Israeli forces also shoot and injure a Palestinian man during a raid in Balata refugee camp. Elsewhere, Israeli forces uproot around 400 olive tree saplings in Wadi Fukin. Israeli forces also punitively demolish a home in Kafr Dan. Meanwhile, Israeli forces demolish an agricultural structure in Shuqba. Israeli forces also assault 2 Palestinians during a raid near Tubas. Separately, Israeli forces shoot and kill a cow during a raid in al-Halawa in the Masafer Yatta area. Israeli forces also arrest 22 Palestinians during raids in and around Kober, Ramallah, al-Bireh, Hebron, Tulkarm, Qalqilya, and Jericho, including a woman who was exchanged for Israeli captives during the prisoner exchange deal in November 2023. More than 30,631 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,043 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 415 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Presumptive Republican presidential candidate Donald Trump says when asked if he approves of Israel’s conduct in Gaza, “[y]ou have got to finish the problem.” A poll commissioned by the Center for Economic and Policy Research show that 52% of Americans think the U.S. should halt arms shipments to Israel, including 62% of Democrats. In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also shoot and kill a Palestinian man near al-Muntar. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Beit Furik. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. The Israeli military said 1,593 Israeli soldiers have been wounded since 10/7, including 255 who were in serious condition and 446 who were moderately injured. The Israeli socioeconomic cabinet voted unanimously against lifting the ban on entry for Palestinian workers from the West Bank into Israel. Israel is having a labor shortage after expelling all Palestinian workers from Gaza and the West Bank and is expecting thousands of workers from India and Nepal to arrive within 2 weeks. Israeli prime minister Benjamin Netanyahu spoke with Russian president Vladimir Putin. In an Israeli readout of the conversation, Netanyahu was said to have expressed displeasure with the Russian stance against Israel at the UN. The Russian readout said the main focus of the conversation was the “catastrophic humanitarian situation in the Gaza Strip.” Later during a cabinet meeting, Netanyahu thanked the U.S. for providing “important ammunition” for Israel to continue attacking Gaza and for the U.S. veto at the UN Security Council on 12/8. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In the West Bank, a Fatah-organized anti-annexation protest in Jericho drew large crowds and several prominent speakers, including PA prime minister Mohammad Shtayyeh, UN envoy for Middle East peace Nickolay Mladenov, and other foreign diplomats. Israeli forces prevented Palestinians from other parts of the West Bank from reaching Jericho, leading to clashes in the northern part of the Jordan Valley where 8 Palestinians were injured by Israeli forces using rubber-coated bullets and tear gas. Israeli settlers threw stones on Palestinian vehicles traveling between Nablus and Jenin, causing damage. Later, Israeli settlers raided Nablus, leading to confrontations between Palestinians and the Israeli forces escorting the settlers; 1 Palestinian was injured by rubber-coated bullets, others suffered tear-gas related injuries. 16 Palestinians were arrested during raids in and around Jalazun refugee camp, Kobar, Ramallah, Jenin, Tubas, Tulkarm, and Bayt Fajjar. In East Jerusalem, 3 Palestinians were hospitalized after Israeli forces fired tear gas outside their house in Issawiyya. 1 Palestinian was arrested in Issawiyya. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. In the West Bank, Israeli settlers attacked 1 Palestinian man, causing fractures and bruises, and set 1 vehicle on fire in Khirbat Tana. Israeli forces handed notices to several Palestinian families in the Qalqilya district notifying of land seizure totaling 160 dunams (39.5 acres). 16 Palestinians were arrested during late-night raids in and around Bayt ‘Anan, Yatta, Hebron, Qabatiya, Jenin, Bayt Furik, Tubas, and Ramallah. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Issawiyya. In Israel, Israeli forces violently dispersed Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans.
