More than 28,340 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,984 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 387 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 99 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 227 Israeli soldiers have been killed and 1,326 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israeli finance minister Bezalel Smotrich says, “the Egyptians bear considerable responsibility for October 7.” A spokesperson for the Egyptian Foreign Ministry says Smotrich is trying to divert attention from Israel’s own shortcomings. Foreign Minister Israel Katz and Interior Minister Moshe Arbel say UN special rapporteur on the Palestinian territories Francesca Albanese will be banned from Israel, citing her comments that the “victims of 7/10 were not killed because of their Judaism, but in response to Israel’s oppression.” U.S. representative to the UN Human Rights Council Michele Taylor accuses Albanese of having a “history of using anti-Semitic tropes.” (AJ, HA 2/12; AJ 2/13)

U.S. president Joe Biden meets with Jordanian king Abdullah II at the White House. Biden tells the press that Palestinians in Rafah need to be protected. The UN Security Council meets to discuss the situation in Rafah and an Algerian draft resolution calling for a ceasefire. Stephane Dujarric, spokesperson for the UN secretary-general, says the UN will not play a part in Israel’s plans for evacuation of Rafah, saying “there is no place that is currently safe in Gaza.” ICC chief prosecutor Karim Khan says he is deeply concerned about Israel’s plans in Rafah, adding “[a]ll wars have rules and the laws applicable to armed conflict cannot be interpreted so as to render them hollow or devoid of meaning.” Khan also says Israel has not changed its conduct in Gaza and “those who do not comply with the law should not complain later when my Office takes action pursuant to its mandate.” (AJ, HA, NYT 2/12; AJ, HA 2/13)

The U.S. Senate votes 70-29 to approve a bill which if approved by the House and President Biden would provide $95 billion in military aid to Ukraine, Taiwan, and Israel, including $14 billion to Israel, ban funding of UNRWA, and provide $9.15 billion in humanitarian assistance to civilians in conflict zones, including in Gaza and the West Bank. Biden calls on the House to immediately approve the Senate bill, which he says, “provides Israel with what it needs to protect its people against the terrorist groups like Hamas and Hezbollah and others.” Before voting in favor of the bill, Senator Chris Van Hollen (D-MD) says Israel is committing “textbook” war crimes in Gaza. Israeli forces also violently dispersed Palestinian protesters in Jalbun, causing tear-gas related injuries and seizing a home to use as a watchtower, displacing 2 families of 9. In East Jerusalem, Palestinian shop owners were told by Israeli authorities to close their stores in the Old City for a settler celebration of Sukkot. Palestinians under the age of 70 were also prevented from entering the Haram al-Sharif compound between 7 a.m. and 2:30 p.m. to allow settler tours. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Beit Umar. 2 Palestinian children were arrested in Hebron and a shepherd was arrested while grazing his sheep near Deir Istiya. 30 diplomats from EU countries, the UK, Canada, and Norway toured the Jenin refugee camp to inspect the damage done by Israel during its assault on the camp earlier in the week. The tour was made at the request of UNRWA. EU representative to Palestine Sven Kühn von Burgsdorff said during the tour that the EU is “concerned about the deployment of weaponry and weapons systems which question the proportionality of the military during the operation.” (AJ, HA, WAFA 7/8)

Israeli national security minister Itamar Ben-Gvir said that Israeli settlers who shoot at Palestinians when suspecting a crime will no longer have their weapons temporarily confiscated by Israeli forces. (WAFA 7/9)

Russia announced that the country and the Israeli-run Jerusalem municipality made an agreement to allow Russia to construct “a complex of buildings and structures used for the need of the branch office of the Consular section of the Russian Embassy in Israel” at a parking lot in Jerusalem. In the West Bank, Palestinians in the Jenin district observed a general strike in protest against the Israeli raid on 3/16 which killed 4 Palestinians and injured 23 others in Jenin refugee camp. Israeli settlers vandalized some 50 olive trees in Husan. Israeli forces shot and killed 1 Palestinian man near al-Bireh, claiming that he had a knife in his hand. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with live ammunition, 1 with a baton round, and others with tear gas. In the West Bank, unknown assailants opened fire at a car carrying 4 settlers to Joseph’s Tomb, causing the driver to lose control of the vehicle, lightly injuring the 4 settlers. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, Israeli settlers razed a tract of Palestinian-owned farmland near al-Farisiyya. 1 Israeli settler also hit 1 Palestinian minor with his vehicle near Beita, causing fractures. Israeli forces opened fire at a vehicle it claimed had tried to ram Israeli soldiers at the Hizma checkpoint; no injuries were reported and the driver fled the scene. 4 others were arrested as additional suspects. Israeli forces also delivered a stop-work order for a house in al-Khader and a demolition notice for a residential structure in al-Arroub refugee camp. Elsewhere, Israeli forces injured 6 Palestinians, including 3 with live ammunition 1 with a baton round, and 2 by ramming them with a car in Mazra‘a al-Gharbiya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. 8 Palestinians were arrested during late-night raids in Ni‘lin, al-Midya, Nur Shams refugee camp, and Hebron. In Syria, Israeli forces fired missiles at the southern part of Damascus from the Israel-occupied Golan Heights, killing 3 people and causing damage. It was also reported by Syrian media that the missiles created a fire at the Damascus international airport. (AP, HA 5/20; AJ, REU 5/21)

In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In East Jerusalem, 4 Palestinians were arrested in the Old City and Shu‘fat. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)
