In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. 18 Palestinians were arrested during late-night raids in Abud, Silwad, Silat al-Harithiya, Jaba‘, Kafr Ra‘i, Beita, and al-Lubban ash-Sharqiya; during the raid in Abud, Israeli forces arrested 22 Palestinian students from Birzeit University who were camping at a nearby spring; 12 were released shortly after the raid while 10 remained in custody. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah in protest over the 2/22 Israeli court decision to freeze the eviction of the Salem family. 14 Palestinians from the West Bank were arrested near the Damascus Gate plaza for being in East Jerusalem without a permit. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The climate conference was organized by Haaretz and Hebrew University. (HA, HA 2/23)

At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Also at the security council meeting, the PA ambassador to the UN Riyad Mansour charged Israel with crimes of apartheid, listing a number of violations committed by Israel, while wearing a mask with the text “End Apartheid.” (MEMO, TOI 2/23; AJ, MEE, MEMO 2/24)

In the West Bank, Israeli settlers attempted to set a Palestinian-owned home on fire in Hebron, but fled when the family living in the home woke up. Israeli forces demolished 1 retaining wall and 1 agricultural structure in al-Maniya. Israeli forces also temporarily evicted 6 Palestinian families from their homes in in Khirbat Ibziq to conduct a military exercise; during the drill, 2 cows were killed and 3 were injured. 5 Palestinians were arrested during late-night raids in Silat al-Harithiya, ‘Anata, Dheisheh refugee camp, and Hebron. In East Jerusalem, Israeli forces delivered demolition notices for several commercial structures in Wadi al-Juz; 1 Palestinian minor was arrested during a late-night raid in Isawiya. According to figures obtained by Haaretz from Israeli police, charges were only filed in 3.8% of criminal cases where Israeli settlers attacked Palestinians or their property. (HA 2/7)

On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. Hamas, Islamic Jihad, and the PFLP later issued a joint statement calling the appointments “a violation of decisions based on national consensus.” (REU, WAFA, WAFA 2/7; HA 2/8; AJ 2/10)

The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Interior Minister Ayelet Shaked told Yedioth Ahronoth in an interview that the bill is meant to prevent a “creeping right of return.” (HA 2/7; HA, MEE 2/9)

Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. In the West Bank, Israeli settlers attacked 1 Palestinian surveyor in Kafr Qalil, causing injuries to his head. Israeli settlers with military escort made roadblocks around Sabastia. Israeli forces arrested and assaulted 1 80-year-old Palestinian American man in Jiljilyya during a late-night raid, leading to his death; the man was found dead by Palestinians in an empty house in Jiljilyya after being arrested by the Israeli forces; the U.S. called for an investigation into his death. Israeli forces also delivered stop-work notices for 2 houses and for work on the electric grid in Bayt Dajan. Elsewhere, Israeli forces demolished 1 house, 2 water wells and 2 agricultural structures in al-Fakhit. In Israel, 5 Palestinians were arrested for burning tires in Tel as-Sabi in protest over the Jewish National Fund’s forestation project on land Bedouins use for agriculture. Haaretz reported that U.S. military personal charged with training Palestinian forces were given a tour of Hebron, including of al-Ibrahimi Mosque by settler advocate Noam Arnon. The tour was arranged by the Israeli military’s central command leader Yahuda Fuchs. (HA 1/12)

The Israeli supreme court reduced the sentence handed to an Israeli settler who had thrown a stun grenade at a Palestinian home in Sarta from 20 months to 12 months, reinstating a plea agreement a lower court had deemed too lenient. (HA 1/12; MEMO 1/13)

The United Arab List (UAL) boycotted sessions in the Knesset today in protest over a Jewish National Fund (JNF) forestation project in Bedouin-inhabited areas of the Naqab desert. In wake of the UAL boycott, the Israeli opposition passed 5 bills in preliminary votes. In the West Bank, Israeli settlers vandalized 46 olive trees in Burin. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizariya, damaging 1. Israeli forces detained 25 Palestinians for 8 hours during the night in Hizma. 3 Palestinians were arrested during late-night raids in Deir Sammit and Silat al-Harithiya. In East Jerusalem, Israeli forces shot and injured 3 Palestinians using live ammunition during a late-night raid in Kafr ‘Aqab; 2 were arrested. Israeli forces also violently dispersed Palestinians protesting an arrest raid in Silwan with tear gas and skunk water; 2 were arrested. Elsewhere, Israeli forces summoned 10 members of Fatah for questioning at the Oz and Moscovia interrogation centers. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Dayr al-Balah; no injuries were reported, In Israel, Palestinians in Umm al-Fahm demonstrated against Israeli settler attacks in Burqa, in the West Bank. Haaretz reported that Israel’s religious services minister Matan Kahana had allocated millions of dollars for building 7 synagogues in West Bank settlements and settlement outposts. (HA 12/30)

The PA health ministry said that the PA had received a shipment of 453,600 doses of the Moderna COVID-19 vaccines through the COVAX program. 302,400 doses would be administered to Palestinians in the West Bank and 151,200 to Palestinians in Gaza. (WAFA 12/30)

Israeli forces demolished 10 car repair shops in Hizma and 2 agricultural structures in Azzun ‘Atma. Israeli forces also demolished 3 structures and uprooted olive trees in Habla. Elsewhere, Israeli forces violently dispersed Palestinians protesting the closure of roads leading to Burqa, leading to tear-gas related injuries. Israeli forces also fired tear gas near a school in al-Khader, leading to tear-gas related injuries among students and staff. 13 Palestinians were arrested during raids in Silat al-Harithiya, Dayr Abu Mash‘al, al-Khader, Beit Liqya, Dura, Idhna, Bayt Awa, Qalandia refugee camp, and Biddu. Haaretz reported that 6 serious complaints were recently filed to the Israeli ministry of justice by Palestinians against East Jerusalem police officers and only 1 indictment has been filed against 1 police officer. 1 case involved 1 Palestinian minor who was taken to a bathroom and told to strip naked before he was beaten while lying handcuffed on the floor. The police officers allegedly further threatened him with rape. The minor was never charged with any crime or given a reason for his arrest or abuse by the Israeli forces. Another complaint was filed by the prominent activist Abu Hummus family in Isawiya that has been harassed by Israeli police because of their activism, including arbitrary arrests and late-night raids. The Israeli public security minister Omer Bar-Lev was assigned a security detail after receiving death threats related to comments he made against settler violence to a U.S. official. In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel extended the ban of PA governor of Jerusalem Adnan Ghaith from moving freely within East Jerusalem. It was unclear how long the extension was set for. (WAFA 8/2)

The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
