In the West Bank, Israeli settlers set up utility poles on Palestinian land near Tuqu’ to supply a settlement outpost with electricity. Israeli settlers also set up caravans near Qusra. Israeli forces raid Tulkarm refugee camp and Nur Shams refugee camp, firing a missile from a drone at Palestinians in Tulkarm refugee camp, causing injuries, and uproot streets with bulldozers and punitively demolish a home in Nur Shams refugee camp. Israeli forces also raid al-Ram, Yatta, and Qalqilya, injuring 6 with live ammunition, including a child. Elsewhere, Israeli forces install an iron gate blocking the northern entrance to Birzeit. Large demonstrations are held in protest against the Israeli assassination of Saleh al-Arouri and a general strike is staged in the West Bank and East Jerusalem. In East Jerusalem, Israeli settlers tour that Haram al-Sharif compound. Israeli forces demolish 3 homes and a commercial structure in Jabel Mukaber and violently disperse Palestinians protesting the demolitions, injuring several by assault; 14 people are displaced due to the demolitions. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, al-Bureij refugee camp, Rafah, Dayr al-Balah, and Nuseirat refugee camp, killing at least 128 people and attacking the Palestinian Red Crescent Society headquarters in Khan Yunis for the second day in a row. 2 Israeli soldiers are killed in combat. The Palestinian Prisoner’s Society says Israel arrested 11,000 Palestinians in 2023, including 1,085 children and 300 women, noting that 5,500 have been arrested after 10/7 and the current number of Palestinian prisoners is 8,800, including 3,291 held without charge. 661 Palestinians from Gaza are held at the Sde Teiman military base, which is used as a detention camp. Human Rights Watch (HRW) calls on Israel to release information about how many Palestinian workers from Gaza were detained by Israel on or after 10/7, how many are still being held in detention centers, and what the basis is for their detention. Hezbollah secretary-general Hassan Nasrallah says in a speech that Hezbollah will retaliate against the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut, praises Houthi attacks in the Red Sea, condemns the U.S. for preventing a ceasefire in Gaza, and says Israel has suffered a strategic defeat. U.S. State Department spokesperson Matthew Miller calls the South African genocide case against Israel at the ICJ “meritless” and counterproductive. U.S. National Security Council spokesperson John Kirby condones the Israel assassination of Saleh al-Arouri in Beirut on 1/2, saying Israel “has a right and responsibility to go after the threat that Hamas poses.” Kirby also says that Hamas’ ideology cannot be eliminated, and the group will likely not be erased, as is Israel’s stated goal. In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, during a raid in Fawwar refugee camp. Israeli forces also raided Nur Shams refugee camp for 9 hours using 40 armored vehicles, demolishing 3 homes. Elsewhere, Israeli forces demolished 5 homes in Furush Beit Dajan, displacing 70 people. 55 Palestinians were arrested during raids in and around Nablus, Tubas, and Tulkarm, including former PLC member Khalida Jarrar. In East Jerusalem, Israeli authorities forced 3 Palestinian families to demolish their own homes in Jabel Mukaber and Shu’fat. In Gaza, telecommunications were down throughout Gaza. Israeli forces bombed Khan Yunis, Rafah, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Maghazi, killing dozens of people, including at least 100 in Maghazi. Israeli forces also directly hit the Palestinian Red Crescent Society’s headquarters in Khan Yunis, causing damage. Israel said it had assassinated Hamis al-Najar, a member of the Hamas Legislative Council, in an airstrike in Khan Yunis that also killed his wife, 2 children, and several of his grandchildren. 3 Israeli soldiers were killed in combat. PA president Mahmoud Abbas gave a speech calling the events in Gaza greater and more horrific that the Nakba. Abbas said Israeli prime minister Benjamin Netanyahu’s plan was to rid historic Palestine of all Palestinians and said he would continue to work toward Palestinian political reconciliation. PA ambassador to the UN Riyad Mansour wrote a letter to the UN Security Council president, saying Israel has ignored Security Council Resolution 2720, adopted on 12/22. (AJ 12/26; AJ 12/27)

