In the West Bank, Israeli forces shot and killed 1 Palestinian man near Halhul, saying the man had opened fire at Israeli forces at a checkpoint. 19 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Qabatiya, Silwad, and Bethlehem. In East Jerusalem, Israeli police prevented the Jordanian ambassador to Israel Ghassan Majali from entering the Haram al-Sharif compound, saying he would have to coordinate his visit with Israeli authorities, which he rejected. Jordan subsequently summoned the Israeli ambassador to protest the incident. Ambassador Majali eventually visited the holy site a couple of hours after the incident. Israeli forces demolished 1 house in Beit Safafa. 1 Palestinian minor was arrested during a late-night raid. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah el-Sisi and King Abdullah II of Jordan in Cairo. The 3 leaders released a joint statement calling on Israel to stop undermining the 2-state solution. (MEMO, WAFA, WAFA 1/17; MEMO 1/18)

U.S. senator and co-chair of the senate Abraham Accords (Israel normalization) Caucus Jacky Rosen (D-NV) told Israeli officials that she does not want members of Otzma Yehudit and the Religious Zionism Party to attend any meetings her and the bipartisan group of senators she is traveling with are participating in. 7 members of the Abraham Accords caucus will meet officials in Israel, the UAE, Bahrain, and Morocco during their trip. In the West Bank, Israeli settlers raided Huwwara, leading to a confrontation between Palestinians and Israeli forces; tear-gas related injuries were reported. Israeli forces violently dispersed Palestinians seeking to enter Israel through the separation wall near ‘Anin, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinians in Tulkarm, causing tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Israel, Israeli forces shot and arrested 1 Palestinian man who had entered a checkpoint at Ben Gurion International Airport. Israeli police said that the man had taken a wrong turn from the Tel Aviv-Jerusalem highway and did not intend to carry out an attack. Israel started dismantling the Karni crossing east of Gaza City to extend the Gaza Fence. The Karni crossing, for movement of commercial goods, was closed by Israel in 2007. (MEMO 12/5; AP 12/6)

Benjamin Netanyahu’s Likud Party and the Religious Zionism Party agreed to change the procedure for how the coordinator of the activities in the territories and the head of the Civil Administration are appointed. The 2 positions will in the next government be filled by Israeli politicians rather than by the military chief of staff and defense ministry. Outgoing Israeli prime minister Yair Lapid condemned the agreement. (HA 12/4; HA 12/5)

Speaking at the J Street conference in Washington D.C., U.S. secretary of state Antony Blinken said that the U.S. expects to work with the next Israeli government in the same manner it has with previous governments, but warned about potential threats to the 2-state solution, including settlement expansion, annexation, and changes to the status quo of the holy sites in Jerusalem. Secretary Blinken also noted that Israelis and Palestinians “do not enjoy equal measures of freedom,” which he said they are entitled to. (AJ, AP, F24, HA, REU, WAFA 12/4)

In the West Bank, Israeli settlers vandalized 9 Palestinian vehicles and sprayed racist graffiti in Jinsafut. Israeli settlers also razed 40 olive trees in Shufa. Elsewhere, Israeli settlers attacked 2 Palestinians, including a disabled man, in Burqa. Israeli forces demolished 1 Palestinian house under construction in al-Bireh. Israeli forces also released an attack dog at a Palestinian during an arrest in al-Bireh; a video of the incident shows the man with his hands in the air as Israeli forces releases the dog on him. Israeli military later defended the act, calling it proper because the dog was wearing a muzzle. 10 Palestinians were arrested during late-night raids in Khirbat Makhul, Qarawat Bani Hassan, Kafr ad-Dik, Balata refugee camp, ‘Anata, Abu Dis, Hebron, and Halhul; 1 Palestinian was shot and injured by Israeli forces using live ammunition during the raid in Abu Dis. In East Jerusalem, Israeli settlers vandalized 15 Palestinian vehicles in Sheikh Jarrah. Israeli police violently dispersed Palestinians with stun grenades who were protesting a provocative settler presence led by Itamar Ben-Gvir of the Religious Zionism party, who had reopened a makeshift outdoor office in Sheikh Jarrah on 2/13; 1 was assaulted by Israeli police and 2 were arrested. Israeli forces also demolished 1 commercial structure in Bayt Hanina. In Gaza, Israeli forces made incursions and leveled 15 dunams (3.5 acres) of farmland near Khan Yunis. In the West Bank, Israeli settlers vandalized 5 agricultural structures in Kafr ad-Dik. Israeli forces punitively demolished the family home in Silat al-Harithiya of 1 Palestinian accused of killing an Israeli settler on 12/16/2021 near the Homesh settlement outpost by detonating explosives placed in the house; Israeli forces violently dispersed Palestinians protesting the demolition, killing 1 minor with live ammunition and injuring 17. Israeli forces also demolished 1 agricultural structure and uprooted olive trees in Beit Umar and demolished 1 agricultural structure in Halhul. In East Jerusalem, Israeli police violently dispersed Palestinians with stun grenades, skunk water and rubber-coated bullets who were protesting the reopening of a makeshift outdoor office in Sheikh Jarrah by Itamar Ben-Gvir of the Religious Zionism party; 31 Palestinians were injured, including 6 by rubber-coated bullets and 1 by a stun grenade, and 12 were arrested including Palestinians and settlers. Ben-Gvir and other Israeli settlers declared that they are the “landlords” of Sheikh Jarrah and danced in front of the home of the Salem family who are threatened by eviction in the neighborhood while throwing various objects at the family. Israeli forces also closed off Sheikh Jarrah to Palestinians and pro-Palestinian activists. Israeli forces also removed MK Ahmed Tibi from the home of the Salem family while he was visiting their home in solidarity. Hamas and the PA condemned Ben-Gvir for his provocative acts. The EU expressed concern about the situation in Sheikh Jarrah. 2 Palestinian families demolished their own homes in Sur Baher, displacing 13. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. Saafin was sentenced to 16 months in prison but will be released in May, as the sentence included time served. (HA, JP, TOI 2/22)

In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Salfit. Israeli forces demolished 1 greenhouse in Jayyus and 1 house in Idhna. Israeli forces also delivered stop-work notices for 8 apartments and an animal barn in Qaryut. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague.
