Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. The UN Office of the High Commissioner for Human Rights (OHCHR) says it has received information that Palestinian women and girls have been “arbitrarily executed in Gaza, often together with family members, including their children.” The office also expresses alarm over the arbitrary detention of hundreds of women and girls in the West Bank and East Jerusalem, including reports of sexual assault of detainees, including rape. U.S. State Department spokesperson Matthew Miller says the U.S. “strongly encourage[s] Israel to thoroughly and transparently investigate credible allegations and ensure accountability for abuses and violations” in response to the OHCHR’s statement. Hamas says Israel has killed 6,000 of its armed forces since 10/7/2023, contradicting Israel’s claim that the number is 12,000. (HA 2/19)

The Institute for the Study of War and the Critical Threats Project say Israeli forces are constructing a road across Gaza, dividing the north and the south. (AJ 2/20)

The ICJ begins hearings in the case of Israel’s occupation of Palestinian territories. 52 countries will present oral and written arguments before the court between 2/19 and 2/26. The case was triggered on 12/30/2022 when a majority of members of the UN General Assembly voted to seek an opinion on the legal consequences of the Israeli occupation of Palestine. PA foreign minister Riyad al-Maliki, PA ambassador to the UN Riyad Mansour, and academics and legal experts address the ICJ judges on the first day of the hearings. Al-Maliki urges the judges to order an end to the Israeli occupation. Israeli prime minister Benjamin Netanyahu says Israel does not recognize the legitimacy of the ICJ proceedings. Prime Minister Netanyahu says he will submit legislation to the Knesset to reject “international efforts to force on us a Palestinian state.” Finance Minister Bezalel Smotrich tells his Religious Zionism party that he has called on Netanyahu to end the Oslo Accords if “unilateral steps [are] taken against the state of Israel,” including ending all transfers of funds to the PA. The Knesset fails to expel MK Ofer Cassif, reaching 85 out of 90 required votes. The campaign to expel Cassif follows his support of the South African genocide case against Israel at the ICJ. 11 MKs voted against the expulsion while 24 were absent. (AJ, HA, HA, REU 2/19; NYT 2/20)

Brazilian president Luiz Inacio Lula da Silva recalls the Brazilian ambassador to Israel in response to Israeli foreign minister Israel Katz saying Lula will not be welcome in Israel until he retracts comments comparing Israel’s assault on Gaza to the Holocaust. A report by the London School of Hygiene & Tropical Medicine and the Johns Hopkins Center for Humanitarian Health projects that between 2/7 and 8/6/2024 the excess number of deaths in Gaza could range from 4,200 to 259,680. In the best scenario where a ceasefire is reached and no epidemics occur the mean estimate is 6,550 excess deaths while in the worst scenario where the attacks escalate and epidemics occur the mean estimate of excess deaths is 85,750. UNRWA spokesperson in Gaza Adnan Abu Hasna says UNRWA only has funds to provide services in Gaza until the end of February. UN secretary-general Antonio Guterres says any UNRWA staffer who may have taken part in Operation Al-Aqsa Flood on 10/7/23 will be held accountable, but pleads for countries that have suspended their funding for UNRWA to reverse their decisions. Japan and France follow 8 other countries in suspending funding for UNRWA. PA president Mahmoud Abbas issues a statement condemning the Israeli campaign against UNRWA, saying Israel is seeking to destroy the agency. Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The Bank of Israel said it will sell $30 billion of foreign currency to maintain the shekel’s stability in light of the war with Hamas. The shekel had lost 10% of its value compared to the dollar in 2023 before the war. (AJ, ALM, HA, REU 10/9)

Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shu’fat, Isawiya, Silwan, and al-Tur, injuring 1 with a baton round and others with tear-gas. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. The UN Office for the Coordination of Humanitarian Affairs said 84 Palestinians had fled their homes in the Masafer Yatta area since July due to Israeli restrictions on their movement after the 2022 Supreme Court decision to allow Israel to forcefully transfer Palestinians living in the “firing zone.” (HA 10/4)

National Unity Party leader Benny Gantz met with U.S. national security advisor Jake Sullivan at the White House for a briefing on the Saudi-Israeli normalization deal negotiations. It was reported that the White House is seeking to have Gantz’s party and other opposition parties replace the Religious Zionist Party and the Jewish Power Party if Bezalel Smotrich and Itamar Ben-Gvir oppose concessions to Palestinians as part of the normalization deal. 20 U.S. senators wrote a letter to U.S. president Joe Biden urging his administration to preserve the option of a two-state solution in a potential Saudi-Israeli normalization deal. The senators said Israel should commit to not annexing any of the West Bank; halt settlement expansion; dismantle illegal settlements, including those retroactively legalized; allow natural growth in Palestinian towns and cities; and allow Palestinians to travel within the West Bank without interference. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Israeli government ministers Bezalel Smotrich and Itamar Ben-Gvir, along with 11 members of the Likud Party, sent Prime Minister Netanyahu a letter demanding that Israeli-Saudi normalization not be tied to improvements for the Palestinian people. (HA 9/21; HA 9/22)

Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The report called for investment in health, education, social support, employment opportunities for youth and women, and infrastructure. In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, Israeli settlers with a military escort raided Madama, assaulting 2 Palestinians and vandalizing 1 home and 40 olive trees. Israeli forces seized 1 tractor in ‘Azzun. Israeli forces also smashed windows in a mosque during a raid in Hebron. The Israeli government allocated additional Palestinian land to the Mevo’ot Jericho and Amichai settlements through the Settlement Division. Libyan prime minister Abdul Hamid Dbeibeh suspended Foreign Minister Najla Mangoush after Israeli foreign minister Eli Cohen said he had met with her last week in Rome, discussing possible cooperation. The Libyan foreign ministry maintained that it had rejected an invitation for a meeting with Israel, that Cohen and Mangoush’s meeting was “unplanned and incidental,” and that Libya “outright rejects” normalization. Mangoush later fled Libya on a private plane as demonstrators blocked roads and burned tires near the foreign ministry in Tripoli. In the West Bank, Palestinians set an Israeli settler vehicle on fire in Turmus ‘Ayya after an Israeli settler drove his car into the town. The settler was unharmed. Israeli settlers brought their livestock to graze on Palestinian crops in the Masafer Yatta area, causing damage. Israeli forces injured 112 Palestinians, including 109 by tear gas, during a raid in Beita. Israeli forces also raided Beit Furik, causing tear-gas related injuries. Elsewhere, Israeli forces raided Tulkarm refugee camp, injuring 4 Palestinians, including 2 by live ammunition and 2 who were rammed by a military jeep. The Israeli cabinet approved a 5-year plan that will see $850 million invested in developing East Jerusalem, including in infrastructure, education, employment, and welfare. The cabinet also approved 2,000 new housing units for Palestinian residents. In the West Bank, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian accused of killing 2 Israelis on 2/26 before being shot dead a week later. 2 Palestinians were wounded by live ammunition, 5 by baton rounds, and 185 by tear gas during the raid, while 60 were forced to leave their homes and were detained at a nearby mosque during the demolition. 3 homes in the same building as the demolished apartment were damaged along with 2 nearby buildings. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement.