In the West Bank, Israeli settlers vandalized around 1,000 olive, almond, and grape trees in al-Khader. Israeli forces shot and injured 2 Palestinians during a raid in Ya’bad. Israeli forces demolished 2 homes and razed land, uprooting 120 olive trees and water pipes in Birin. 56 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Kafr Ni’ma, Jaba’, Nablus, and Bethlehem. In East Jerusalem, Israel forced a Palestinian family to demolish their apartment building in Jabel Mukaber. Israeli forces raided Palestinian homes in Sheikh Jarrah, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. Israel and Hamas agreed to extend the ceasefire agreement until the morning of 11/30. 33 Palestinians were released from Israeli prisons as part of the fourth prisoner exchange, including 3 women and 30 boys. 17 Hamas-held captives were released, including 3 French citizens, 2 Germans, 6 Argentinians, and 6 Thai nationals. Hamas said it was willing to negotiate the exchange of Israeli soldiers held in Gaza and that they had located more captives. U.S. national security council spokesperson John Kirby said that the U.S. hopes to see the ceasefire extended further. Qatari prime minister Mohammed bin Abdulrahman Al Thani said Hamas needs to locate more than 40 women and children held captive by different factions to be able to extend the ceasefire further. Prominent Palestinian activist Ahed Tamimi was one of the names added to the list of Palestinian prisoners Israel is willing to release in exchange for Hamas-held captives. The PA finance ministry said public servants will only be paid 50% of their salaries due to Israel withholding a large part of the PA tax revenue, leading to the PA refusing to accept the heavily reduced funds. (WAFA 11/27)

An Israeli court charged Palestinian journalist Marwat al-Azza with sympathizing with a terror organization, incitement to terrorism, and obstruction of justice for a social media post. Al-Azza was arrested on 11/24. (HA 11/28)

X, Tesla, and SpaceX owner Elon Musk met with Israeli prime minister Benjamin Netanyahu, touring the Israeli villages attacked during Operation Al-Aqsa Flood. Hamas later invited Musk to see the devastation in Gaza to which Musk responded that it “[s]eems a bit dangerous there right now.” Israel said Musk had promised not to activate the Starlink internet satellites over Gaza without Israel’s permission. Israeli defense minister Yoav Gallant told Israeli soldiers that after the ceasefire ends the Israeli attacks “will be bigger and take place throughout the Gaza Strip.” (AJ, HA 11/27)

At a meeting hosted by the Union for the Mediterranean in Barcelona, Jordanian foreign minister Ayman Safadi said Israeli attacks on Gaza are within the realm of the legal definition of genocide. PA foreign minister Riyad al-Maliki said the attendees had to find a way to pressure Israel to stop its attacks. 43 countries, mostly represented by foreign ministers, attended the meeting that was chaired by EU high commissioner for foreign policy Josep Borell. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Aqraba, forcing them to flee. Israeli forces raided Jenin, killing 5 people, including a child, and injuring 14, with 1 death and 11 injuries resulting from an airstrike. Israeli forces prevented the Palestinian Red Crescent from reaching the injured and put the Jenin Governmental Hospital and the Ibn Sina Hospital under siege. Israeli forces also shot and killed 2 Palestinians, including a child, near al-Bireh and in Qabatiya. Israeli forces also shot and injured 6 Palestinians, including 2 children, during raids in Qarawat Bani Hassan, Burqa, al-Arroub refugee camp, Qabatiya, and Beit Umar. Elsewhere, Israeli forces also violently dispersed Palestinians gathered near the Ofer Prison, dropping tear gas from drones, shooting 3, including a child, with live ammunition, and opened fire at a Palestinian Red Crescent ambulance near the Ofer Prison, causing damage. Israeli forces also razed 100 dunams (25 acres) of land east of Qalqilya, uprooting 150 olive trees. 17 Palestinians were arrested during raids in and around Askar refugee camp, Jenin, Hebron, Qalqilya, and Jericho. In East Jerusalem, Israel forced a Palestinian family to demolish their own home in Jabel Mukaber, displacing 4 people. In Lebanon, Israeli forces opened fire at a UNIFIL vehicle; no injuries were reported. Israel also said it had shot down a surface-to-air missile launched from Lebanon. 39 Palestinian prisoners were released from the Damon, Megiddo, and Ofer prisons on the second day of the prisoner exchange. 13 Israelis and 4 Thai nationals were released. The exchange was delayed by 7 hours as Hamas said Israel had violated the agreement by only allowing half the agreed number of aid trucks to enter northern Gaza and not releasing Palestinians who had been imprisoned for a longer period than 2 years. Israel said the UN was responsible for the lack of aid deliveries. Before the exchange took place, Israel threatened that it would start bombing Gaza at midnight if the issues were not resolved. Egypt said it had received positive signals from both sides that the ceasefire could be extended beyond the initial 4-day period. A delegation of Qatari intelligence officers arrived in Israel to ensure the exchange process continues “smoothly” and to discuss a possible extension of the ceasefire. The Tulkarm Brigades said it had executed 2 Palestinian men, saying they were collaborators with Israel giving information that led to the killing of 3 Palestinians by Israeli forces on 11/6. The group released a video on Telegram that purportedly showed the 2 men confessing to working with Israeli intelligence. The Times also said that Israeli attacks on Gaza have killed more Palestinians faster than in any other conflict in the 21st century. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. Israel’s military advocate general said that the soldiers responsible for the death of Palestinian American Omar As’ad on 1/12/22 will not be criminally prosecuted. 