In the West Bank, Israeli forces killed 3 Palestinians in Jenin, including a child and 2 others in a drone strike, raising the number killed during the more than 60-hour raid to 12, with at least 34 injured and more than 100 arrested. Israeli forces also demolished 3 homes during the raid. Elsewhere, Israeli forces shot and injured 10 Palestinians during raids in Beita, Silat al-Harithiya, Hebron, Deir Abu Mash’al, and Medea. 18 Palestinians, including a 12-year-old, were arrested during late-night raids in and around Bethlehem, Hebron, Nablus, and Ramallah. In Gaza, Paltel said telecommunications were cut off for the fifth time since 10/7. Israeli forces bombed Khan Yunis, Rafah, Nuseirat refugee camp, Jabalia refugee camp, and Gaza City, killing at least 179 people and injuring 303 others. Israeli forces also raided the Kamal Adwan Hospital in Beit Lahiya, obstructing patients’ care leading to the death of 2. An Israeli soldier was killed in combat. In Lebanon, Israeli forces attacked Awidah, Azziyah, and Khiam. In the Red Sea, a U.S. naval destroyer shot down a drone launched from Yemen and a missile was fired at a commercial ship, landing in the sea. More than 18,884 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 50,897 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 280 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 72 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 116 Israeli soldiers have been killed and 648 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid entered Gaza via the Rafah crossing. Israel dropped leaflets in Gaza offering $400,000 for information that would lead to the capture or killing of Hamas leader in Gaza Yahya Sinwar. The leaflets also offered $300,000 for information on Sinwar’s brother Mohammed Sinwar, $200,000 for Rafa’a Salameh, and $100,000 for Mohammed Deif. (HA 12/14)

PA prime minister Mohammed Shtayyeh told AP that it was time for the U.S. to shift its policy from “carrots to Israel to non-carrots,” saying the U.S. must introduce specific measures for a 2-state solution, not only talk about it. (AP, AP, REU 12/14)

U.S. national security advisor Jake Sullivan met with Israeli prime minister Benjamin Netanyahu and members of the Israeli war cabinet. U.S. and Israeli officials told Axios that Sullivan said to Netanyahu that the current intensity of Israel’s attacks on Gaza needs to dissipate within weeks. Netanyahu told Sullivan that Israel will continue its war “until absolute victory.” Sullivan also reiterated that a “revamped and revitalized” PA should govern both the West Bank and Gaza. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. PLO secretary-general Hussein al-Sheikh said that the PA would boycott the Joint Economic Committee meeting on 6/19 is response to the cabinet decision. In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. Israeli forces also raided Khirbet ad-Deir, injuring 1 Palestinian with a baton round and others with tear gas. 17 Palestinians were arrested during late-night raids in Jalazun, Beit Sira, Safa, al-Jib, Dheisheh refugee camp, Jericho, Nablus, Barta‘a, and Silat al-Harithiya. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, 1 Israeli settler was injured in a stabbing incident in Hizma; Israel claimed the man was stabbed by a Palestinian; 1 Palestinian man was arrested on 3/3 for the stabbing and for a different stabbing of an Israeli settler on 3/3. Israeli settlers attacked Palestinians and Israeli soldiers near the Homesh settlement outpost, throwing stones at Palestinian cars and assaulting Israeli soldiers; 8 Israeli settlers were arrested. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces also fired a tear gas canister into a schoolyard in Tell, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in al-Juwaya. Israeli forces also demolished 10 commercial structures in Hizma, affecting 13 Palestinian families. 37 Palestinians were arrested during late-night raids in Silat al-Harithiya, Beita, Tell, Qalqilya, Husan, Dura, and Fawwar refugee camp. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

In the West Bank, Israeli forces delivered a punitive demolition notice for a house in Silat al-Harithiya belonging to a family in which 2 are charged with the killing of 1 Israeli settler on 12/20/2021 near the Homesh settlement outpost. Israeli forces razed a tract of land in Jalud in preparation for expanding the nearby Ahiya settlement. 11 Palestinians were arrested during house raids in Qabatiya, Qalandia, al-Ram, ‘Azzun, Beit Fajjar, Biddu, and Beit ‘Anan. Palestinian Israeli Bedouins in several Naqab villages said they had been experiencing prolonged electricity blackouts for 2 weeks. The Israeli Electricity Corporation (IEC) blamed the blackouts on cold weather and illegal electricity hookups. In a recording of a conversation between an IEC representative and a resident, the representative is heard saying that the Israeli police is preventing them from conducting work to mend the situation, a claim the Israeli police denies. 16 Palestinian Israeli Bedouins were indicted for alleged crimes committed during protests against a forestation program meant to displace Bedouins in the Naqab last week. A total of 155 protesters were arrested over several days of protesting. The protesters are accused of throwing stones and burning tires. (HA 1/20)

