Israeli police officers kicked and punched 1 Palestinian man after he fell while running from them near a flying checkpoint; the incident was filmed. In Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Khan Yunis; no injuries were reported. Israeli Channel 12 reported that the UAE had frozen purchases of Israeli military equipment due to the Israeli government’s behavior against Palestinians, including National Security Minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound in January and Finance Minister Bezalel Smotrich’s comment that Huwwara “should be wiped out.” Prime Minister Benjamin Netanyahu, the Israeli ambassador to the UAE, and the Israeli foreign ministry denied the reporting. The Israeli public broadcaster KAN reported that Saudi Arabia had refused to grant visas to an Israeli delegation for an upcoming UN conference on tourism. Axios reported that Saudi Arabia had initially approved Israeli foreign minister Eli Cohen’s attendance at the conference with 2 staffers, but effectively blocked Cohen’s trip by not engaging in making arrangements for his security. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the West Bank, Israeli settlers vandalized 40 olive tree saplings in Hijja. Israeli forces issued demolition orders for 5 houses and 3 water wells in al-Juwaya in the Masafer Yatta area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya; no injuries were reported. Israel revoked the VIP travel permit for PA foreign minister Riyad al-Maliki in retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation. Israeli national security minister Itamar Ben-Gvir ordered Israel’s police commissioner Kobi Shabtai to ban Palestinian flags in public spaces. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. 18 Palestinians were arrested during late-night raids in Abud, Silwad, Silat al-Harithiya, Jaba‘, Kafr Ra‘i, Beita, and al-Lubban ash-Sharqiya; during the raid in Abud, Israeli forces arrested 22 Palestinian students from Birzeit University who were camping at a nearby spring; 12 were released shortly after the raid while 10 remained in custody. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 3 others during a late-night raid in Kafr Dan, where Israeli forces took measurements to punitively demolish the family home of 2 Palestinians killed in an exchange of fire at the Jalamah checkpoint on 9/14. The PA called on the U.S. to pressure Israel into ending its deadly nightly raids and condemned the killing. Israeli forces also fired tear gas near a school in Burin, prompting an evacuation of the students. Elsewhere, Israeli forces delivered stop-work notices for 5 industrial structures in Qarawat Bani Hassan. Israeli forces also raided al-Twana to pray and attend a lecture in the middle of a populated street in the early hours of the night; Israeli settlers claim that a synagogue once stood in the village. 1 Israeli settler was shot and injured at the Carmel settlement; there was no information about the suspect. 15 Palestinians were arrested during late-night raids in Sa‘ir, Yatta, Surif, Hebron, Kafr Ra‘i, Jaba‘, and Kafr Dan. In East Jerusalem, former MK Yehuda Glick toured the Bab al-Rahma area of the Haram al-Sharif compound, raising an Israeli flag and blowing a shofar. Israeli forces fired tear gas into the schoolyard of Isawiya high school for boys, injuring 5 students with tear gas. 3 Palestinian minors were arrested at the Haram al-Sharif compound. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

Hamas announced that it had fully restored ties with Syria after severing ties in 2012 due to the outbreak of the Syrian civil war. (MEMO, MEMO 9/16; MEE 9/18; ALM 9/22; ALM 9/24; AJ 9/25)

The PLO executive committee confirmed that it supports PA president Mahmoud Abbas’s bid to have Palestine become a full member of the UN. President Abbas is expected to give a speech on 9/23 at the UN general assembly seeking recognition for the state of Palestine. (WAFA 9/15)

The Balad party announced that it is not running as part of the Joint Arab List at the next Israeli elections. The Joint Arab List now consists of the Hadash and Ta‘al parties. (HA 9/15; AP, JP, TOI 9/16)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. Chilean president Gabriel Boric postponed the acceptance of the Israeli ambassador’s credentials due to Israel’s killing of a 17-year-old Palestinian in the West Bank (see above). Israel said that the Chilean foreign ministry had apologized to the Israeli government for the situation. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. The man is currently hospitalized for complications related to his hunger strike, which he ended on 6/21. The man resumed his hunger strike on 7/2 (WAFA 6/23; WAFA 7/5)

Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

24 Democratic senators, led by Chris Van Hollen (D-MD), wrote a letter to the Biden administration, calling on it to “ensure that a comprehensive, impartial, and open investigation” into the killing of Al Jazeera journalist Shireen Abu Akleh is conducted. President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. Suriname announced plans to open an embassy to Israel in Jerusalem during a visit by its foreign minister Albert Ramdin on 5/30. (AJ, HA 6/24)

UNRWA announced that it had received pledges of $160 million for its general programming, but warned that it still expects a shortfall of $100 million in its core budget for 2022. (WAFA 6/24)

In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. 15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

In the West Bank, Israeli settlers set fire to dozens of Palestinian-owned olive trees in Burin, causing extensive damage. Israeli settlers also interrupted traffic and waved Israeli flags at the main intersection in Huwwara. Elsewhere, Israeli settlers threw stones at a school in ‘Urif, damaging solar panels. Israeli settlers also marched through Hebron, waving Israeli flags. Israeli forces destroyed 1 water well and seized equipment in Ras Atiyeh. Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. The PA condemned the Israeli flag march in Jerusalem on 5/29, saying it “crossed all red lines.” The UAE foreign ministry and the OIC also condemned the large settler encroachment of the Haram al-Sharif compound on 5/29, asking Israel to reduce tensions. (WAFA 5/30; HA 5/31)

The Israeli foreign ministry announced that Suriname will open its embassy to Israel in Jerusalem. The announcement came shortly after Suriname’s foreign minister Albert Ramdin met with the Israeli foreign minister Yair Lapid in Israel. Elsewhere, Israeli settlers with military escort stormed Huwwara, leading to a confrontation between Palestinians and Israeli forces; 1 was injured by a baton round and 6 by tear gas. Israeli settlers also removed Palestinian flags in the town. Israeli forces shot and killed 1 Palestinian minor while escorting Israeli settlers to Joseph’s Tomb near Nablus; 19 other Palestinians were injured by baton rounds and 67 by tear gas. Israel claimed that Palestinians threw stones and Molotov cocktails at the Israeli forces escorting the settlers. In East Jerusalem, Israeli forces demolished a 2-story apartment building in Beit Safafa, displacing 13 Palestinians from 2 families. An Israeli appeals court overturned a lower magistrate court’s decision from 5/23 to allow 3 Israeli Jews access to the Haram al-Sharif compound after they performed prayers at the compound, effectively upholding that Jews are not allowed to pray at the compound. The judge cited “safeguarding of public order” as a decision for the ruling. (AJ, HA, MEE, REU 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu toured East Jerusalem in what was described as a private visit to prevent a chance for the public to see him accompanied by Israeli officials. The Waqf was responsible for his security at the Haram al-Sharif compound. Foreign Minister Çavuşoğlu also met with Israeli foreign minister Yair Lapid and Israel’s tourism minister Yoel Razvozov. Çavuşoğlu said that he believes Israeli Turkish normalization will have a positive impact on finding a peaceful solution to the Palestinian-Israeli conflict. MK Michael Biton of the Blue and White Party announced that he would no longer vote with the Israeli government coalition until an agreement has been made on public transportation reform. Biton said he would make an exception in the case of a no-confidence vote on the Israeli coalition. (TOI 5/25)

The New York Times reported that 1 Iranian engineer, Ehsun Ghadbeigi, was killed and 1 other person was injured in a suicide drone attack on the Parchin military base near Tehran. According to the reporting, a U.S. official confirmed that Ghadbeigi was assassinated but did not say who conducted the attack. The NYT said the attack fit a pattern of Israeli strikes on Iran. In the West Bank, Israeli settlers attacked Palestinians working their land near Sinjil. Israeli settlers also assaulted Palestinian shepherds near Kisan. Elsewhere, Israeli settlers blocked a road between Nablus and Qalqilya.

In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. Israel subsequently conducted air strikes, causing damage to several homes in al-Bureij refugee camp, Gaza City, and Nusseirat refugee camp. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. German chancellor Angela Merkel met with Israeli prime minister Naftali Bennett in Jerusalem. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution.
