In the West Bank, 1 Israeli settler was injured in a stabbing incident in Hizma; Israel claimed the man was stabbed by a Palestinian; 1 Palestinian man was arrested on 3/3 for the stabbing and for a different stabbing of an Israeli settler on 3/3. Israeli settlers attacked Palestinians and Israeli soldiers near the Homesh settlement outpost, throwing stones at Palestinian cars and assaulting Israeli soldiers; 8 Israeli settlers were arrested. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces also fired a tear gas canister into a schoolyard in Tell, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in al-Juwaya. Israeli forces also demolished 10 commercial structures in Hizma, affecting 13 Palestinian families. 37 Palestinians were arrested during late-night raids in Silat al-Harithiya, Beita, Tell, Qalqilya, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces closed off Sheikh Jarrah to Palestinian visitors to facilitate a settler rally. Israeli forces also demolished 1 commercial structure in Bayt Hanina. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. In the West Bank, Israeli settlers slashed the tires of 11 Palestinian-owned vehicles and wrote racist and threatening graffiti on properties in Iskaka. Israeli forces shot and killed 1 Palestinian who was hiking with a friend in a forest near al-Arroub refugee camp. The friend said the 2 heard shouting in Hebrew and began running away when the Palestinian man was shot in the back twice. The PA condemned the killing, calling for the International Court of Justice to investigate it. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2 photojournalists with rubber-coated bullets. Meanwhile, Israeli forces fired tear gas near 2 schools in Hebron, causing tear-gas related injuries among students and teachers. Israeli forces also delivered stop-work notices for 3 houses under construction in Khirbet Um Qussa. Palestinians protested in support of Palestinian prisoners in several cities throughout the West Bank; the protest coincided with a 1-day hunger strike by Palestinian prisoners demanding improved conditions. 7 Palestinians were arrested during late-night raids in Ni‘lin, Beit Furik, Jenin refugee camp, Jalamah, Halhul, and Za‘atra. In East Jerusalem, Israeli forces demolished agricultural structures and razed land in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of al-Sudaniyya. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. The PA summoned French consul general in Jerusalem René Trokaz in protest over French prime minister Jean Castex’s remarks calling Jerusalem “the eternal capital of the Jewish people.” Prime Minister Castex’s remarks were made during a gala dinner hosted by the representative council of French Jewish Institutions on 2/25. In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah in protest over the 2/22 Israeli court decision to freeze the eviction of the Salem family. 14 Palestinians from the West Bank were arrested near the Damascus Gate plaza for being in East Jerusalem without a permit. In Syria, Israeli forces fired missiles at Syria from Israeli-occupied Golan Heights, causing material damage in the province of Quneitra. (AJ, AP, HA 2/23)

Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The climate conference was organized by Haaretz and Hebrew University. (HA, HA 2/23)

At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Also at the security council meeting, the PA ambassador to the UN Riyad Mansour charged Israel with crimes of apartheid, listing a number of violations committed by Israel, while wearing a mask with the text “End Apartheid.” (MEMO, TOI 2/23; AJ, MEE, MEMO 2/24)

In the West Bank, Israeli forces blocked the main entrance to Burqa. Israeli forces also assaulted and arrested 1 minor in a shop in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, injuring 3 with rubber-coated bullets, including 2 minors. Elsewhere, Israeli forces violently dispersed Palestinian protesters near al-Arroub refugee camp, causing tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Deir al-Ghusun. Greek Orthodox Patriarch of Jerusalem Theophilos III said that the Christian community’s “presence in Jerusalem is under threat,” in a piece published by The Times. Theophilos III warned that “Zionist extremists” were committing hate crimes against Christians and regularly desecrating and vandalizing church property. (LT 1/8; HA, MEE, MEMO, REU 1/9)

Palestinian activist Ramy Shaath arrived in Paris after being deported by Egypt as he was released from Egyptian prison. Shaath, the son for former PA foreign minister Nabil Shaath, was arrested in June 2019 on charges related to his alleged ties to the Muslim Brotherhood. The Palestinian Central Elections Committee (CEC) said 89% of eligible voters had registered for the 2d phase of local elections, which will be held in cities and larger towns on 3/26. The CEC said that it is not planning to facilitate elections in Gaza as Hamas is demanding political conditions that cannot be addressed by the committee, according to the CEC. (PCHR 1/3; WAFA 1/8)
