Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Meanwhile, Israeli forces raid Tulkarm and Nur Shams refugee camp, uprooting streets. Israeli forces also arrest 55 Palestinians during late-night raids in and around Hebron, Tubas, Bethlehem, Qalqilya, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. More than 30,534 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 71,920 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 413 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 107 children. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. Israeli forces raid Tulkarm refugee camp and Nur Shams refugee camp, firing a missile from a drone at Palestinians in Tulkarm refugee camp, causing injuries, and uproot streets with bulldozers and punitively demolish a home in Nur Shams refugee camp. Israeli forces also raid al-Ram, Yatta, and Qalqilya, injuring 6 with live ammunition, including a child. Elsewhere, Israeli forces install an iron gate blocking the northern entrance to Birzeit. Large demonstrations are held in protest against the Israeli assassination of Saleh al-Arouri and a general strike is staged in the West Bank and East Jerusalem. Human Rights Watch (HRW) calls on Israel to release information about how many Palestinian workers from Gaza were detained by Israel on or after 10/7, how many are still being held in detention centers, and what the basis is for their detention. U.S. State Department spokesperson Matthew Miller calls the South African genocide case against Israel at the ICJ “meritless” and counterproductive. U.S. National Security Council spokesperson John Kirby condones the Israel assassination of Saleh al-Arouri in Beirut on 1/2, saying Israel “has a right and responsibility to go after the threat that Hamas poses.” Kirby also says that Hamas’ ideology cannot be eliminated, and the group will likely not be erased, as is Israel’s stated goal. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Bruqin. Armed Israeli settlers also threatened Palestinian shepherds in the Jordan Valley. Israeli forces attempted to assassinate 3 Palestinians traveling in a vehicle near Balata refugee camp, firing a missile at their car; no injuries were reported. Israeli forces also shot and injured 4 Palestinians, including 2 children, during raids in Tuqu’, al-‘Ayn, and Shuweika. Elsewhere, Israeli forces assaulted a Palestinian in Hebron. Israeli forces also punitively demolished the family homes of 2 Palestinians prisoners in ‘Urif. In East Jerusalem, Israeli forces severely assaulted a journalist, hospitalizing him in Wadi al-Juz. Israeli forces also violently dispersed Palestinians heading to the Haram al-Sharif compound. In Gaza, telecommunications remained cut off for the second day in a row, obfuscating reporting on the number of casualties. Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 100 Palestinians, including Al Jazeera journalist Samer Abudaqa and Palestinian New Press journalist Ramy Budair and 3 civil defense workers during an airstrike that also wounded Al Jazeera Gaza bureau chief Wael al-Dahdouh in Khan Yunis. Abudaqa was reportedly left to bleed out for 5 and half hours while rescue teams tried to secure safe passage during Israeli shelling of the area. Several members of al-Dahdouh’s immediate family were killed in an Israeli air strike on 10/25. Israeli forces also shot and killed 3 Israeli captives that had either been freed or escaped captivity in the Shuja‘iya neighborhood of Gaza City, mistaking them for Palestinians. The 3 were shirtless and holding up a white flag. The Israeli military called the incident “a tragic error.” Separately, 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, causing damage near Jerusalem. In Lebanon, Israeli forces attacked Ramiya, Beit Lif, and near Alma al-Chaab, saying shots were fired toward Israel. Israel also dropped leaflets in Kfar Shuba, threatening residents to stop Hezbollah from operating in the area for their own safety. In the Red Sea, projectiles fired from Yemen hit 2 cargo ships. The UN Office for the Coordination of Humanitarian Affairs released a report, saying 476 Palestinians, including 112 children, have been killed by Israeli forces and settlers in 2023. Of the 476, 276 have been killed since 10/7. 12,566 have been injured, including 1,841 children. Hamas said it had agreed to the terms of the first prisoner exchange and temporary ceasefire. Islamic Jihad said it was coordinating with Hamas on the prisoner exchange deal. The Israeli war, security, and government cabinets convened in separate meetings in the evening to discuss the deal. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. Israeli military spokesperson Daniel Hagari said, “because of Hamas’s use of hospitals for military purposes, [the hospitals] will lose special protection in the international court.” Israel has presented animations, pictures of purported tunnels, and a video from al-Rantisi Children’s Hospital that it said was proof of Hamas’s presence at hospitals, all of which did not show any evidence to back Israel’s claim. In the video from al-Rantisi Children’s Hospital, Israel showed a piece of paper hanging on the wall that it claimed was a list of Hamas militants’ names. However, the list was merely a calendar with the names of the days of the week written in Arabic. The U.S. said it had intelligence that suggested a Hamas and Islamic Jihad presence at hospitals in Gaza, including al-Shifa. A U.S. national security council spokesperson said “[w]e do not support striking a hospital from the air and we don’t want to see a firefight in a hospital where innocent people, helpless people, sick people trying to get medical care they deserve are caught in crossfire.” Hamas called for the UN to inspect all hospitals in Gaza to debunk the Israeli and U.S. claims. Doctors at al-Shifa also rejected the claim that Palestinian militants were operating in the hospital. Reporters Without Borders (RSF) filed war crime complaints to the ICC in relation to the killing of 8 Palestinian and 1 Israeli journalists. RSF said 34 journalists had been killed since 10/7. UN commissioner for human rights Volker Turk said the Israeli attacks on Jabalia refugee camp could amount to war crimes. Israeli defense minister Yoav Gallant said Israeli finance minister Bezalel Smotrich should transfer the PA tax revenue to the PA, as it helps “in preventing terrorism.” It was reported that Gallant was left with the decision of whether to use new emergency regulations to ban Al Jazeera’s operations in Israel. Israeli sources told Haaretz that the Israeli government was hesitant to shut down Al Jazeera’s operations in Israel as it may undermine Qatari negotiations on a prisoner exchange. For the first time U.S. president Joe Biden called for a “pause” to “get the prisoners out.” White House press secretary Katrine Jean-Pierre announced that the Biden administration will develop a national strategy to counter Islamophobia in the U.S., mentioning the “barbaric killing of Wadea al-Fayoume” a Palestinian American child who was killed by his landlord near Chicago on 10/15. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. Israeli settlers set up tents and sheep pens on Palestinian land in Shaab al-Butum in the Masafer Yatta area. Israeli forces shot and killed 1 Palestinian during a raid in Aqabat Jaber refugee camp, 2 were arrested. Israeli forces also raided Jalbun, leading to tear-gas related injuries. Elsewhere, Israeli forces issued 23 stop-work orders for homes in Qarawat Bani Hassan. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. A diplomat told Haaretz that the delegation had informed Israel about the tour beforehand but when they contacted the Israeli army to request assistance they did not show up. (HA, WAFA 9/21)

U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Israeli government ministers Bezalel Smotrich and Itamar Ben-Gvir, along with 11 members of the Likud Party, sent Prime Minister Netanyahu a letter demanding that Israeli-Saudi normalization not be tied to improvements for the Palestinian people. (HA 9/21; HA 9/22)

Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The report called for investment in health, education, social support, employment opportunities for youth and women, and infrastructure. The report was issued ahead of a donor conference for Palestine which will take place on the sidelines of the annual UN General Assembly meeting. (HA 9/20)
