassador to Israel in response to Israeli foreign minister Israel Katz saying Lula will not be welcome in Israel until he retracts comments comparing Israel’s assault on Gaza to the Holocaust. A report by the London School of Hygiene & Tropical Medicine and the Johns Hopkins Center for Humanitarian Health projects that between 2/7 and 8/6/2024 the excess number of deaths in Gaza could range from 4,200 to 259,680. In the best scenario where a ceasefire is reached and no epidemics occur the mean estimate is 6,550 excess deaths while in the worst scenario where the attacks escalate and epidemics occur the mean estimate of excess deaths is 85,750. In the West Bank, Israeli settlers opened fire at Palestinians harvesting olives in Qusra; no injuries were reported. Israeli settlers with a military escort also raided Wadi al-Hasin, injuring 1 Palestinian minor and entering homes and commercial stores. Israeli forces raided Jenin and Jenin refugee camp, killing 3 Palestinians, including 2 in a drone strike, and arresting Fatah’s secretary general in Jenin Ata Abu Ramila and Fatah member Jamal Hawil. Israeli forces also shot and killed 1 disabled 65-year-old Palestinian man during a raid in Tulkarm. Elsewhere, Israeli forces raided a funeral procession for 1 child killed on 10/31 in Beit Umar, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 2 Palestinians, including a child, during raids in Aida refugee camp and Ya’bad. Meanwhile, Israeli forces demolished 2 homes and 4 agricultural structures in al-Khader and seized a bulldozer in Deir Balut. Palestinians in the West Bank and East Jerusalem observed a general strike in protest over Israel’s attacks on Gaza. 62 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, Hebron, Qalqilya, Ramallah, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel again cut off phone and internet services. The services were gradually restored 8 hours later. At least 280 Palestinians were killed and 697 injured in Israeli airstrikes in Gaza. Israel conducted massive airstrikes on Jabalia refugee camp for a second day in a row. Hamas said 195 Palestinians were killed, 777 were injured, and 120 are missing in Jabalia refugee camp in the past 2 days. Israel claimed it had assassinated Hamas member Muhammad Asar. Rockets were fired at Israel. In Lebanon, Israeli forces attacked several places it said was linked to Hezbollah. Hezbollah said it had shot down an Israeli drone. Lebanon’s state run news agency said 2 Lebanese shepherds were killed by Israeli forces while grazing their herds by the Wazzani river. The Ministry of Health in Gaza said at least 8,805 Palestinians had been killed, including around 5,811 women and children, and 22,240 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. The Indonesian Hospital’s main generator stopped working, putting the hospital’s oxygen station, ventilators, air-conditioners, and fridges in the morgue out of commission. 14 out of 35 hospitals in Gaza were out of commission. The UN said 11 out of 20 bakeries in Gaza have been destroyed in Israeli airstrikes since 10/7. The UN also said it had recorded 171 settler-related incidents of violence against Palestinians and Palestinian property, 7 a day, since 10/7. The Israel Prison Service said 6,704 Palestinians were imprisoned in Israel, including 2,070 who were held in administrative detention. 1,512 were imprisoned during the month of October. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. Palestinian Prisoners Society spokesperson Amani Sarahneh said a medical report issued by the Israel Prison Service showed that Omar Daraghmeh, who died in Israeli custody on 10/23, had “internal bleeding, particularly in his stomach and intestines.” The UN Human Rights Office reported that Palestinians arrested by Israel have been subject to violent and humiliating acts by Israeli forces during their arrest.  (AJ, UNOCHA 11/1; HA 11/2)

Hamas said that 7 of the captives held by Hamas were killed in the Israeli airstrikes on Jabalia refugee camp on 10/31, saying “almost 50” of the captives have been killed in Israeli bombardments since 10/7. (AJ 11/1)

Reporters Without Borders (RSF) filed war crime complaints to the ICC in relation to the killing of 8 Palestinian and 1 Israeli journalists. RSF said 34 journalists had been killed since 10/7. UN commissioner for human rights Volker Turk said the Israeli attacks on Jabalia refugee camp could amount to war crimes. Colombian president Gustavo Petro condemned the attack and said “[i]t’s called Genocide, they do it to remove the Palestinian people from Gaza and take it over.” EU high commissioner for foreign policy Josep Borell called the Jabalia refugee camp attack appalling. Israeli defense minister Yoav Gallant said Israeli finance minister Bezalel Smotrich should transfer the PA tax revenue to the PA, as it helps “in preventing terrorism.” It was reported that Gallant was left with the decision of whether to use new emergency regulations to ban Al Jazeera’s operations in Israel. Israeli sources told Haaretz that the Israeli government was hesitant to shut down Al Jazeera’s operations in Israel as it may undermine Qatari negotiations on a prisoner exchange. The Religious Zionism party said its MK Zvi Sukkot will be appointed chairman of the Knesset subcommittee on West Bank issues. Sukkot has been arrested several times and had restraining orders against entering the West Bank for his connection to settler violence.  (HA 11/1; HA 11/2)

