In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. The UAE, France, and China called a closed-door emergency meeting at the UN Security Council on the Israeli attacks on Gaza. The U.S. prevented a statement critical of Israel from being published. (HA 5/10; HA 5/11)

U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In the West Bank, an Israeli settler assaulted 1 Palestinian man with pepper-spray in Huwwara. Israeli settlers also attacked Palestinian herders in ‘Ain as-Sakout, forcing the Palestinians to flee. Israeli forces closed off Jericho for a second day in a row, impeding traffic in and out of the city during the Eid al-Fitr holidays. 5 Palestinians were arrested, including 4 during a raid in Arab al-Kaabneh in the Masafer Yatta area and 1 at the Container checkpoint. Israeli prime minister Benjamin Netanyahu, National Security Minister Bezalel Smotrich, and Finance Minister Itamar Ben-Gvir met to discuss the government’s response to the upcoming Supreme Court ruling on the demolition of Khan al-Ahmar. The meeting followed calls by Smotrich and Ben-Gvir for the government to end its responses to the Supreme Court related to the matter. On 4/24 the Israeli government issued a brief saying that it should be up to the government to decide when Khan al-Ahmar will be demolished, calling on the Supreme Court to reject the petition demanding the demolition and displacement of the Palestinians living there. The Israeli Supreme Court overturned an order by Israeli defense minister Yoav Gallant to ban participation of Palestinians from the West Bank at an Israeli Memorial Day ceremony for bereaved families. (HA 4/21; HA 4/23)

Israel arrested Imad al-Adwan, a member of the Jordanian parliament, at the Allenby Bridge crossing, claiming he had smuggled weapons and gold into the West Bank. Khalil Awawdeh, who in 2022 suspended a 172-day hunger strike after Israel promised to end his administrative detention on 10/2/2022, was sentenced to 16-months in prison for using a smuggled mobile phone while on hunger strike. Israel never released Awawdeh from administrative detention despite its promise to do so. (WAFA 3/29) 

Israel launched a spy satellite. The launch was overseen by Defense Minister Yoav Gallant, despite Gallant being fired by Prime Minister Benjamin Netanyahu on 3/26. (GDN 3/28; REU 3/29; NYT 3/30)

Jewish Currents reported that progressive Democratic representative Jamaal Bowman (D-NY) and senator Bernie Sanders (D-VT) circulated a letter, addressed to the Biden administration, urging it to “undertake a shift in U.S. policy in recognition of the worsening violence, further annexation of land, and denial of Palestinian rights. Only by protecting democracy, human rights, and self-determination for all Palestinians and Israelis can we achieve a lasting peace.” Democrats further called for U.S. aid not to support Israeli settlements or violate the Arms Export Control Act. The letter was co-signed by representatives Cori Bush (D-MO), Andre Carson (D-IN), Summer Lee (D-PA), Betty McCollum (D-MN), Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), and Rashida Tlaib (D-MI). In the West Bank, Israeli settlers shot and injured 2 Palestinians and injured 5 others with stones near Khalat al-Daba; 3 cars were also damaged. 13 Palestinians were arrested during late-night raids in Beit Ur al-Tahta, al-Bireh, Jenin, Bethlehem, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces raided the home of 1 Palestinian prisoner in Wadi al-Juz and ordered its occupants to demolish it; municipality workers demolished parts of the inside of the home before leaving. PA prime minister Mohammed Shtayyeh told reporters during a press conference in Ramallah that if Israel does not embrace a 2-state solution, it will result in a 1-state reality of “apartheid.” Prime Minister Shtayyeh reiterated his charge against Israeli prime minister Naftali Bennett, accusing him of a 3-no mantra: no to meeting PA president Abbas, no to peace negotiations, and no to a Palestinian state. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Al-Kidwa said that President Abbas is destroying the foundation by dismissing its board and canceling its independence from the PA. (MEMO 11/11)

Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. The woman, however, only said that she had suspected the organization acted on behalf of the PFLP. (AP, HA, JP, TOI 11/10; +972, MEE 11/11)

Israel, the U.S., Bahrain, and the UAE participated in a joint military drill in the Red Sea. The naval drill is scheduled to last for 5 days. (AJ, AP, HA, MEMO 11/11)

6 progressive-leaning members of U.S. congress, including Jamaal Bowman (D-NY), Mondaire Jones (D-NY), Rosa DeLauro (D-CT), Barbara Lee (D-CT), Melanie Stansbury (D-NM), and Mark Pocan (D-MN) met with Israel’s prime minister Naftali Bennett during a J Street-sponsored trip to Israel and Palestine. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. The U.S., Canada, Hungary, the Marshall Islands, Micronesia, Nauru, and Israel also voted against a resolution condemning Israeli settlement activity and evictions in East Jerusalem. In the West Bank, Israeli settlers threw stones at Palestinians driving near Silat ad-Dhahr. Israeli forces delivered stop-work notices for 9 houses in al-Ramadin and Arab Abu Farda near Qalqilya and demolished 2 agricultural structures in Tarqumiyah. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Islamic Jihad charged the PA with creating division among Palestinians by arresting its members in the West Bank. It was unclear when and how many members of Islamic Jihad the PA had arrested. (MEMO 11/9)

PA prime minister Mohammed Shtayyeh met with a bi-partisan group of senators led by Chris Coons (D-DE) in Ramallah. The group discussed reopening the consulate to Palestinians in Jerusalem and U.S. aid to Palestinians. (WAFA 11/8; TOI 11/10)

In Syria, Israeli forces conducted air strikes in Homs and Tartus, injuring 2 Syrian soldiers and causing damage. (HA 11/8)

Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. Israel never publicly released any evidence to back its claim that Hamas operated out of al-Jalaa building. (HA, MEMO 11/8)

The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. In the West Bank, some 60 Israeli settlers from the Yitzhar settlement threw stones at Palestinians harvesting olives in Burin. Israeli settlers from the Telem settlement also uprooted and vandalized some 100 olive seedlings in Tarqumiyah. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Israeli forces also razed land in al-Zawiya for the 2d day in a row and demolished 2 residential buildings in al-Zanbah. 8 Palestinians were arrested during raids in Tell, Zabbuba, al-Fara‘a refugee camp, and Aida refugee camp. In East Jerusalem, Israeli settlers attacked Palestinians in the Old City. 3 Palestinians were arrested, including 2 during a raid in Isawiya and 1 at the Haram al-Sharif compound. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party].
