In the West Bank, Israeli forces arrest 25 Palestinians during raids in and around Qalqilya, Hebron, Bethlehem, Tulkarm, Ramallah, and Jenin. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, al-Bureij, and Gaza City, killing at least 92 people. In Lebanon, Israeli forces bomb Naqoura, Aitaroun, Ayta ash Shab, Marwahin, and Hamool. Hezbollah forces fire anti-tank missiles at Metula; there are no reports of injuries or damage. More than 31,645 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,676 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 192 trucks carrying aid enter Gaza, including 13 trucks that arrive in Jabalia refugee camp and Gaza City. Israeli prime minister Benjamin Netanyahu says during a press conference with German chancellor Olaf Scholz that Israel will invade Rafah, but that Israel will enable civilians to leave the city. Haaretz reports that Israeli finance minister and minister with a portfolio at the Defense Ministry Bezalel Smotrich is trying to appoint a settler, Hillel Roth, from the Yitzhar settlement as the deputy head of the Civil Administration and transfer authority over settlement building regulations to him instead of the military’s Central Command. U.S. president Joe Biden meets with Irish prime minister Leo Varadkar, saying that a ceasefire and more humanitarian aid is needed in Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. A White House readout of the meeting says Harris reiterates Israel’s right to defend itself, expresses deep concern for the humanitarian situation in Gaza, and urges Hamas to accept a 6-week ceasefire. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. An Israeli settler shoots and kill a Palestinian man after he shoots and kills 2 Israeli settlers at a gas station near the Eli settlement. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. President Mahmoud Abbas meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag and USAID administrator Samantha Power in Ramallah. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. In the West Bank, Israeli settlers raid Kisan, assaulting a Palestinian family and warning them to flee the area. Israeli settlers also set up caravans on Palestinian-owned land in Deir Istiya. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces during a raid in Tulkarm on 11/7. Israeli settlers opened fire at Palestinian vehicles near Bethlehem; no injuries were reported. Israeli settlers also began constructing a settlement road on Palestinian-owned land in Birin. Israeli forces shot and killed 4 Palestinians, including 2 children, and injured 17 others during raids in al-Fara’a refugee camp, Ya’bad, and Balata refugee camp. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. UN secretary general Antonio Guterres said in a report issued by the UN that Israel has used disproportionate force in the West Bank in recent years, saying some killings “appeared to amount to extrajudicial executions.” (AP 11/3)

Chilean president Gabriel Boric met with U.S. president Joe Biden at the White House. After the meeting Boric said the Israeli response to Al Aqsa Floods operation on 10/7 had been disproportionate and unacceptable and condemned both Hamas and Israel. The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. 2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)