For the first time U.S. president Joe Biden called for a “pause” to “get the prisoners out.” White House press secretary Katrine Jean-Pierre announced that the Biden administration will develop a national strategy to counter Islamophobia in the U.S., mentioning the “barbaric killing of Wadea al-Fayoume” a Palestinian American child who was killed by his landlord near Chicago on 10/15. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. In the West Bank, Israeli settlers fenced off a Palestinian pasture near Khirbet al-Farisiyya. Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, injuring 1 with a baton round, 2 with a tear-gas canister, and others with tear gas. Israeli forces also shot and injured 1 Palestinian with a baton round during a raid in al-Arroub refugee camp. Elsewhere, Israeli forces fired tear gas near a school in Hebron, causing tear-gas related injuries to students. Israeli forces also demolished 1 agricultural structure and uprooted 15 olive trees near Dura and seized agricultural machinery in Khirbet Umm al-Jamal near Tubas. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Nablus, Bayt Ibia, Jaba‘, and Dahariya. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. In the West Bank, 1000s of Israeli settlers with military protection marched to the partially evacuated Homesh settlement outpost, leading to a confrontation with Palestinians protesting the march; 79 Palestinians were injured. Israeli defense minister Benny Gantz had originally warned that Israeli forces would not protect the settlers, but reversed that decision. The march was attended by Yamina MK Idit Silman and Religious Zionist MK Itamar Ben-Gvir. Israeli settlers also vandalized 40 olive trees in Jaba‘. Elsewhere, Israeli settlers vandalized solar panels, electric poles, and a water tank in Wadi Qana. Israeli forces shot and injured 1 Palestinian man using live ammunition in Hebron. 2 Palestinians were arrested in Wadi as-Samen. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to make way for Israeli settlers touring the site. U.S. secretary of state Antony Blinken spoke with PA president Mahmoud Abbas, Jordanian foreign minister Ayman Safadi, and Israeli foreign minister Yair Lapid in an effort to calm the situation at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also spoke with Israel’s president Isaac Herzog about the situation at the compound. Citizen Lab found that spyware from the Israel company Cytrox was found on a CNN Greece journalist’s phone. The journalist was working on covering a Greek corruption scandal when his phone was infected with the spyware known as Predator. (HA 4/19)

Israeli forces punitively demolished the family home in Silat al-Harithiya of 1 Palestinian accused of killing an Israeli settler on 12/16/2021 near the Homesh settlement outpost by detonating explosives placed in the house; Israeli forces violently dispersed Palestinians protesting the demolition, killing 1 minor with live ammunition and injuring 17. Israeli forces also demolished 1 agricultural structure and uprooted olive trees in Beit Umar and demolished 1 agricultural structure in Halhul. In East Jerusalem, Israeli police violently dispersed Palestinians with stun grenades, skunk water and rubber-coated bullets who were protesting the reopening of a makeshift outdoor office in Sheikh Jarrah by Itamar Ben-Gvir of the Religious Zionism party; 31 Palestinians were injured, including 6 by rubber-coated bullets and 1 by a stun grenade, and 12 were arrested including Palestinians and settlers. Ben-Gvir and other Israeli settlers declared that they are the “landlords” of Sheikh Jarrah and danced in front of the home of the Salem family who are threatened by eviction in the neighborhood while throwing various objects at the family. Israeli forces also closed off Sheikh Jarrah to Palestinians and pro-Palestinian activists. Israeli forces also removed MK Ahmed Tibi from the home of the Salem family while he was visiting their home in solidarity. Hamas and the PA condemned Ben-Gvir for his provocative acts. The EU expressed concern about the situation in Sheikh Jarrah. 2 Palestinian families demolished their own homes in Sur Baher, displacing 13. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. Israeli forces also opened fire at agricultural lands east of al-Bureij; no injuries were reported. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)