78-year-old As’ad died of heart failure after being arbitrarily detained and left on his stomach on the floor in a yard of an abandoned house while handcuffed, blindfolded, and gagged. The U.S. State Department said on 6/14 that it is seeking more information from Israel about the decision not to charge the soldiers. The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. Commenting on Israeli settler attacks against Israeli soldiers in recent weeks, prime minister Yair Lapid said he would not allow “criminal militias in the State of Israel” during a cabinet meeting. Defense minister Benny Gantz also said that Israel will not accept the attacks. The cabinet approved the appointment of Herzl Halevi as new IDF chief of staff during the meeting. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. The Israeli government approved a plan to double the settler population in the occupied Golan Heights. In promotional material for the upcoming book Trump’s Peace: The Abraham Accords and the Reshaping of the Middle East by Israeli journalist Barak Ravid, it was revealed that former U.S. president and likely candidate for the Republican presidential ticket in 2024, Donald Trump, made significant U.S. policy changes to help former Israeli prime minister Benjamin Netanyahu win elections in Israel. Former President Trump told Ravid that he recognized the Golan Heights as part of Israel and, separately, announced plans to move the U.S. embassy to Jerusalem to help Netanyahu, who was struggling in the Israeli elections. Trump also told Ravid that he left the Iran Nuclear deal because of Israel and dismissed the idea that it was due to Israeli intelligence, mocking the idea that Israel had presented anything new at the time. Ravid further reports in his book that Trump believes that Netanyahu never had any interest in making peace with the Palestinians. Trump explained to Ravid that PA president Mahmoud Abbas “was almost like a father” and that he thought Abbas wanted to make peace more than Netanyahu. Trump acknowledged to Ravid that his strategy of pressuring the Palestinian leadership back to negotiations after recognizing Jerusalem as the capital of Israel had failed, saying “[t]hese are hardened people.” Netanyahu and Trump had a significant personal fallout due to Israel’s push to annex most of the West Bank, outside of the framework of the Trump administration’s plan for a peace deal. It was also revealed that Trump now holds a grudge against Netanyahu because Netanyahu congratulated U.S. president Joe Biden on his election win in 2020, which Trump has falsely claimed to be fraudulent and has never officially conceded. In Ravid’s book Trump’s Peace, new details about the normalization agreement between Israel and the UAE are also revealed. According to Ravid, Avi Berkowitz, aide to senior advisor to the president Jared Kushner, suggested to Netanyahu on 6/30/2020 that he normalize relations with the UAE instead of moving ahead with annexation of parts of the West Bank. The UAE ambassador to the U.S. Yousef Otaiba had been in talks with the U.S. about normalization since March 2019 and had been pushing normalization with Israel. Ravid also writes in his book that UK ambassador to the UN Karen Elizabeth Pierce warned Berkowitz and U.S. special envoy to Iran Brian Hook that the UK and other countries would recognize the State of Palestine if Israel moved forward with annexing parts of the West Bank. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. Islamic Jihad said its members had ended a mass hunger strike against Israeli collective punitive measures put in place in the wake of 6 Palestinians fleeing Gilboa prison on 9/6. An Islamic Jihad official said Israel had lifted the measures against the Islamic Jihad prisoners that first prompted the prisoners to start the hunger strike on 10/12. An Israeli security official told the Times of Israel that the Israel Prison service had not made any concessions to the hunger-striking prisoners. (ALM 10/22)

Israel’s defense minister Benny Gantz signed an order declaring 6 Palestinian rights groups terrorist organizations: Addameer, al-Haq, the Union of Agricultural Work Committees, the Bisan Centre for Research and Development, the Union of Palestinian Women’s Committees, and Defense for Children International – Palestine. Defense Minister Gantz alleged that the 6 groups are “part of a network of organizations operating under cover in the international arena” on behalf of the political party the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. Israel’s evidence for the allegations was classified and Israel did not state any plans to prosecute individual members. The general director of al-Haq Shawan Jabarin called the accusations “nonsense” and said Israel’s “occupation has no limits to its injustice and insanity.” The PA called the designation “a strategic assault on Palestinian civil society.” The U.S. did not officially criticize the move but said it was not informed of it prior to the announcement and said it would like to review the evidence. Israel claimed that the U.S. had been informed. Several U.S. congresspeople condemned the Israeli government for its attack on the Palestinian organizations, including Betty McCollum (D-MN), Ilhan Omar (D-MN), and Mark Pocan (D-WI). Amnesty International and Human Rights Watch released a joint statement calling the designation “appalling and unjust” and said that the international community must respond. In East Jerusalem, 1 Palestinian demolished 2 rooms added to his house in Jabel Mukaber. 