PA foreign minister Riyad al-Maliki criticized the U.S. Biden administration for not working to reverse the Trump administration’s one-sided policies against Palestinians during a meeting at the UN security council. Foreign Minister al-Maliki also called on the U.S. to pressure Israel into reversing its rejection of a 2-state solution. Al-Maliki also said that the EU, UN, and Russia had agreed to a ministerial meeting about the Palestinian-Israeli situation but that the U.S. had not. Israeli ambassador to the UN Gilad Erdan accused al-Maliki of ignoring “terror attacks” by Palestinians, holding up a stone that allegedly had been thrown at Israeli forces. (AP, HA, WAFA 1/20)

Former Israeli soldiers acknowledged that there is a mass grave of Palestinians killed during the Nakba in 1948 on a beach in the depopulated village of Tantura, where Israeli forces and militants massacred Palestinian prisoners of war. The Israeli government has denied the existence of the mass grave despite it being published in a thesis in 2000. The mass grave site is now a parking lot for the Dor beach built on the depopulated village. The PA foreign ministry called for an international investigation into the massacre aimed at punishing Israeli officials and institutions covering crimes committed by Israel. Israel and Germany signed a deal for Israel to buy 3 submarines from the Germany company ThyssenKrupp. Germany agreed in 2017 to cover $680 million of the price Israel will have to pay. Israeli Channel 13 aired a program showing NSO Group employees training Ghanaian officials in using NSO’s Pegasus software. Ghana’s government bought the Pegasus software in 2016 to use against political opponents ahead of the 2017 elections. (HA 1/20)

In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Elsewhere, Israeli forces raided al-Lubban Ash-Sharqiya, assaulting the mayor of the village and several students. 13 Palestinians were arrested during house raids in Birzeit, Dura, al-Bireh, Kafl Haris, Abu Dis, Qatanna, Beit Umar, and Dahariya. In East Jerusalem, Israeli authorities handed eviction orders to 2 families living on a plot of land in Sheikh Jarrah that Israel wants to construct a school on. The families were given until 1/25/2022 to leave their property, displacing 12 people. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. Israeli forces also opened fire at Palestinian bird hunters east of Khuza‘a; no injuries were reported. 1 Palestinian prisoner in the Israeli Nafha prison allegedly stabbed 1 Israeli prison guard, lightly wounding the guard. Representatives for Palestinian prisoners held by Israel on administrative detention said the prisoners have decided to boycott sessions in Israeli military courts and in the supreme court from 1/1/2022 because of Israel’s arbitrary use of administrative detention on Palestinians. (HA 12/20)

Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. According to the Israeli military, Israeli settlers attacked soldiers and damaged vehicles at the site as the settlers tried to continue building. The Israeli forces did not demolish a yeshiva building built on the evacuated Homesh settlement outpost. No Israeli settlers were arrested. Palestinians were reported to have thrown stones at an Israeli bus near Hizma, injuring the bus driver who was hit by broken glass. Israeli settlers threw stones at Palestinian vehicles near Burqa, injuring 4 and causing damage. Israeli settlers also raided Ramin and Deir ‘Ammar; no injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles east of Hebron; no injuries were reported. Israeli forces violently dispersed Palestinians protesting a raid in al-Bireh, no injuries were reported. Israeli forces also violently dispersed Palestinian minors throwing stones at Israeli soldiers east of Sa‘ir, injuring 1 with a rubber-coated bullet and arresting 5; they were all released later in the day. Elsewhere, Israeli forces also closed off the main entrance to Sabastia, placing large cement blocks on the road. 6 Palestinians were arrested during a raid in Sa‘ir; Israeli forces violently dispersed Palestinian protesters during the raid, causing tear-gas related injuries. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
