In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. Israeli forces also raided Khirbet ad-Deir, injuring 1 Palestinian with a baton round and others with tear gas. 17 Palestinians were arrested during late-night raids in Jalazun, Beit Sira, Safa, al-Jib, Dheisheh refugee camp, Jericho, Nablus, Barta‘a, and Silat al-Harithiya. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. The Israeli human rights organization B’Tselem appealed to ICC prosecutor Karim Khan to have the ICC act to protect Palestinian residents of Masafer Yatta from expulsion by Israel. (BTselem 10/3; HA, MEE 10/6; MEMO, WAFA 10/7)

In the West Bank, Israeli forces delivered notices that it will seize 170 dunams (42 acres) of land in Qusra, affecting 20 families. Israeli forces also demolished 1 sheep pen in Qalandia. 20 Palestinians were arrested during late-night raids in Silat al-Harithiya, Nur Shams refugee camp, Nablus, al-Khader, Bethlehem, Halhul, and Dheisheh refugee camp. In Israel, 50 Palestinians returning to the West Bank after working in Israel were forced off a bus in Bnei Brak to allow 3 Jewish Israeli men on the bus who did not want to ride with Palestinians. The bus company Tnufa said 1 of the Jewish passengers had impersonated an employee of the Transportation Ministry, who told the bus driver to remove the Palestinians. (HA, MEE 8/9; MEMO 8/10)

The Gaza power plant said it had to reduce the daily supply of electricity from 8 hours to 2-3 hours due to not receiving fuel from Israel, as Israel has closed all crossings into Gaza. (HA, PCHR 8/4; MEMO, MEMO 8/5)

In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. The Israeli readout did not mention the French concern about the Israeli settlement expansion. (AJ, HA, REU 5/17)

In the West Bank, Israeli settlers attempted to set a Palestinian-owned home on fire in Hebron, but fled when the family living in the home woke up. Israeli forces demolished 1 retaining wall and 1 agricultural structure in al-Maniya. Israeli forces also temporarily evicted 6 Palestinian families from their homes in in Khirbat Ibziq to conduct a military exercise; during the drill, 2 cows were killed and 3 were injured. 5 Palestinians were arrested during late-night raids in Silat al-Harithiya, ‘Anata, Dheisheh refugee camp, and Hebron. In East Jerusalem, Israeli forces delivered demolition notices for several commercial structures in Wadi al-Juz; 1 Palestinian minor was arrested during a late-night raid in Isawiya. Israeli police arrested 1 Israeli settler in the Givat Ronen settlement outpost in relation to an attack on Israeli activists helping Palestinians planting trees in Burin on 1/21. (HA 2/7)

According to figures obtained by Haaretz from Israeli police, charges were only filed in 3.8% of criminal cases where Israeli settlers attacked Palestinians or their property. (HA 2/7)

On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. Hamas, Islamic Jihad, and the PFLP later issued a joint statement calling the appointments “a violation of decisions based on national consensus.” (REU, WAFA, WAFA 2/7; HA 2/8; AJ 2/10)

The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Interior Minister Ayelet Shaked told Yedioth Ahronoth in an interview that the bill is meant to prevent a “creeping right of return.” (HA 2/7; HA, MEE 2/9)

Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

Defense minister Gantz signed a memorandum of understanding with the king of Bahrain Hamad bin Isa Al Khalifa to formalize the 2 countries’ security ties during a visit to Bahrain. The MoU was part of the 2 countries’ normalization deal from September 2020. (AJ, ALM, AP, HA, MEMO, REU, TOI 2/3)

In the West Bank, Israeli settlers attacked Palestinians in Burqa, throwing stones at 2 homes and physically assaulting residents, causing 1 hospitalization; settlers also vandalized tombstones in the village. Israeli settlers also raided Jenin but were repelled by armed Palestinians. Elsewhere, Israeli settlers with military escort marched to the Homesh settlement outpost, leading to clashes between Israeli forces and Palestinian protests; 42 Palestinians were injured with rubber-coated bullets and 83 suffered tear-gas suffocation. Israeli settlers also uprooted 60 olive trees in Yatta and 300 olive tree saplings in Tarqumiyah. Israeli forces dismantled 6 structures erected by Israeli settlers in the Homesh settlement outpost; the Israeli forces did not demolish the yeshiva in the settlement outpost. Elsewhere, Israeli forces placed roadblocks on roads leading to Burqa. Israeli forces also assaulted 1 Palestinian man in Bazariya, who was hospitalized for his injuries. 14 Palestinians were arrested during raids in Burqa, Asira, Qarawat Bani Hassan, Anabta, Silat al-Harithiya, Tammun, and Dheisheh refugee camp; 1 Palestinian was shot and injured by an Israeli sniper during a protest against the raid in Dheisheh refugee camp. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Maghazi. Israeli forces also opened fire at Palestinian agricultural lands east of al-Shuka; no injuries were reported. The lawyer of a Palestinian prisoner on hunger strike in protest against his administrative detention warned that his client was in critical condition and in need of hospitalization. The man has been on hunger strike for 129 days. (WAFA 12/23)

An Israeli military court sentenced 2 Palestinians to life in prison for the killing of 1 Israeli soldier in 2019. The 2 men were also ordered to pay the soldier’s family $480,000. (HA 12/23)

The Organisation of Islamic Cooperation condemned Israel’s inaction against the rise in Israeli settler attacks on Palestinians in the West Bank and called on the international community to intervene. (MEMO 12/24)

At the UN, 125 countries voted to support the UN Human Rights Council’s investigation of Israel’s assault on Gaza in May. In a separate vote, 8 countries, including Israel and the U.S., voted to defund the investigation; 34 countries abstained, including Canada and Australia. (WAFA 12/24; MEMO 12/25)
