In the West Bank, Israeli settlers assault 2 Palestinians during a raid in al-Rakiz in the Masafer Yatta area. Israeli settlers also attempt setting fire to property in Burqa but are chased away by Palestinians. Israeli forces shoot and kill a Palestinian man during a raid in Silat al-Harithiya. Israeli forces also shoot and injure a Palestinian child at the Qalandia checkpoint. Elsewhere, Israeli forces arrest 3 Palestinians during late-night raids in Beita and Awarta. 7 Israeli soldiers are injured in an attack outside of the Homesh settlement outpost. In East Jerusalem, Israeli forces assault Palestinians at the Haram al-Sharif compound. Israeli forces also close much of the Old City to restrict movement during the annual settler marathon. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Dayr al-Balah, Jabalia refugee camp, and Gaza City, killing at least 78 people. 5 Palestinians are killed and others injured when they are hit by an airdropped aid parcel after the parachute did not open in Shati’ refugee camp. 3 children die of starvation at al-Shifa Hospital, bringing the death toll from starvation to at least 23 people. An Israeli soldier is killed in combat. In Lebanon, Hezbollah attacks 5 Israeli sites near Kafrchouba and Jal al-Alam. Israeli forces attack Marwahin and Ayta ash Shab. More than 30,878 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,402 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 417 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 246 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 236 trucks carrying aid enter Gaza. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. UNRWA says some of its employees that have been arrested by Israeli forces in Gaza have been forced, under torture, to falsely state that they support Hamas and took part in Operation Al-Aqsa Flood. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. U.S. secretary of state Antony Blinken discusses ceasefire negotiations with Egyptian foreign minister Sameh Shoukry and Saudi foreign minister Faisal bin Farhan Al Saud in separate calls. In the West Bank, Israeli settlers attacked Palestinians in Burqa, throwing stones at 2 homes and physically assaulting residents, causing 1 hospitalization; settlers also vandalized tombstones in the village. Israeli settlers also raided Jenin but were repelled by armed Palestinians. Elsewhere, Israeli settlers with military escort marched to the Homesh settlement outpost, leading to clashes between Israeli forces and Palestinian protests; 42 Palestinians were injured with rubber-coated bullets and 83 suffered tear-gas suffocation. Israeli settlers also uprooted 60 olive trees in Yatta and 300 olive tree saplings in Tarqumiyah. Israeli forces dismantled 6 structures erected by Israeli settlers in the Homesh settlement outpost; the Israeli forces did not demolish the yeshiva in the settlement outpost. Elsewhere, Israeli forces placed roadblocks on roads leading to Burqa. Israeli forces also assaulted 1 Palestinian man in Bazariya, who was hospitalized for his injuries. 14 Palestinians were arrested during raids in Burqa, Asira, Qarawat Bani Hassan, Anabta, Silat al-Harithiya, Tammun, and Dheisheh refugee camp; 1 Palestinian was shot and injured by an Israeli sniper during a protest against the raid in Dheisheh refugee camp. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Maghazi. Israeli forces also opened fire at Palestinian agricultural lands east of al-Shuka; no injuries were reported. The lawyer of a Palestinian prisoner on hunger strike in protest against his administrative detention warned that his client was in critical condition and in need of hospitalization. The man has been on hunger strike for 129 days. (WAFA 12/23)

An Israeli military court sentenced 2 Palestinians to life in prison for the killing of 1 Israeli soldier in 2019. The 2 men were also ordered to pay the soldier’s family $480,000. (HA 12/23)

The Organisation of Islamic Cooperation condemned Israel’s inaction against the rise in Israeli settler attacks on Palestinians in the West Bank and called on the international community to intervene. (MEMO 12/24)

At the UN, 125 countries voted to support the UN Human Rights Council’s investigation of Israel’s assault on Gaza in May. In a separate vote, 8 countries, including Israel and the U.S., voted to defund the investigation; 34 countries abstained, including Canada and Australia. (WAFA 12/24; MEMO 12/25)

In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel extended the ban of PA governor of Jerusalem Adnan Ghaith from moving freely within East Jerusalem. It was unclear how long the extension was set for. (WAFA 8/2)

The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