6 Palestinians, including 4 minors, were arrested in the Old City and Silwan. Hamas’s official in charge of prisoner affairs Zaher Jabarin said that Hamas had made a new proposal for a prisoner swap with Israel. According to the Lebanese newspaper Al Akhbar, 1 proposal included swapping 2 Israeli prisoners and the remains of 2 Israeli soldiers held by Hamas in exchange for the 6 Palestinians who escaped Gilboa prison on 9/6 and were later rearrested, along with all women and children held by Israel. A 2d proposal included providing information about the 2 Israelis held by Hamas in exchange for the release of women, children, and some of the Palestinians rearrested after a prisoner swap in 2011, followed by the release of thousands of Palestinians and the release of the Israelis held in Gaza. A new poll by the Palestinian Center for Policy and Survey Research found that 78% of the 1,270 Palestinians surveyed in the West Bank and Gaza wanted PA president Mahmoud Abbas to resign. The poll also found that 63% of the people polled believe that the PA or PA security leaders ordered the murder of Nizar Banat in order to silence his criticism of the PA. Progressive members of the Democratic Party in the house of representatives opposed adding $1 billion to funding of the Israeli Iron Dome to a stopgap government funding bill. Half the members of the progressive caucus said they would vote no on the bill if the Iron Dome funding was not removed, citing a need for transparency in military aid. The $1 billion, an addition to the $3.8 billion that Israel receives in military aid each year, will likely pass later either as a stand-alone bill or as an addition to the 2020 Defense Appropriations bill. House majority leader Steny Hoyer spoke to Israel’s foreign minister Yair Lapid, assuring him that Israel would receive the extra billion from the U.S, calling the issue a technicality. At the UN general assembly, U.S. president Joe Biden said that his administration supports a 2-state solution with “a viable, sovereign, and democratic Palestinian state,” but that “[w]e are a long way from that goal at this moment.” Biden also said that the U.S. would reenter the Iran nuclear deal if Iran does. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. In both the West Bank and Gaza, there are mandates for vaccines for public employees and students over 16. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz in Ramallah. According to the Israeli defense ministry, the 2 talked about security policy, civilian and economic issues, and measures Israel will take to strengthen the PA economy. According to Gantz’s office, among the agreements made were granting residency rights to Palestinians living in the West Bank without legal status and Israel’s providing the PA with an advance of its tax income of $155 million. Gantz also said after the meeting, “the stronger the Palestinian Authority is, the weaker Hamas will be.” Sources close to Israeli prime minister Naftali Bennett said that there was no diplomatic process between Israel and the PA and that there would not be 1 during his time as prime minister. A Palestinian official said that Abbas asked Israel to stop conducting operations in Area A and allow family reunifications as part of efforts to improve the PA-Israel relations. Later at a PLO executive committee meeting, President Abbas said that he had told Defense Minister Gantz that the PA position on peace is based on the Arab peace initiative, and that PA wants Israel to release long-term Palestinian prisoners, return the bodies of Palestinians killed by Israel, end settlement construction, and curb settler attacks. Hamas spokesperson Sami Abu Zuhri called the meeting dangerous and disrespectful. Islamic Jihad also condemned the meeting. The meeting was the 1st between President Abbas and an Israeli government official since 2010. Israeli forces also delivered orders that they would seize 2 tents used by protesters for an ongoing sit-in protest against evictions in Sheikh Jarrah. 1 Palestinian was arrested in Silwan. In Gaza, Israel halved the Gaza fishing zone, from 12 to 6 nautical miles at its largest width, prevented 25 fuel trucks from entering Gaza, and later conducted 1 drone strike in agricultural lands near Jabalia refugee camp and later 2 air strikes in the same area, causing damage to trees and crops. Israel cited incendiary balloons sent from Gaza to Israel as the reason for its attacks. Haaretz reported that Israel banned all Palestinian truck drivers with Israeli citizenship from delivering to Israeli military bases during the Israeli attacks on Gaza in May, dubbed Operation Guardian of the Walls.
