Elsewhere, Israeli forces punitively demolish the family home of a Palestinian prisoner in ‘Urif, displacing 5 people. Israeli forces also seize the roof of a building in Ya’bad, turning it to a military post. Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. Israeli forces bomb Khan Yunis, Jabalia refugee camp, al-Bureij refugee camp, Maghazi, Nuseirat, and Beit Lahiya, killing at least 210 people, including 13 from tank shells fired at a UN shelter and 3 at a Red Crescent shelter in Khan Yunis. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,250 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. In the West Bank, Israeli settlers set fire to a carshop in Beitin, damaging all the vehicles. Israeli settlers also vandalize Palestinian-owned vehicles in al-Twana, puncturing tires and smashing windshields. Elsewhere, Israeli settlers dig graves outside of a school in al-Ma’rajat. Israeli settlers also kill 2 Palestinian-owned sheep in Kisan. Israeli forces shoot and kill a Palestinian man at the Annab checkpoint near Tulkarm, claiming he had opened fire at the soldiers. Israeli forces shoot and injure 2 Palestinians during raids in Beit Furik and al-Bireh. Elsewhere, Israeli forces assault 2 Palestinians in Ya’bad and seize a vehicle and a forklift. Israeli forces also demolish a home in Lasifar in the Masafer Yatta area and a water well in Ras Atiya. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb al-Mawasi, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Rafah, killing at least 195 people. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Amnesty International said Israel had committed war crimes by attacking a church in Gaza City on 10/19 and a residential building in Nuseirat refugee camp on 10/20, which killed 46 civilians, including 20 children. The Commission of Prisoners and Ex-Prisoners Affairs said Israel has imposed additional punitive measures on Palestinian prisoners, including not allowing doctors to visit sick patients, decreasing the quality of the food, denying yard access, confiscating several personal belongings, daily cuts of electricity from 6 p.m. to 6 a.m., and denying prisoners visits from lawyers and family members. The PA foreign ministry issued a statement it later retracted, saying it was Israeli helicopters that killed 364 Israelis during a festival on 10/7 and not Hamas militants.
