In the West Bank, Israeli settlers seized 1 Palestinian-owned home in Hebron. Israeli forces confiscated 3 Palestinian-owned vehicles in the Masafer Yatta area. 11 Palestinians were arrested during raids in Qarawat Bani Zaid, Jalazun refugee camp, Silwad, Ya‘bad, Burqin, and Dheisheh refugee camp. Israel’s minister of education Yifat Shasha-Biton revoked the permanent licenses to operate for 6 Palestinian schools in East Jerusalem, saying their textbooks “incite against the State of Israel and the Israeli Army.” The 6 schools were granted temporary licenses allowing them to operate for 1 year and amend the school curricula. Director of the Jerusalem affairs unit at the PA ministry of education Dima al-Samman said Israel was trying to “eliminate the national awareness of the children of Jerusalem and create a sense of inferiority within them.” (TOI 7/28; MEE 7/29; ALM 8/12)

1 Palestinian prisoner ended his hunger strike of 113 days after he was promised by Israeli authorities that his administrative detention would not be renewed. (WAFA 7/28)

Hamas denied Israeli charges that it hides military sites in civilian areas of Gaza. A Hamas spokesperson said Israel is seeking to justify targeting civilians. (HA 7/27; MEE 7/29)

Democratic members of the House of Representatives André Carson (D-IN), Betty McCollum (D-MN), Marie Newman (D-IL), Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), and Ayanna Pressley (D-MA) held a press conference with members of Shireen Abu Akleh’s family, demanding a U.S.-led investigation into the killing of Abu Akleh. Separately, members of the senate appropriations subcommittee on state and foreign operations Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Dick Durbin (D-IL), Jeanne Shaheen (D-NH), Jeff Merkley (D-OR), and Chris Murphy (D-CT) included language in the State and Foreign Operations report giving the U.S. state department 170 days to submit a report on the steps taken to ensure an independent investigation into the killing of Shireen Abu Akleh is carried out. In the West Bank, Israeli settlers vandalized 69 olive and almond trees near Salfit. Israeli forces delivered stop-work orders for 4 structures east of Yatta and agricultural structures east of Tubas. Israeli forces also arrested 1 Palestinian working his land east of Khirbat Einoun and confiscated 1 vehicle. Elsewhere, Israeli forces placed dirt mounds on 4 roads linking Huwwara to ‘Ayn Bus, ‘Urif, and Jamaeen. 13 Palestinians were arrested during late-night raids in Hebron, Dura, al-Doha, Jalazun refugee camp, and Beita. The Israeli defense ministry sent a letter to the lawyers representing 6 Palestinian rights organizations placed on the Israeli terrorism list, telling them they would need to get official permission to represent the organizations or face up to 7 years in prison. Chief of staff of the Israeli armed forces Aviv Kochavi visited Morocco for meetings with Moroccan defense officials. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. EU high representative for foreign affairs Josep Borrell said that the situation in Palestine was deteriorating and that the annual meetings of the Association council “would be a good occasion to engage with Israel on these issues.” (HA 7/18; ALM 7/19; HA 7/26)

Amnesty International and Citizen Lab published a report saying that at least 30 cell phones belonging to Thai pro-democracy activists, academics, lawyers, and NGO workers were implanted with NSO Group’s Pegasus spyware in 2020 and 2021. (AI, HA 7/18)

In the West Bank, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work by the separation wall near al-Yamun. Israeli forces violently dispersed Palestinian protesters near Dura and in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces delivered demolition orders for 2 houses in Abu Nawwar and a stop-work order for a house in Nahalin. 3 Palestinians were arrested during late-night raids in Qalqilya and Ras al-Far‘a. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The resolution was cosponsored by representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), Cori Bush (D-MO), Chuy García (D-IL), Marie Newman (D-IL), Raúl Grijalva (D-AZ), and André Carson (D-IN). The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. In East Jerusalem, some 600 Israeli settlers toured the Haram al-Sharif compound. 6 Palestinians were arrested in Silwan, al-Tur, Isawiya, and at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Dayr al-Balah. Israeli forces also opened fire at Palestinian agricultural lands east of Khan Yunis and Beit Hanun; no injuries were reported. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representatives Alexandria Ocasio-Cortez (D-NY) and Hank Johnson (D-GA) voted present. Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. Texas is the 4th state to divest from Ben & Jerry’s over its decision to stop selling ice cream in West Bank settlements and to move its franchise regional office from Israel. (NWK 9/23; JP 9/24)
